The President of ihe Re-
public of Pan.a-iia, by various
decrees, accept; in all its parts
the Sanitary Ruie- and Regu-
lations submitted by the Chief
Health Olficer ol The Panama
Canda, for approval of the
Government of Panama, as
follows::

DEFINITION .

SECTION 1. The term
"Health Officer." whenever
used in these regulations, shall
be held to mean the oticiil in
charge of all sanitary work
either in the city of Colon or
city of Panama. 1 he "Health
Officer" shall be appointed by
the Chiet Health Officer in
charge of the sanitary service
of the Canal Zone and of the
cities of Colon and Panama.

ARTICULO I.

DEFINICIONES.

SECCION 1. Siempre que se
use en este Reglamento el ter-
mino "Empleado de Sanidad,"
se entenderA que es aplicable al
funcionario encargado del ser-
vicio de Sanidad en las ciuda-
des de Panamn y Col6n. El
"Empleado de Sanidad," serA
nombrado por el Jefe Principal
de Sanidad, encargado del Ser-
vicio Sanitario de la Zona del
Canal y de las ciudades de Col6n
y PanamA.

SEC. 2. The word light"
or "lighted" shall be held to
refer to natural, external light.
SEC. 3. The word "street,"
when used in these regulations
shall be held to include avenues,
public highway& s, sidewalks,
street gutters, and public alleys;
and the words "public places"
shall be held to include parks,
piers, docks, and wharves, and
water and open spaces thereto
adjacent, and also public yards,
grounds, and areas, and all
open spaces between buildings
and streets, and in view of such
streets.
The word "rubbish" shall
le held to include all the loose
and decayed material and dirt-
like substance that attends use
or decay, or which accumulates
from building, storing, or
cleaning.
The word "garbage" shall
be held to include swill and
every accumulation of animal
or vegetable matter, liquid or
otherwise, that attends the
preparation, decay, and deal-
ing in, or storage of fish, meats,
fowls, birds, and all vegetables
or other articles of food or
drink. The word "dirt" shall
be held to mean natural soil,
earth, and stone.

SEC. 4. The term "concrete-
floor" or "rement-floor" when

ciones, acopio o limpieza.
La palabra "desperdicio" se
aplicara a losdesechosdecocina
para alimentaci6n de marranos,
y a toda acumulaci6n de sus-
lancias animals o vegetales,
liquidas o de otra naturaleza,
que result de la preparaci6n,
descomposici6n y comercio o
abastecimiento de pescado, car-
ne, aves de corral, pajaros, le-
gumbres o cualesquiera otros
articulos de comida o bebida.
La palabra "cieno" se apli-
cara a todo terreno natural des-
compuesto o aglomeraci6n de
tierra y piedra.
SEC. 4. La frase "pisodecon-
creto," usada en este Reglamen-

cian" shall include every person
authorized to practice medi-
cine, or to prescribe for, operate
on or in any wise attempt to

except that persons rendering
gratuitous services in case of
emergency or administering
merely routine household rem-
edie, need not therefore lie con-
sidered physicians.

SEC. 6. The word "meat"
whenever herein ustd, includes
every part of any land animal
and eggs (whether mixed or
not with an\ other substance, ;
and the word "fish" include-;
every part of any animal that
lives in water or the flesh of
which is not meac.
The word vegetablec" in-
cludes every article of human
consumption as food, whichh ,
(not being meat or fish or milk)
is held, or offered or intended
for sale or consumption as food
for human beings. All fish,
meat, and vegetables tound in
the cities of Colon and Pana-
ma, respectively, shall be
deemed to be held for such

SEC. 6. Siempre que en este
Reglamento se use la palabra

SEC. 8. The word "bakery"
shall be conmt4rued to mean aniy
place used for producing, mix-
ing, compounding, or baking,
for sale or use in any restaurant,
bakeshop, hotel, or other place,
any bread, cakes, pies, biscuits,
-crackers, rolls, macaroni, or
other food products in which
flour or meal is the principal

used in these regulations shall

SEC. 8. La palabra "panade-
ria" se aplicara a todo sitio des-
tinado a producer, mezclar, a-
rreglar u hornar para la venta
o para uso de restaurants, ho-
teles o cualquier otro lugar, to-
da clase de pan, budines, pas-
teles, bizcochos, galletas, pane-
cillos, macarrones y cualquier
otro product alimenticio, cuvo
principal ingredientesea harina.
SEc. 9. Toda palabra o frase
que se use en este Reglamento
se tomarA en su sentido natural

NUISANCES.

SEC. 10. Whatever is dan-
gerous to human life or health;
whatever building or part or
cellar thereof is overcrowded

or not

provided with adequate

drained, lighted, or cleaned,
and whatever renders soil, air,
water, or food impure or un-
wholesome, or interferes with
the comfortable enjoyment of
life or property by an entire
community or neighborhood,
or by any considerable number
of persons, or whatever tends
to the propagation or harbor-
ing of insects, rats or sLch
other forms of life as may
menace the health of the
community, is a "nuisance"
and illegal. Any nuisance must
be promptly removed upon re-
ceipt of written notice from the
Health Officer by the person
responsible therefore.

SEC. 11. Every person who
creates or maintains, or n\ho
aids in creating or maintaining
a nuisance, shall be subject to
a fine of not less than five bal-
boas nor more than fifty bal-
boas for each and every day

PERJUICIOS.

insalubres el terreno, el aire, el
agua y los alimentos, o que se
oponga al c6modo disfrute de
la existencia o de la propiedad
por toda una comunidad o ve-
cindario, o que tienda a la pro-
pagaci6n o albergue de insec-
tos, ratones u otra clase de ani-
males queconstituyan unaame-
naza para la salud de la comu-
nidad, es perjudicial y contra-
rio a los Reglamentos de Sani-
dad. Todo lo considerado como
perjudicial deberd eliminarse
inmediatamente despu6s de ha-
ber sido la persona responsible

pleado de Sanidad respective.
SEC.. 11. Toda persona que
cause o fomente, o ayude a
causar o fomentar algo que sea
perjudicial, quedard sujeta a
una multa no menor de cinco
ni mayor de cincuenta balboas,
por todos y cada uno de los dfas

SEC. 12. 1 he Health Officer
or his authorized representative
may enter upon or within any
premises at any time for the
purpose of inspecting the same.

SEC. 13. In the event that
the property owner, tenant,
or person in charge of a police
or premises refuses to allow the
Health Officer or his represent-
ative to visir same for the
purpose of inspection, the
Heachh Officer will call on the
Alcalde for the ncces:;ary police
aid in making inspection of such
place or premise, and it will be
the dut\ of the Alcalde to fur-
nish such assistance upon re-
quest.
SEc. 14. The Health Officer
or his representative shall ex-
imine into complaints concern-
ing nuisances believed to be
dangerous or injurious to
health, and in c.ses of
urgency or necessity he may
abate in Lisinces without having
given notice to the occupant

SEc. 12. El Empleado de Sa-
nidad, o su representante debi-
damente autorizado, podrA en-
trar a cualquiera casa y a cual-
quiera hora, con el objetode ins-
peccionarla.
SEC. 13. En caso de que el
duefio de la propiedad, el arren-
datario o la persona encargada
del lugar o propiedad, rehusare
permitir la visit de inspecci6n,
el Empleado deSanidad recurri-
ra al Alcalde en solicitud de la
avuda necesaria; y el Alcalde
estarA obligado a proporcionar-
la, para conseguir que se prac-
tique la inspeccci6nn en el lugar
o propiedad de que se trate.

SEC. 14. El empleado de Sa-
nidad, o su representante exa-
minarA las quejas relacionadas
con objetos perjudiciales que
se considered peligrosos o no-
civos para la salud, y en casos.

GARBAGE.

SEC. 15. The owner, agent,
and occupant of every premi-
ses, improved or unimproved,
whereon or wherein garbage
shall he created, shall provide a
metal, water-tight container or
containers, each with a tight
fitting cover, of a pattern ap-
proved by the Health Officer,
such container or containers to
be of such size as to be easily
manhandled, and or such num-
ber as to receive the garbage
accumulations of 24 hours from
each such premises, and shAll
place or cause to be placed such
container or containers, tor the
purpose of having their con-
tents removed, on the side-
walks or open alleys in front or
rear nf said premises, ;'t the
times required by the Health
Officer.
SEC. 16. It shall be unlawfulI
for any owner, agent, or occu-
pant of any such premises to
have, maintain, or keep anyvgr-
bage on any premises, except
in such garbage containers as
are provided for in Section 15.

