Q~~uality will be formulateder by the IndtustryS andi approved by seventy-
five per~lcent (75 'i ) of th~e manufacturers in thre Industry andl shall
be subject to applrovanl by the National Inldu~striall Re-overy Board.
When such rtandarnd Statemnent of Qauality has beenl formunllated and
approvedc`( it will b~e applicable to all mem~nbers~ of the Industry.
The Depu~rty' Admrinistrator in his final: report to thie Nat~ional In-
dustr~ial Recovecry Board on said amendments of saidt Siulppe~lementary
Codle having found as herein set forth and on th~e basis of all pr~oceed-
ings in this matter:
It has been found that:
(a) The amendment of said Supplemnentary Code and the. Sup-
plementaryr S Cdc~e as~ amendled are well' designed to promote the poli
cies andi purposes of Title I: of thre National Ilndustrida Recovery Act
including the r~emoval of o-bsjtructions to the fr~ee flow- of interstate
and forerign conuineree whlich tendt to diminish the amount thereof,
and wi11ll provid'e for the general waelfre byr promortingr the organi-
zation of industry for thre pu~rpose of co-operative action of labor
a7nd management under ndeqcuate~ governmedalt sanc-tion and sulper-
vision, by chmanairting unfair compiletitive pracheces, by promoting
the fullest possible utilization of the present prodluctive enpacity o~f
indutlriiies, by\ av\oiding uinduie restrictions of production (except as
mayl) be- tempor~laril i~clyuired), by incr~easing ethe c~onsumption of in-
dustrial andl abric~ultura~l products thl~curouh increasing p~urchasing
power, bv red~uc~ing and6 refievingF unemployment, by implroving
sitandards~ of Inlbor, and by" oth~erw~ise rehabilitating industry.
(b) The Supplementary Code as nmendled complies in, all re-
sp~ects with the pertinent provisions of said Title of said Act, includ-
ingr without lim~itation! sub-section (a) of Sectionl 3, sub-section (a)
of Section 8 arid sub-sectfion (b) of Section 10 ther~eof.

be subject to replacement because of defects in inlaterialls or wvorki-
manshlip, either by implication or in printed form on a more liberal
basis than as prcscr~ibedl in the standardd Statement of Quality as
formulrlatedc' and approved by 75c/o o-f the manufacturers of these
products by a letter ballot. Such standar~l~ d as formulated and adopted
by the Industry shall be subject to approval by the Na tionanl Indu ~st ri al
