M. ASHBURN, Acting Chief Health Officer. GENERAL REMARKS. No cases of yellow fever, smallpox, or plague have originated on or were brought to the Isthmus during the month. VITAL STATISTICS. EMPLOYEES. 'ThJbhealth of the employees remained good during the month. .The number of names on the rolls for the preceding month was 34,125. The total number of admissions to hospitals and quarters was 802, a rate of 282.02 per thousand, as compared with 312.82 for the preceding month, and 350.59 for the corresponding month of last year. * The total number of deaths from all causes was 8; of these 5 died from disease, or 1.76 per thousand, as compared with 4.91 for the ;i .: preceding month, and 5.53 for the corresponding month of last year. :i: The constantly noneffective rate was 9.85, compared with 10.26 : for the preceding month, and 12.07 for the corresponding month ., t last year. .The total admission rate for malaria, hospitals and quarters, was 28.48, compared with 46.99 for last month, and the total noneffective s : te 0.95, compared with 1.11 for last month; each of these rates ; being lower than for the same month last year. MOL .. .. .. .. .. : ." . ." ti ; 4 ..... i. . ...... ... ; 5:~ ~. .. -'.* :' :""Y: ":E. ::.i "; k 'I' ; i; 7'; 1* The population of the city is 29,331, among whom there were 54 deaths; of these 48 deaths were from disease, giving a rate of 19.64, as compared with 18 for the preceding month, and 21.95 :for the corresponding month of last year. Of the total deaths from disease the percentage under 5 years was 52 compared with 32 last month. The principal causes of death showing an increase as compared with March were: Bright's disease, 9, compared with 5 last month; and malnutrition, 8, as against none for the preceding month. There were 44 births reported, giving a rate of 17.86 per thousand. The infant mortality was 386 per thousand. The percentage of stillbirths to total births was 8. 1 HOSPITAL DIVISION. ANCON HOSPITAL. During the month the average number of patients constantly in hospital was 449.27. The per capital cost of patients in hospital proper was $2.017 gross and $0.83 net. The per capital cost of patients in the insane asyluin was $0.536. BOARD OF HEALTH LABORATORY. The following work in addition to routine was performed by the board of health laboratory during the month. A study of the placental blood film, in cases where there is the possibility of estivoautumnal malaria being associated with preg- nancy and the puerperium, was completed. A synopsis of the findings follows: It is believed that the placental blood film made from the maternal surface of the placenta immediately after labor and stained with a polychrome stain does possess important diagnostic value because the placenta from the third month on becomes an even better harbor for the localization of this parasite than the peripheral blood, and will in many cases reveal the presence of parasites when the latter will not. The parasites are far more numerous and larger, and the phagocytosis of pigment is much more in evidence. |t In the late stages of pregnancy the placenta corresponds more or : less closely to the spleen and bone marrow in some of its intricate .. vascular peculiarities, and it therefore offers about the same favor- S able features for the localization and development of parasites as V is found in those systems. This film examination will frequently aid in differentiating puerpeal sepsis from malaria in the puerperium. The test seems worthy of a, routine practical application in tropical obstetrics, and in other regions where estivoautumnal malaria is found. The net per capital cost was $0.359, as compared with $0.561 for last month. Durmg the month work was continued grading the grounds and excavating for walks and a road at the asylum. INSANE DEPARTMENT. Eight patients were admitted for mental observation during the ionth, this being the lowest number entered in any single month in the history of the institution since its removal from Miraflores :-in 1907. Three women patients, natives of Dominica and St. Lucia, were deported. The final transfer of the asylum from Ancon to Corozal was accomplished on the 9th instant, when 112 women were removed Sto the new site and quartered in buildings which had been made ready for their accommodation about two days previously. Work by the males has been going on steadily, and considerable progress has been made in grading the grounds and excavating for walks and a road. CHRONIC WARD. There were 27.43 chronic and incurable patients constantly cared for during the month. The cost per patient per day was $0.261. Detailed statistics are shown in Table XIII. COLON HOSPITAL. The average number of employees constantly sick was 24.60. The average number of days' treatment per employee was 9.62. The per capital cost of patients was $2.45 gross and $1.64 net. Detailed statistics are shown in Table XIV. PALO SECO LEPER ASYLUM. The number of patients under treatment at the end of the month was'51, as against 50 for the preceding month. The per capital cost per. patient was $0.87. Detailed statistics are shown in Table XV. SANTO TOMAS HOSPITAL. During the month a total of 1,400 patients was treated, 63 less than for the preceding month. The daily average of patients in hospital ,. 462, as compared with 468 for March, and the total number of J ital days was 13,860, as compared with 14,537 for the preceding 1 month. Sixty-three deaths have occurred, with tuberculosis, nehritis, and organic diseases of the heart the chief causes, in the !j-: ,,4:order named. S'One violation of quarantine occurred-ship arriving at Balboa, ;:Aptil 21, 1915, without bill of health. The master was fined $25 :in the district court. The plague situation in South America, west coast, has shown no ~ t~povement. During the month 133 United States troops 40ted for Canal Zone garrisons. i quarantinable diseases have appeared at the ports during the detailed statistics are shown in Table XVIII. . All spleens from the different groups of cattle slaughtered by the supply department were sent to Ancon Laboratory for examination, and found negative, except that the spleens of three steers that had died before the time set for slaughtering showed anthrax. These three steers were burned by the health office scavengers. The necessary connections to oil tank No. 2 at Mount Hope were made, from which oil will be furnished for this division. This arrangement is much more satisfactory than the small tank pre- viously used. Four stables were condemned during the month, and the owners given to May 30 to start improvements. Allchicken coops in the public market have been condemned and replaced by the new model sanitary coops. ,An area of 28,610 square yards, and approximately 41 feet deep, of swamp No. 3 have been filled at Mount Hope by suction dredge. Fire swept over Colon on April 30, destroying an area of 22 blocks, and affecting about 10,000 people, many of whom were left quite Destitute. There were 3,158 persons examined, of whom 4 received vacci- nation.