SEC. 17. Such garbage con-
tainers shall be kept tightly
covered at all times, except
when momentarily opened tore-

SEC. 16. 1Ser illegal para

container is placed on the out-
side of any premises, it shall be
unlawful for any person en-
gaged in the removal of gar-
bage, or for any other person, to
remove the cover trom such gar-
bate container, except for the
purpose of emptying its con-
tents into a duly authorized
garbage wagon, or to throw
such garbage container on the
street or side\ alk, ortoinjure it
in any way so as to make it leak
or to bend it or its cover so as to
prevent said garbage container
from being tightly covered:
and all persons engaged in the
removal of garbage shall, alter
emptying said container, re-
place the cover tightly on said
container.
SEC. 19. The o\\ner, agent, or
occupant of every premises shall
keep separate from their gar-
bage, tin cans, broken crock-
ery, hardware, old pl a n k s,
wooden matter, paper sweep-
ings, and other trash, and place
same in a sound substantial
vessel or container kept for that
purpose, which vessel or con-
tainer shall be placed on the
sidewalk or alley in front or
rear of each premises, as pro-
vided for in the first paragraph
of this section, for garbage con-
tainers.

SEC. 19. El propietario, a-
gente u ocupante de cualquier
local deberA conservar aparte
de las basuras, las latas, los ca-
charros rotos, los pedazos de
hierro, tablas viejas, trozos de
madera, papeles viejos y demAs
deFechos, y colccarlos en un re-
cipiente fuerte que se tendrA es-
pecialmente para ese objeto,
cuvo recipient -erA colocado
en la acera o en la calle en
frente o detrAs de cada local,
como se dispone en el primer
pArrafo de esta secci6n para los
recipients de basura.

SEC. 20. The provisions of
these regulations shall apply to
all public and private markets,
as well as all places of business,
hotels, restaurants, and all other
premises, %whether used for
business, boarding, or residen-
tial purposes.

SEC, 21. For the purpose of
enforcing these regulations any
person living on any "premise
shall be deemed an occupant,
and any person receiving the
rent, in whole or in part, of any
premises shall be deemed an
agent; that on any premises
where construction of any kind
is in progress, and where em-
ployees or workmen eat their
dinners or lunches in or about
said premises, or scatter lunch
or food in or about such premi-
ses the contractor or foreman or
other person in charge of such
workmen shall be deemed an
occupant; and that the person
in charge of any market, or
stall in any market, shall be
deemed an occupant.

SEC. 22. It shall be unlawful
for any person to pick from or
disturb the contents of any
garbage containers or vessels,
or other containers provided for
in these regulations.
SEC. 23. The contents of
such cans must be emptied and
removed at least once in each
24 hours, and disposed of in a

trabajadores, sera considerada
como ocupante; y la persona
que est& encargada de cualquier
mercado, o puesto de mercado,
serA considerada como ocupa-
pante.
SEC. 22. Sera illegal para
cualquiera persona sacar o re-
mover nada del contenido de
los recipients de basura, o de
lo demAs recipients mencio-
nados en estos reglamentos.
SEC. 23. El contenido de di-
chos recipients debe ser vacia-
do y removido porlo menos una
vez cada 24 horas, y utilizado

WATER SUPPLY.

SEC. 24. If the supply of
wuter on any premises is shut
off, or the premises become in-
sanitary for any reason, the
house in question may be closed
by the Health Officer until the
supply of water is again turned
on or the premises put in a
sanitary condition.

KEEPING OF FOWLS AND SMALL
ANIMALS.

SEC. 25. It shall be unlaw-
ful for any persons, tirm, or
corporation to hf.ve in his or
their possession, for sale, at
wholesale or retail, or to main-
tain, keep, orfeed, forsale, with-
in the limits of the cities of
Panama and Colon, any live
hares, rabbits, guinea pigs,
apes, monkeys, squirrels, white
mice, chickens, turkeys, geese,
ducks, doves, pigeons, parrots,
birds or other fowl, in any
building which is not rat-proof
in the manner now or hereafter
provided by law for the rat-
proofing of buildings, and unless
same are kept in a movable or
portable ccop constructed with

propiedad se ponga otra vez
en condici6n sanitaria.

TENENCIA DE ANIMALS PE-
QUENO \ PAJAROS.

SEC. 25. SerA illegal para
cualquiera persona, raz6n so-
cial o corporaci6n tener en su
poder para la venta, z. por ma-
'or o al por menor, o tener,
guardur o criar, para la venta,
dentro de los limits de las ciu-
dades de PanamA y Col6n, lie-
bres, conejos, conejillos de In-
dias, moncs, ardillas, ratones
de la China, pollos, pavos, gan-
sos, patos, palomas, pichones
loros, pajaros u otras aves de
corral, vivas, en edificios que
no searn construidos a prueba
de ratas en la forma E-hora es-
tablecida o que-se establezca tn
lo sucesiv.o para poner los edi-
ficios a prueba de ratas, y a no

3d street; along 3d street to
Reyes Alley; along Reyes Alley
to center of block 18; from

incluyendo el Instituto Nacio-
nal; a lo largo de la line
limitrofe de la Zona del Canal
a la Calle Carlos de Ycaza; a lo
largo de la Calle Carlos de'caza
a la Calle P; a lo largo de la
Calle P al punto mAs cercano
de la Playa; a lo largo de la
Playa y de la muralla del mar
hasta el punto de partida en
el Chorrillo, y dentro del Area
comprendida en los siguientes
limits de la ciudad de Col6n,
a saber: empezando en Bottle

guinea pigs, apes, monkeys,

SEC. 27. All feed for any
such live hares, rabbits, guinea
pigs, apes, monkeys, squirrels,
white mice, chickens, turkeys,
geese, ducks, doves, pigeons,
parrots, birds, or other fowl,
provided for in these regula-
tions, shall be kept in closed
metal receptacles so construct-
ed that the contents shall be
inaccessible to rats, and no such
feed shall be thrown or scat-
tered on any floor area, or
open space, but shall be placed
only in the coops hereinabove
provided for.

SEC. 28. Any violations of
the provisions of section 15 to
27, inclusive, of these regula-
tions, shall be punished by a
fine of not less than five balboas
nor more than fifty balboas at
the discretion of the Health
Officer.
VACCINATION.

SEC. 29. Every person living
in the cities of Colon and
Panama, respectively, who has
not been successfully vacci-
nated within five years or who

VACUNACION.

SEC. 29. Toda persona resi-
dente en las ciudades de Col6n
o Panama, que no haya sido va-
cunada con 6xito en un period
de cinco anos, y que no haya

cer will perform vaccination

SEC. 30. It shall be the duty
of presidents, principals, man-
agers, or any person having
charge of any educational in-
stitution, orphanage, or asy-
lum, or other places where chil-
dren are educated, reared, or
cared for, to exclude from such
institutions all children who
have not been successfully vac-
cinated or who are not immune
from smallpox by having pre-
viously had an attack of that
disease. It hall be the duty\
of principals, directors, or of
any other person or persons in
charge of -uch institutions,
schools, or asylums, to require
the vaccination of all children
entering their institutions, im-
mediately alter they come un-
der their care.

de ensefianza, Asilo de Huerfa-
nos o de cualquiera clase u otros
lugares donde se eduquen, de-
sarrollen o se cuiden niios, ten-
drAn lo obligaci6n de excluir de
tales centros a todo nifio que no
hubiese sido \vacunado con xito
o que no fuese inmune a la vi-
ruela por haberla sufrido pr6-
viamente. Los mismo Presi-
dentes, Directores, Jefes Prin-
cipales o personas encargadas
del cuidado de nifios en Escue-
las o Asilos, deberin exigir que
todo nifo que se matricule en
las respectivas instituciones, se
vacune inmediatamente des-
pu6s de star bajo su cuidado.

SEC. 31. A failure to com-
ply with any of the provisions
of sections 29 and 30 of these
regulations, shall subject the
person or persons thus offend-
ing to a fine of not less than five
balboas nor more than twenty-
five balboas for each offence.

SCHOOLS, ORPHANAGES, ETC.

SEC. 32. The president, prin-
cipal, manager, or hny person
having authority over educa-
tional institutions, orphanages,
asylums, or other places where
children are educated, reared,
or cared for, shall safeguard the
health of the pupils, inmates,
and attendants under his care,
and shall see that the building
is properly lighted and venti-
lated and that such building is
kept clean.

physician who treats or ex-
amines any person suffering
from or afflicted with, or sus-
pected to be suffering froni or

ately report such case of no-
tifiable disease in writing to th.e
local Health Officer. Said re-
port shall be forwarded either
by mail or by special messen-
ger and shall give the following
information:
1. The date when the report
is made.
2. The name of the disease or
suspected disease.
3. The name, age, sex, color,
occupation, address, and school
attended or place of employ-
ment of patient.

trate o examine cualquiera per-
sona que sufra o est6 atacada, o
sospechada de sufrir o de estar

dar parte de dicho caso de en-
fermedad por escrito al Em-
pleado de Sanidad local. Dicho
parte debe ser enviado. ya .,ea
por correo, ya por mensajero es-
pecial, y debe contener la in-
formaci6n siguiente:

2. El nombre de la enferme-
dad declarada o sospechada.
3. El nombre, edad, sexo, co-

ditious manner available; and
if the disease is, or is suspected
to be, typhoid fever, scarlet
fever, diphtheria, or septic sore
throat the report shall also
show whether the patient has
been, or any member of the
household in which, the patient
resides is engaged or employdM
in the handling of milk for sale
or preliminary to sale; And
provided further. That in the
reports of cases of the venereal
diseases the name and address
of the patient need not be given.

SEC. 35. The requirements ot
the preceding section shall be
applicable to physicians at tend-
ing patients ill with any of the
notifiable diseases in hospitals.

SEC. 36. Whenever a person
is known, or is suspected, to be
afflicted with a notifiable dis-
ease, or whenever the eyes of an
infant under two weeks of age
become reddened, inflamed, or
swollen, or contain an unnatur-
al discharge, and no physician
is in attendance, an immediate
report of the existence of the
case shall be made to the local
health officer by the midNwife,
nurse, attendant, or other per-
son in charge of the patient.

charge of, public or private

SEC. 38. The written reports
of cases of the notifiable dis-
eases required by this regula-
tion of physicians shall be made
upon blanks supplied for the
purpose, through the Health
Officer, by the Health Depart-
ment.

SEC. 39. Local Health Offi-
cers -hall within seven days
after the receipt by them of re-
ports of cases of the notifiable
diseases forward by mail to the
Chief Health Officer the original
written reports made by phy-
sicians, after first having tran-
scribed the information given
in the respective reports in a
book or other form of record for
the permanent files of the local
Health Office. On each report
thus forwarded the Health
Officer shall state whether the
case to which the report per-
tains was visited or otherwise
investigated by a representa-
tive of the local Health Office
and whether measures were
taken to prevent the spread of
the disease or the occurrence of
additional cases.

siete dias siguientes al recibo de
los informed de casos de enfer-
medades contagiosas, deberAn
enviar por correo al Oficial Jefe
de Sanidad los informes origi-
nales escritos por los m6dicos,
despu6s de haber transcrito la
informaci6n dada en su libro u
otra forma de registro que que-
dar, en los archives de la Ofici-
na de Sanidad local. En cada
informed que asi transmita, el
Empleado de Sanidad indicarA
si el caso a que se refiere el in-
forme ha sido visitado o inves-
tigado de alg6n modo por un
representante de la oficina local
de Sanidad y si ha tornado
medidas para evitar la propa-
gaci6n de la enfermedad y la
ocurrencia de otros casos.

SEC. 40. Any person who
shall conceal, or fail to report
any case of the infectious or
contagious d i s e a ses above
enumerated, shall be fined not
less than five balboas nor more
than fifty balboas, or impris-
oned for a period not exceeding
30 days or both.

SEC. 41. No principal or su-
perintendent of any school
and no parent, custodian or
guardian of any child or minor
who has power and authority to
prevent, shall knowingly per-
mit any child or minor having
acute poliomyelitis, cerebro-
spinal meningitis, chicken-pox,
diphtheria, acute tonsillitis, sore
throat, measles, mumps, rubel-
la, scarlet fe ver, smallpox,
whooping cough, scabies, im-
petigo, or pediculosis, or any
child living in any family where
such disease exists or has re-
cently existed, to attend any
public or private school until
the Health Officer has given his
permission for such attendance;
nor shall any parent, custodian,
teacher or other person in au-
thority needlessly expose, or
permit to be needlessly exposed,
any child or minor or other per-
son to the taking or infection of
any contagious disease.

Any person violating the
requirements of this section

SEC. 40. Cualquiera persona

nor que padezca de poliom:eli-
tis aguda, meningitis-cerebro-
espinal, viruela loca, difteria,
amigdalitis aguda, mal de gar-
ganta, sarampi6n, papers, ru-
beola, escarlatina, viruela, tos
ferina, sarna, tifia, o pediculo-
sis, o que viva en una familiar
donde exista o haya existido re-
cientemente alguna de esas en-
fermedades, asista a una Es-
cuela P6blica o Privada mien-
tras el Empleado de Sanidad no
le haya dado permiso para ello;
y del mismo modo ningin pa-
dre, curador, maestro u otra
persona que ejerza autoridad
deberA exponer sin necesidad, o
dejar que sea expuesto sin ne-
cesidad, algun nifio, menor u
otra persona al con tagio o infec-
ci6n de cualquiera enfermedad
contagiosa.
Toda infracci6n a lo dispues-
to en el pArrafo anterior sera

SM ALLPOX.

SEC. 42. Whenever a case of
smallpox is reported to the
Health Officer, he shall cause
the person so afflicted to be re-
moved to the hospital or other
building designated for that
purpose. The Health Officer
shall cause to be thoroughly
disinfected, all rooms, clothing,
bedding, and all cther articles
of whatever nature that may
have been exposed to infection
and which, in his opinion, re-
quire disinfection. He shall
make such other disposition of
portable articles as may be
necessary to protect the public
health, and he may destroy,
by burning, any such articles
which can not be properly dis-
infected, %without compensa-
tion to the owner.

SEC. 43. All persons living in
a house from n\hich a case of
smallpox has been removed,
and those living in adjacent
houses, shall be vaccinated.
All such contacts, as in the
opinion of the Health Officer,
that have been directly exposed
to infection, shall be kept under
surveillance for a necessary
number of days to cover the

ca; y podra destruir, queman-
dolos- sin compensaci6n algu-
na para el duefio: todos los ar-
ticulos que no pudiesen desin-
fectarse convenientemente.
SEc. 43. Toda peisona que
viva en una casa donde hubiese
ocurrido un caso de viruela, y
las que vivan en las casa veci-
nas, serAn vacunadas pronta-
mente. Toda persona que hu-
biese estado en contacto con un
paciente atacado de viruela y
que, en concept del Erfipleado
de Sanidad, hubiese estado de
manera direct expuesta a la

SEC. 44. In the event of an
epidemic of smallpox in either
of the cities of Colon or Pana-
ma, all persons residing in such
city shall be vaccinated, irre-
spective of time of previous
vaccination.

YELLOW FEVER.

SEc. 45. Whenever a case of
yellow fever is reported to the
Health Officer, it shall I; his
duty to cause the person afflict-
ed to be removed to the hos-
pital or other building provided
for such cases. If, for any
reason, the patient can not be
removed from the house in
which he was taken sick, the
following rules are to be ob-
served :
SEC. 46. Those who care for

shall be punished by a fine of

ASIAT IC CHOLERA.

SEC. 50. Whenever any case
of Asiatic cholera is reported
to the Health Officer, he shall
cause the person afflicted to be
removed to the hospital or other
buildings designated for that
purpose, and the Health Offi-
cer shall cause to be carried out
the necessary disinfection of
the house and its contents, and
of all persons that may have

COLERA ASIATICO.

SEc. 50. Siempre que se d&

tico al Empleado de Sanidad,

have been exposed to the in-
fection of Asiatic cholera, shall
be examined bacteriologically
to determine whether or not
they are bacillus carriers; those
found to be bacillus carriers
shall be treated as cholera

Asiatic cholera shall not be dis-
charged until free from bacilli.

SEC. 53. All foodstuffs found
in a house at the time of the oc-
currence of a case of cholera,
which, in the opinion of the
Health Officer, may be con-
taminated, shall be destroyed,
and all water and water con-
tainers shall be disinfected.
SEC. 54. Upon the appear-
ance of a case of cholera, the
Health Officer may prohibit
the sale of such articles of food
or drink, as, ih his opinion, may
be liable to convey infection;
and shall promulgate general
regulations governing the sale
of all foodstuffs and beverages;

menticio que se encuentre en
una casa al ocurrir un caso de
c6lera, y que, a juicio del Em-
pleado de Sanidad, pueda estar
contaminado, se destruira; y
todas las aguas y dep6sitos de
aguas, seran desinfectados.
SEC. 54. Al presentarse un
caso de c6lera, el Empleado de

necessary measures for a thor-
ough cleaning and disinfection
of the house in which the case
of plague occurred. He shall
cause to be carried out mea-
sures against fleas and rats;

ciente sea trasladado en el acto
al hospital o a otro edificio des-
tinado para tales casos.
SEC. 56. El Empleado de Sa-
nidad hard que se tomen todas
las medidas necesarias para a-
sear y desinfectar de manera
convenient la casa donde hu-
biere ocurrido el caso.
Tambidn hara que se tomen
medidas contra las pulgas y los
ratones; y en el caso de.que la

TYPHUS FEVER AND OTHER COM-
MUNICABLE DISEASES.
SEC. 58. Whenever cases of
notifiable disease, or acute dis-
ease of unknown nature such
as threaten the public health
are reported to the Health Of-
ficer, he shall take such precau-
tions as shall protect the public
health, adopting and publish-
ing such special rules and regu-
lations as may be necessary to
prevent the spread of any of
the diseases and for the guid-
ance of those who may have
been exposed to such diseases.

TIFO Y OTRAS ENFERMEDADES
COMUNICABLES.
SEC. 58. Siempre que alg6n
caso de enfermedad denuncia-
ble, o de dolencia aguda de na-
turaleza desconocida que cons-
tituya amenaza para la salud
piblica, sea denunciado al Em-
pleado de Sanidad, 6ste tomara
las precauciones necesarias pa-
ra que sea expuesto sin necesi-
dad, al y publicando los.Regla-
mentos convenien'tes para evi-
tar la propagaci6n de tales en-
fermedades y para conocimien-
to y gobierno de aquellas per-
sonas que hubiesen estado ex-
puestas a dichas enfermedades.

LEPROSY.

SEC. 59. All cases of leprosy,
in which the diagnosis is con-
firmed by the Board of Health
of the Canal Zone shall be sent
to the colony provided for the
isolation of such cases.

SEC. 60. Persons sent to said
colony as lepers shall remain
there unless later pronounced
by the Board of Health not to
be lepers, or to be cured of their
leprosy.

SEC. 61. No patient in such
colony shall leave there on pa-
role or otherwise except with
the permission of the Board of
Health given through the Chief
Health Officer.

SEC. 62. No person shall
knowingly conceal or harbor or
secrete from the health author-
ities, or assist in concealing or
secreting, any leper, and any
person so offending shall be
subject to a fine of not more
than one hundred balboas.
SEC. 63. Wives, husbands,
or voluntary helpers living with
segregated lepers may be
deemed and declared lepers by
the Board of Health, and shall
thereafter be subject to all re-
strictions applied to leprosy,
until declared free from the dis-
ease and liberated by order of
the Board of Health.

SEC. 59. Todo enfermode le-

Jefe de la Sanidad.
SEC. 62. Ninguna persona
podrA a sabiendas esconder, o-
cultar o encubru o ayudar a
esconder o a ocultar un leproso
y toda persona culpable de ello
ser castigada con una multa
no mayor de cien balboas.

SEC. 63. Las esposas, espo-
sos o asistentes voluntarios que
viven con leprosos aislados, po-
drAn ser considerados y decla-
rados como leprosos por la Jun-
ta de Sanidad, y quedarAn su-
jetos desde entonces a todas las
restricciones que se aplican a
los leprosos mientras no sean
declarados libres de la enferme-
dad por orden de la Junta de
Sanidad.

LEPRA.

TUBERCULOSIS

SEC. 64. Reports of tuber-
culosis cases shall not be pub-
lished nor held accessible to the
general public.
SEC. 65. It shall be the duty
of the Board of Health Labor-
atory to examine and report up-
on any sputum sent to it as
that from a person in the city of
Panama or in Colon suspected
of having tuberculosis and no
charge shall be made for such
examination or report; Pro-
vided that all specimens of spu-
tums sent in for such examin-
ation shall be in containers la-
beled to show the name, oc-
cupation and address of the
person from whom the sputum
came, and the date of its expec-
toration.

SEC. 66. In case of the va-
cation of any apartment or
premises by the death or re-
moval therefrom of a person
having tuberculosis, the owner
of or agent for said apartment
or premises shall at once notify
the Health Officer of the fact
and failure to do so shall sub-
ject such owner or agent to a
fine of ten balboas.
SEC. 67. Upon receipt of no-
tification that an apartment or
premises has been vacated by a
person having tuberculosis, the
Health Officer will assume con-
trol of such apartment or prem-
ises and prevent their further

al Empleado de Sanidad, y de
no hacerlo quedara sujeto a una
multa de diez balboas.
SEC. 67. Al recibir la notifi-
caci6n de que un departamento
o local ha sido desocupado por
una persona atacada de tuber-
culosis, el Empleado de Sanidad
se hara cargo de dicho departa-
mento o local e impedira que

fined not less than twenty-five
balboas nor more than one hun-
dred balboas for each offence.

PREPARATION AND DISPOSAL OF
BODIES OF PERSONS DYING OF
CONTAGIOUS DISEASES.

SEC. 70. Any undertaker or
person having in his care or po-
session, or who is preparing for
burial, the body of a person
who has died of smallpox, scar--
le fever, diphtheria, membranous
croup, typhus fever, plague, or
Asiatic cholera, shall give im-

MEDADES CONTAGIOSAS.

SEC. 70. Cualquiera empresa
funeraria o persona que se haga
cargo de la preparaci6n e inhu-
maci6n del cuerpo de una
persona que hubieEe muerto de
viruela, escarlatina, difteria, crup
membranoso, fiebre tifoidea, c6-
lera asidtico o peste bubonica, co-

proceed in the following man-
ner: At the time of his first vis-
it to the house occupied by the
deceased, he shall cause the
body to be disinfected by wrap-
ping it in several thicknesses of
cloth wrung out of a solution
made by dissolving 60 grains of
corrosive sublimate and two
tablespoonfuls of common salt
in one gallon of hot water, or
out of a solution made by dis-
solving 6 ounces of pure carbol-
ic acid in a gallon of hot water,
or out of a 40-per cent solution
of formaldehyde, one part to
four parts of water. Every
part of the body shall be en-
closed in the cloth and not
thereafter exposed to view.
Failure to comply with the
provisions of this section will
subject the offender to a fine of
not less than ten balboas nor
more than fifty balboas.

liente, o en otra de 40 por cien-
to de "formaldehyde," una
parte para cada cuatro parties
de agua. Todas las parties del

en dicho patio, sin que ninguna
de ellas pueda estar expuesta a

Por falta de cumplimi-

,Sec. 72. The bodies of per-

SEC. 73. The funeral of a per-
son dying of any of the diseases
mentioned in section 70, shall
be private. No person, except-
ing the undertaker, his assist-
ant, or persons in charge of the
body, the clergyman, and im-
mediate family of the deceased,
shall attend.

SEC. 74. No person shall en-
ter the room or apartment con-
taining the body of the person
who dies of any of the diseases
mentioned in section 70, except
the persons above specified, the
Health Officer and his represen-
tative, until the premises have
been disinfected.

SEC. 75. Any person violat-
ing any provision of sections 73
or 74 shall be fined not less than
five balboas nor more than
twenty-five balboas.

BIRTHS AND DEATHS.

SEC. 76. The body of any
person whose death occurs in
the cities of Colon or Panama,
or which shall be found dead
therein, shall not be interred,
deposited in a vault or tomb,

cados arriba y del Empleado de
Sanidad y de su representante,
hasta qce la casa hubiese sido

SEC. 75. Todo individuo que
quebrante alguna de las dispo-
siciones de las Secci6nes 73 o 74
quedarA sujeto a una multa no
menor de cinco balboas ni ma-
yor de veinticinco.

NACIMIENTOS Y DEFUNCIONES.

SEC. 76. El cadAver de toda
persona cuyo fallecimiento ocu-
rra en las ciudades de Panama
y Col6n, o que sea encontrada
muerta en las mismas, no serA
enterrado, depositado en b6ve-

side the city into the city for
burial, and the admission of the

permissible, the transit or re-
moval permit, issued in accord-
ance with the law and health
regulations of the place where
the death occurred, shall be ac-
cepted by the local Health Of-
ficer of the city into which the
body has been transported for
burial or other disposition, as
a basis upon which he may is-
sue a local burial permit; he
shall note upon the face of the
burial permit the fact that it
was a body shipped in for in-
terment, and give the actual
place of death.

SEC. 77. A stillborn child
shall be registered as a birth
and also as a death, and separ-
ate certificates of both the
birth and the death shall be
filed with the local Health Of-
ficer, in the usual form and
manner, the certificate of birth
to contain in place of the name
of the child, the word "still-
birth;" Provided, That a cer-
tificate of birth and a certifi-
cate of death shall not be re-
quired for a child that has not
advanced to the fifth month of
uterogestation. The medical
certificate of the cause of death
shall be signed by the attend-
ing physician, if any, and shall
state the cause of death as
"stillborn," with the cause of
the stillbirth, ifknown, whether
a premature birth, and, if born
prematurely, the period of uter-
ogestation, in months, if known;
and a burial or removal permit
of the prescribed form shall be
required. Midwives shall not
sign certificates of death for
stillborn children; but such
cases, and stillbirths occurring
without attendance of either
physician or midwife, shall be

SEC. 78. The certificate of
death shall contain the follow-

clared necessary for the sani-
tary purposes subserved by

ber; if in a hospital or other
institution, the name of the
same to be given instead of the
street and house number.

(2) Full name of decedent.
If an unnamed child, the sur-
name preceded by "Unnamed."

(3) Sex.
(4) Color or race, as white,
black, mestizo (or other negro
descent), Indian, Chinese, Jap-
anese, or other.

(5) Conjugal condition, as
single, married, widowed, or
divorced.
(6) Date of birth, including
the year, month, and day.
(7) Age in years, months,
and days. If less than one day,
the hours or minutes.
(8) Occupation. The occu-
pation to be reported of any
person, male or female, who
had any remunerative employ-

The personal and statistical
particulars (items 1 to 13) shall
be authenticated by the signa-
ture of the informant, who may
be any competent person ac-
quainted with the facts.

The statement of facts re-
lating to the disposition of the
body shall be signed by the un-
dertaker or person acting as
such.

The medical certificate shall
be made and signed by the
physician, if any, last in attend-
ance on- the deceased, who
shallspecify the time in attend-
ance, the time he last saw the
deceased alive, and the hour
of the day at which death oc-
curred. And he shall further
state the cause of death, so as

in the death, giving first the
name of the disease causing
death (primary cause), and the
contributory (secondary) cause,
if any, and the duration of each.
Indefinite and unsatisfactory
terms, denoting only symptoms
of disease or conditions result-
ing from disease, will not be
held sufficient for the issuance
of a burial or removal permit;
and any certificate containing
only such terms as defined by
the Health Officer shall be re-
turned to the physician or per-
son making the medical certi-
cate for correction and more
definite statement. Causes of
death which may be the result
of either disease or violence
shall be carefully defined; and
if from violence, the means of
injury shall be stated and
whf 1her (probably) accidental,
suicidal, or homicidal. And
for deaths in hospitals, institu-
tions, or of nonresidents the
physician shall supply the in-
formation required under this
head (item 18) if he is able to
do so, and may state where, in
his opinion, the disease was
contracted.

SEC. 79. In case of any death
occurring without medical at-
tendance it shall be the duty of
the undertaker to notify the lo-
cal Health Officer of such death,
and refer the case to him for
immediate investigation and
certification: Provided, That
if the Health Officer has reason
to believe that the death may
have been due to unlawful act
or. neglect he shall then refer
the case to the official author-
ized to investigate crimes for
his investigation and certifica-
tion, and such official shall
make the certificate of death
required for a burial permit,
and shall state in the certificate
the name of the disease causing
death, or if from external caus-
es, (1) the means.of death and
(2) whether (probably) acciden-
tal, suicidal, or homicidal, and
shall in any case furnish such
information as may be required
by the Health Officer in order
properly to classify the death.

SEC. 80. The undertaker or
person acting as undertaker
shall file the certificate of
death with the local Health
Officer of the city in which the
death occurred and obtain a
burial or removal permit prior
to any disposition of the body.
He shall obtain the required
personal and statistical parti-

SEC. 80. El empresario fu-
nerario o personaque obre como
tal entregarA el certificado de
defunci6n al Empleado de Sani-
dad local de la ciudad en que
ocurri6 la defunci6n y obtendrA
un permiso de enterramiento o
de remoci6n antes de disponer
en modo alguno del cadaver.
Obtendra las indicaciones per-

sent the certificate to the at-
tending physician, if any, or to
the official authorized toinvesti-
gate crimes, as directed by the
local Health Officer, for the
medical certificate of the cause
of death and other particulars

ord, as specified in sections 78
and 79. And he shall then
state the facts required relative
to the date and place of burial
or removal, over his signature
and with his address, and pre-
sent the completed certificate
to the local Health Officer in
order to obtain a permit for
burial, removal, or other dis-
position of the body. The un-
dertaker shall deliver the burial
permit to the person in charge
of the place of burial before in-
terring or otherwise disposing
of the body, or shall attach the
removal permit to the box con-
taining the, corpse, when
shipped by any transportation
company, said permit to ac-
company the corpse to its des-
tination, where it shall be de-
livered to the person in charge
of the place of buri 1l.

SEC. 81. Every person, firm,
or corporation selling a casket
shall keep a record showing the

SEC. 81. Toda persona, fir-
ma o corporaci6n que venda
un ata6d llevarA un registro

caskets to dealers or under-
takers only shall be required to
keep such record, nor shall such
report be required from under-
takers when they have direct
charge of the disposition of a

SEC. 82. If the interment or
other disposition of the body
is to be made within the cities
of Panama or Colon, the word-
ing of the burial or removal
permit may be limited to a
statement by the Health Offi-
cer, and over his signature, that
a satisfactory certificate of
death having been filed with
him, as required by Health De-
partment regulations, permis-
sion is granted to inter, remove,
or dispose otherwise of the
body, stating the name, age,
sex, cause of death, and other

of any premises on which in-
terments are made shall inter

er disposition of any body un-
less it is accompanied by a bur-
ial, removal, or transit permit,

permit the date of interment,
over his signature, and shall re-
turn all permits so indorsed to
the local Health Officer of his
city within five days from the
date of interment, or within
the time fixed by the local
Health Officer. He shall keep
a record of all bodies interred

premises under his charge, in
each case stating the name of
each deceased person, place of
death, date of burial or dispo-
sal, and name and address of
the undertaker; which record
shall at all times be open to
official inspection: Provided,
That the undertaker, or person
acting as such, when burying a
body in a cenietery or burial
ground having no person in
charge, shall sign the burial or
removal permit, giving the date
of burial, and shall write across
the face of the permit the words
"No person in charge." and
file the burial or removal per-

midwife to file in accordance
herewith the certificate herein
contemplated.
SEC. 87. In each case where
there was no physician, mid-
wife, or person acting as mid-
wife in attendance upon the
birth, it shall be the duty of the

co dias siguientes a la fecha de
cualquier nacimiento, se remi-
tira al Empleado de Sanidad
local de la ciudad en que haya
tenido lugar el nacimiento, un
certificado del mismo, cuyo cer-
tificado serA hecho sobre el mo-
delo adoptado por el Jefe de Sa-
nidad.
SEC. 86. En todos los casos
en que un medico, una partera
o persona obrando como tal,
haya asistido al parto, sera de-
brcr de dicho medico, partera o
persona que obre como tal, re-
mitir el certificado antes men-
clonado.

S;c. 87. En todos los ca-
sos en que no haya habido
asistencia de medico, partera
o persona obrando como tal,
sera deber del padre o de la

mation as will enable him to
prepare the certificate of birth
herein contemplated, and it
shall be the duty of the person
reporting the birth, or who may
be interrogated in relation
thereto, to answer correctly
and to the best of his knowl-
edge all questions put to him
by the local Health Officer
which may be calculated to
elicit any information needed
to make a complete record of
the birth as contemplated by
said section 88, and it shall be
the duty of the informant as
to any statement made in ac-
cordance herewith to verify
such statement by his signa-

child" is to be left blank, to be
filled out subsequently by 3
supplemental report, as here-
inafter provided.

(3) Sex of child.
(4) Whether a twin, triplet,
or other plOral birth. A sepa-
rate cer ificate shall be required
for each child in case of plural
births.

SEC. 88. El certificado de

wife in attendance, then by the

householder, ownerof the prem-
ises, or manager or superintend-
ent of the institution where
the birth occurred, or other
competent person, whose duty
it shall be to notify the local
Health Officer of such birth,
as required by section 85 of this
regulation.
(23) Exact date of filing in
office of local Health Officer,
attested by his official signa-
ture, and registered number of
birth, as hereinafter provided.

SEC. 89. When any certifi-
cate of birth of a living child
is presented without the state-
ment of the given name, then
the local Health Officer shall
make out and deliver to the
parents of the child a special
blank for the supplemental re-
port of the given name of the
child, which shall be filled out
as directed, and returned to
the local Health Officer as soon
as the child shall have been
na med.
SEC. 90. Every physician,
midwife, and undertaker shall,
without delay, register his or
her name, address, and occupa-
tion with the local Health Offi-
cer of the city in which he or
she resides, or may hereafter
establish a residence; and shall
thereupon be supplied by the
local Health Officer with a
copy of this regulation.
SEC. 91. All physicians, mid-
wives, informants, or under-
takers, and all other persons
having knowledge of the facts,
are hereby required to supply,
upon a form provided by the
Health Officer or upon the orig-
inal certificate, such informa-
tion as they may possess re-
garding any birth or death up-
on. demand of the Health Of-
ficer, in person, by mail, or
through the local sanitary in-
spector: Provided, That no
certificate of birth or death, af-
ter its acceptance for registra-
tion by the local Health Officer,

SEC. 89. Cuando algin cer-

pursuance of this act, shall be
altered or changed in any re-
spect otherwise than by amend-
ments properly dated, signed,
and witnessed.

SEC. 92. Each local Health
Officer shall supply blank forms
of certificates to such persons
as require them. Each local
Health Officer shall carefully
examine each certificate of
birth or death when presented
for record in order to ascertain
whether or not it has been
made out in.accordance with
the provisions ol these regula-
tions and the instructions of the
Chief Health Officer; and if
any certificate of death is in-
complete or unsatisfactory, it
shall be his duty to call atten-
tion to the defects in the return.
and to withhold the burial or
removal permit until such de-
fects are corrected. All certi-
ficates, either of birth or of
death shall be written legibly,
in durable black ink, and no
certificate shall be held to be
complete and correct that does
not supply all of the items of
information called for therein,
or satisfactorily account for
their omission. If the certifi-
cate of death is properly exe-
cuted and complete, he shall
then issue a burial or removal

y retendr. el permiso de ente-
rramiento o remoci6n hasta
que dichos defects hayan sido
corregidos. Todos loscertifica-
dos, ya sean de nacimiento o de
defunc'6n, deberan ser escritos
legiblemente con tinta negra
duradera, y ning6n certificado
ser .tenido por complete y co-
rrecto si no proporciona todos

especificados, o da una explica-
ci6n satisfactoria que justifique

permit to the undertaker: pro-
vided, that in case the death
occurred from some disease
which is held by these regula-
tions to be infectious, conta-
gious. or communicable and
dangerous to the public health,
no permit ior the removal or
other disposition of the body
shall be issued by the Health
Officer, except under such con-
ditions as may be prescribed
by the Chief Health Officer.
If a certificate of birth is in-
complete, the local Health Of-
ficer shall immediately notify
the informant and require him
to supply the missing items of
information if they can be ob-
tained. He shall number con-
secutively the certificates of
birth and death, in two sepa-
rate series, beginning with
number 1 for the first birth and
the first death in each calendar
year, and sign his name as
Health Officer in attest of the
date of filing in his office. 'He
shall also make a complete and
accurate copy of each birth and
each death certificate registered
by him in a record book sup-
plied by the Chief Health Of-
ficer, to be preserved perman-
ently in his office as the local
record, in such manner as di-
rected by the Chief Health Of-
ficer. And he shall, on the firsi
day of each month, transmit to
the Chief Health Officer all orig-
inal certificates registered by
him for the preceding month.

mara su nombre como Emplea-
do de Sanidad dando fe de la fe-
cha de remisi6n a su oficina.
Tambi6n hard una copia com-
pleta y exacta-de cada certifi-
cado de nacimiento y defun-
ci6n registrado por 61 en un

And if no births or no deaths oc-
curred in any month, he shall,

SEC. 93. Any person, who

agent, or employee of any other
person, or of any corporation
or partnership (a) shall inter,
cremate, or otherwise finally
dispose of the dead body of a
human being, or permit the
same to be done, or shall re-
move said body from the city
in which the death occurred or
the body was found without the
authority of a burial or removal
permit issued by the Health Of-
ficer of the city in which the
death occurred or in which the
body was found; or (b) shall re-
fuse or fail to furnish correctly
any information in his posses-
sion, or shall furnish false in-
formation affecting any certifi-
cate or record, required by this
act; or (c) shall wilfully alter,
otherwise than is provided by
section 91 of this regulation, or
shall falsify any certificate of
birth or death, or any record es-

otro modo el cadAver de un s6r
human, o permit hacerlo, o
remueve el cadAver de la ciudad
donde ocurri6 el fallecimiento
o donde el cadAver fu6 encon-
trado, sin la autorizaci6n de un
permiso de enterramiento o re-
moci6n otorgado por el Em-
pleado de Sanidad de la ciu-
dad en que ocurri6 el falleci-
miento o donde el cadAver fue
encontrado; o (b) rehuse o
deje de suministrar correcta-
mente cualquier informaci6n
que posee, o d& falsa informa-
ci6n que afecte a cualquier cer-
tificado o registro que disponen
estos Reglamentos; o (c) altere
voluntariamente de otro modo
que en el dispuesto por la Sec-

quest, to any person charged
with the duty of filling the
same, shall fail, neglect, or re-
fuse to perform such duty in
the manner required by this
regulation and by the instruc-
tions and direction of the Chief
Health Officer, shall for the
first offence be fined not less
than five balboas nor more than
fifty balboas, and for each sub-
sequent offence not less than
ten balboas nor more than one
hundred balboas, without prej-
udice to any further punish-
ment that may be imposed by
authority of the penal laws of
the Republic.

SEC. 94. The removal of any
body from its original place of
interment shall ordinarily only
be allowed after said body has
been buried for a period ot
eighteen months, and then only
by written permission granted
by the Health Officer of the re-
spective city: Provided. That
no disinterment of the remains
of bodies of persons who have
died of plague, smallpox, or
Asiatic cho lera shall be allowed.

por cada falta subsiguiente, con
una milta no menor de diez bal-
boas ni mayor de cien balboas,
sin perjuicio de cualquiera otra
pena que pueda serle impuesta
de acuerdo con las eyes penales
de la Repfblica.
SEC. 94. La remoci6n de un
cadAver del lugar originario de
su entierro a otro lugar s61o se
permitirA, por regla general,
despu6s de transcurridos 18
meses de haber sido enterrado
y tan s6lo en vista de permiso
escritootorgado por el Emplea-
do de Sanidad de la ciudad res-
pectiva; quedando entendido
que no se permitira trasladar
los restos de las personas que
hayan fallecido de peste bub6-
nica, viruela o c6lera asiAtico.

NEW CEMETERIES.

SEc. 95. No new cemetery
shall be opened in the cities
of Panama or Colon without
the written consent of the
Health Officer, which written
consent must express his satis-
faction with and approval of
the site to be used for the pur-
pose.
SLAUGHTERHOUSES.

SEC. 96. No building shall
be erected or converted into
or used as a slaughterhouse in
the cities of Colon or Panama,
until the plans thereof have
been duly submitted to the
Health Officer and approved
in writing by said officer; and
no building occupied as a
slaughterhouse, or any part
thereof, or any building on the
same lot, shall be occupied at
any time as a dwelling or
lodging place. All slaughter-
houses shall be kept adequately
and thoroughly ventilated and
shall at all times be accessible
to representatives of the Health
Officer and of the Board of
-Health of the Canal Zone; and
no meat of any cattle not
slaughtered under the super-
vision or subjected to the in-
spection provided for meat
sold in the cities of Panama and
Colon shall be sold in those
cities unless it bear the stamp
of other inspection satisfactory
to the Health Officer.

CEMENTERIOS NUEVOS.

SEC. 95. No se abrirA ning6n
cementerio en las ciudades de
Panama y Col6n sin permiso

expresar que 6ste acepta y a-
prueba el sugarr de su estable-
cimiento.

MATADEROS.

SEC. 96. No se construirA ni
se convertira en matadero nin-
g6o edificio en las ciudades de
Panama o Col6n, mientras los
respectivos pianos no hubiesen
sido scmetidos alEmpleado de
Sanidad y aprobados en forma
escrita por 61 mismo. Ningin
edificio o pate de 61 que se ocu-
pe como matadero, ni edificio
alguno situado ei el mismo lote,
se destinara en ningln caso pa-
ra habitaci6n o casa de vivien-
da. Todo matadero se conser-
vara siempre con buena y ade-
cuada ventilaci6n y estara en
todo tiempo accessible a los re-
presentantes del Empleado de
Sanidad y de la Junta de Sani-
dad de la Zona del Canal; y no
so vendera en las ciudades de
PanamA y Col6n, ninguna car-
ne de res que no haya sido sa-
crificada bajo la vigilancia de
la Sanidad o sometida a la
inspecci6n establecida para la
venta de carnes en dichas ciu-
dades, a no ser que Ileve el sell
de otra inspecci6n satisfactoria
para el Empleado de Sanidad.

SEC. 97. All floors where any
meat, refuse, offal, fertilizer, or
any other material derived
directly or indirectly from the
slaughtering of animals is treat-
ed or handled, must be paved
with cement, asphalt, or other
impervious material, so con-
structed as to prevent leakage
to soil beneath. No wood
floors will be permitted.

SEC. 98. The walls of the
killing, meat-dressing, and cool-
ing rooms shall be covered to a
height of 6 feet above the floor
with nonabsorbable material.
All slaughterhouses and stables
connected therewith must have
proper water and sewer con-
nections, and the yards, other
than where cattle are kept,
must be concreted or paved
with impervious material so as
not to absorb liquid filth and
be so graded as to permit the
flow of the same into the sewer.

SEc. 99. Every slaughter-
house shall be provided with
covered, water r-tight receptacles
for the immediate reception of
all offal, the same to be re-
moved, emptied, and cleaned
immediatelyafter theslaughter-
ing of animals. All offal to be
disposed of in a manner satis-
factory to the Health Officer.

SEC. 97. El piso de todo lugar
donde se trate o manejen car-
nes, desperdicios, desechos,
abono u otro material que pro-
venga direct o indirectamente

SEC. 98. Las paredes de los

los establos pertenecientes a e-
Ilas, deberan tener conexiones
adecuadas de agua y alcantari-
llado, y los patios, exceptuando
aquellos donde se tenga el ga-
nado, deberAn ser de concrete o
pavimentados con material im-
permeable, de modo que no ab-
sorban inmundicias liquidas, y
deberan tcner, ademAs, un decli-
ve que permit el fAcil derrame
de esos liquidos dentro del su-
mid.ero.
SEC. 99. Todo matadero de-
berA estar provisto de recepth-
culos con tapas a prueba de
agua, para la inmediata re-
cepci6n de desperdicios, cuyos
receptaculos se removeran,
vaclarAn y limpiarAn inmedia-
tamente despit6s de la ma-
tanza de animals. Se inuti-
lizarA tcdo desecho, de acuerdo

SEC. 100. Every person, firm,
association, or corporation, fail-
ing to comply with any of the
provisions of sections 96 to 99,
inclusive, relative to slaughter-
houses shall be fined not less
than twenty-five balboas nor
more than one hundred balboas.
INSPECTION OF CATTLE.
SEC. 101. All cattle slaugh-
tered ih the cities of Colon and
Panama, respectively, and in-
tended for human ccnsump-
tion, shall be inspected by the
city veterinarian or by a rep-
resentative of the Health
Officer; such cattle as are
found diseased shall be rejected
for slaughter: the carcasses
and viscera of all slaughtered
cattle shall be inspected before
removal from the slaughter-
house, and such as are found
diseased shall be condemned
and disposed of in a manner
satisfactory to the Health
Officer.
SEC. 102. No cattle shall be
killed for human food in the
cities of Colon or Panama while
such cattle are in a diseased,
overheated, feverish, or ex-
hausted condition. No calf
less than four weeks old, no
pig less than 5 weeks old, and
no lamb less than 8 weeks old
shall be killed for human food
or be kept and offered for sale
as such.

SEC. 102. No se matara nin-
guna clase de ganado para la a-

dades de Col6n o Panama, si

mos por acaleramiento, postia-
ci6n, estado febril o cualquiera
otra cauwa.

house to the markets, public

SEC. 104. Any person, firm,
association or corporation, fail-
ing to comply with any of the
provisions of sections 101, 102,
and 103 of these regulations,
shall be fined not lesa than
twenty-five balboas nor more
than one hundred balboas for
each offence.

MARKETS.

SEC. 105. All buildings used
as public markets must have
a floor of concrete, asphalt, or
other impervious material, with
proper water and sewer con-
nections; must be well-lighted
and ventilated; and before
the construction or alteration
of any building intended for use
as a public market is com-
menced, the plans and specifi-
cations for the same must be
submitted to the Health Officer
and approved by him.
SEC. 106. In every public
market there shall be set aside

tilado; y antes de comenzarse
la construcci6n o reform de
tales edificios, los pianos y es-

SEC. 106. En todo mercado
piblico deberA haber un depar-

oughly flushed with clean water

con agua limpia, todos los dias.
SEC 111. Todos los merca-
dos publicos deberan estar pro-
vistos de una cantidad suficien-
te de dep6sitos para basuras o

serve this rule, will be punished
as hereinafter provided. The

from. The custodian or jani-
tor of any public market will
be held responsible for the
cleanliness and sanitary con-
dition of the market uider his

SL(. 112. All private markets
or other places and all street
venders, whose business is the
buying, selling, or keeping for
sale of meats, fish, confections,
or other foodstuffs, or drinks
attractive to flies, shall obtain
a permit from the Health
Officer to carry on such business
and shall have such articles
properly protected against con-
tamination from flies, dust, or
dirt, by metallic screening or
by other means, and in a man-
ner satisfactory to the Health
Officer, and shall take such
other precautions to prevent
contagion and protect the pub-
lic health, and obey such other
rules of cleanliness and handling

articulos alirrenticios o bebidas

FOODSTUFFS AND DRINKS.

SEC. 114. No person shall
have, sell, or offer for sale, in
the cities of Colon or Panama,
any food which is adulterated
or misbranded. The term
"food" as used herein shall in-
clude every article of food and
every beverage used by man
and all confectionery.

SEC. 115. Food as herein
defined shall be considered
adulterated if substances be
added to it without the fact
being made known or manifest
to the buyer, if any inferior or
cheaper substance be substi-
tuted for all or part of it, if
it be made of decomposed or
harmfully deteriorated sub-
stances, if it be colored or other-
wise treated to make it appear
better than it is, or if it contain

ARTICULOS ALIMENTICIOS
Y BEBIDAS.

SEC. 114. Ninguna persona
tendrA en su poder, vendera u
ofrecera en venta, en las ciuda-
des de PanamA y Col6n, ali-
mentos adulterados o falsifica-
dos.- El t6rmino "Alimentos,"
cuando se emplee en estos Re-
glamentos, comprenderA todos
los articulos de alimentaci6n y
todas las bebidas usadas por el
hombre y toda clase de paste-
leria.
SEC. 115. Los alimentos, tal
como acaban de definirse, se-
ran considerados como adulte-
rados si se afiade alguna sus-
tancia a los mismos, sin que el
hecho se haya-dado a conocer o
sea manifiesto al comprador, si
se sustituye a los mismos o a
parte de los mismos alguna sus-
tancia de inferior calidad o mAs
barata, si fueren hechos de ma-
teria en estado de descomposi-
ci6n o deterioradas en tal forma

such a manner as to make it

SEC. 116. Food as herein
defined shall be deemed mis-
branded if it be labeled, branded
or represented to be of a higher,
more expensive, more nutri-
tious or more desirable qual-
ity than it actually is, or to be
other than what it actually
is, or to be greater in amount
or higher in quality than it is,
or that it is free from drugs,
poisons or preservatives when
such is not actually the case,
or that it is wholesome and
harmless when such is not
actually the case.

SEC. 117. The Health Officer
or his representative is hereby
empowered and directed to
immediately condemn any art-
icles of food -or beverage,
which, in his opinion, are un-
wholesome or unfit for human
food or drink, and he nray re-
quire the owner or person in
charge of such condemned food
or drink to remove the same to
the garbage dump for de-

es el caso, o como siendo salu-
dables e inofensivos cuando no
ocurre asi en realidad.
SEC. 117. El Empleado de
Sanidad o su representante estA
plenamente autorizado y comi-
sionado para condenar inme-
diatamente cualquier articulo
de comida o bebida que, a su
juicio, sea nocivo o no este en
buenascondiciones para alimen-
tar series humans; y podrA
tambi6n exigir que el duefio o

the right at all times to take

drinks or drugs held or offered
for sale, and to have such
samples examined as to their
wholesomeness and purity. In
case such examination shows
the foodstuff, drink, or drug
to be of a satisfactory character
the sample shall be paid for
at current market price, but
if the sample shows the food,
drink, or drug to be unwhole-
some, adulterated, or other-
wise not suited for sale, no
payment shall be made and the
lot from which the sample was
taken shall be condemned, or
such action taken as may be
deemed necessary to protect
the public welfare.

SEC. 120. When in the opin-
ion of the Health Officer, cattle
or fowl, by reason of disease or
exposure to a contagious disease
is unfit for human food, he
may direct the same to be de-
stroyed as dangerous to life and

En el caso que dicho examen
revele que el articulo de comi-
da, bebida o droga es de carac-
ter satisfactorio, se pagara la
muestra al precio corriente del
mercado; pero si el examen re-
vela que la comida, bebida o
droga es nociva, adulterada o
de otro modo impropia para la
venta, ,no se pagara la muestra
y toda la mercancia de la que
se sac6 dicha muestra sera con-
denada, tomAndose las medidas
que se crean necesarias para
proteger la salud public.
SEC. 120. Cuando, a juicio
del Empleado de Sanidad, hu-
biere reses o aves que, por en-
fermedad o por hiber estado
expuestas a contraer enfermeda-
des contagiosas, pudieran con-
siderarse como nocivas para la

Colon without permission from

consumption, and taken from
clean and safe beds and that
they have been properly kept
and handled, or unless satisfied
that they can not be used
for food unless cooked. Any
oysters, mullusks or shell-
fish held or offered for sale
without the permit of the
Health Officer may be seized
and destroyed by him, without
compensation.

SEC. 122. No person shall
make any ice cream, water-ice,
sherbet or other cooling food
or drink for sale without first
obtaining a permit from the
Health Officer and thereafter
conforming to the regulations
for the control of such busi-

gan u ofrezcan para la venta
sin permiso del Empleado de
Sanidad pueden ser decomisa-
dos y destruidos por dicho
empleado, sin compensaci6n
alguna.
SEC. 122. Nadie podrA fa-
bricar helados, sorbetes o hielo
u otro artfculo de comida o be-
bida helada para la venta sin
haber obtenido previamente un
permiso del Empleado de Sani-
dad y sin conformarse en su in-
dustria con los reglamentos dic

SEC. 123. It is unlawful to
rub or polish with saliva, with
unclean cloths, or with any
other thing likely to act as a
means of disease transmission,
any fruit held for sale in the
cities of Panama and Colon or
to keep or place such fruit in
filthy or contaminated sur-
roundings, or to hold, handle,
keep or sell it in a manner
prejudicial to the public health.

SEC. 124. It shall be the
duty of every importer, or
other person importing into
the city of Colon or Panama
any artificial or natural water,
and all other nonalcoholic
beverages for drinking pur-
poses, to file with the Health
Officer of the respective city
the name of such water and the
location from which it was
obtained or manufactured.
SEC. 125. The Health Officer
or his representative is hereby
authorized to freely and fully
inspect the cattle and articles
of food or drink held or kept
by any person, firm,association,
or corporation and intended or
offered for sale; and every such
person, firm, association, or

o persona cualquiera que im-

y PanamA aguas artificiales o
naturales y todo brebaje inal-
coh6lico destinado al consume
de bebidas, tendrA la obligaci6n
de registrar en la oficina del
Empleado de Sanidad el nom-
bre del articulo y el sitio de
donde se obtuvo o en que se
fabric.
SEC. 125. El Empleado de
Sanidad o su representante, es-
tA plenamente autorizado para
inspeccionar, sin restricciones y
del modo mAs complete y eficaz
el ganado y los articulos de ali-
mentaci6n y de bebida que se
encuentren en poder o el cuida-
do de cualquiera persona, raz6n

ing to comply with any of the
provisions of sections 114 to
126, inclusive, of these regu-
lations, shall be'fined not less

twenty-five balboas for each

BAKERIE.S.

SEC. 128. All bakeries shall
be located in buildings which
shall be well lighted, ventilated,
and clean. All floors shall be
of concrete or of other im-

glamentos de Sanidad referen-
tes a los articulos de comida y
bebida o que hagan su negocio
de modo tal que constituyan u-
na amenaza para la salud p6bli-
ca, el permiso puede ser negado,
o si estA en vigor revocado por
el Empleado de Sanidad.
SEC. 127. Toda persona, ra-
z6n social, sociedad o corpora-
ci6n que no cumpla las disposi-
ciones contenidas en las Seccio-
nes 114 a 126 de este Reglamen-
to, incurrira en una multa no
menor de cinco balboas ni ma-
yor de veinticinco, por cada fal-
ta.
PANADERIAS.

SEC. 128. Todas las pana-
derias deberAn estar instaladas
en edificios bien claros, aseados
y ventilados. Los pisos de-
beran ser de concrete o de

SEC. 129. All kneading and
mixing troughs shall have
tight joints and covers of a
perfect fit. All kneading tables
shall be made of one piece of
lumber or all pieces joined
so closely that no cracks or
other inequalities of surface
will permit of an accumulation
of flour, dough, or dirt. All
troughs, tables, and utensils
used in making bread and pas-
try shall be kept clean and, for
the purpose of cleaning the
floor, they must be capable
of being moved about.

SEC. 130. Every bakery shall
be fitted with self-closing, wire-
screened doors and wire-
screened windows, so as to be
kept free from flies, if so ordered
by the Health Officer. All
bread for sale shall be promptly
and thoroughly wrapped in
paper, under such regulations as
may be prescribed by the Chief
Health Officer, and all cakes,
pies, pastry and sweet breads,
shall be kept in glass covered
cases in such a manner as to be
protected from flies, dust and
unnecessary handling.

con el fin de conservarse a
salvo de las- moscas, si asi lo
ordenare el Empleado de Sani-
dad. Todo el pan que sea
puesto a la venta debe ser in-
mediatamente envuelto en pap-
el, de acuerdo con las reglas
que prescribe el Jefe de la
Sanidad,. y todos los pastels,
dulces, pastas y panecillos dul-
ces seran conservados en cajas
con tapas de vidrio, dc modo
que queden a cubierto de las
moscas y del polvo y de que
no sean manoseadas mas de
lo necesario.

SEC. 131. No person shall
sleep or live in any bakery or
in the room where flour or meal
used in connection therewith,
or the food products made
therein, are handled or stored.

SEc. 132. All workmen and
employees, while engaged in
the manufacture or handling
of bakery products in a bakery,
shall provide themselves with
shoes and a suit of washable
material which shall be used
for that purpose only. These
garments shall at all times be
kept clean. Clothes that are
worn on the street must not be
worn in the bakery. A sepa-
rate room for changing the
clothing shall be provided which
shall be equipped with a lava-
tory. Every bakery must have
a separate water closet, urinal
and wash room convenient
of access to the workers, and
there shall at all times be pro-
vided in the -washroom, nail
brushes, soap. and clean towels.
SEC. 133. No person who
has consumption, typhoid fever,
dysentery, or any disease which
may be transmitted by means
of foodstuffs shall work in any
bakery, and no owner or person
in charge of any bakery shall
knowingly permit or allow such
a person to be employed in or
to enter the mixing room of
such a bakery.

SEc. 131. Nadie podrA vivir

lohallas limpias.
SEC. 133. Ninguna persona
clue sufra de consunci6n, fiebre
tifoidea, disenteria, o cualquiera
otra enfermedad que pueda
trasmitirse por medio de
articulos de comida, trabaja-
ra en una panaderia, y ningin
dueiio o encargado de pana-
deria permitira o tolerara a
sabiendas que la persona en-
ferma se empl6e o entire al
cuarto del amasijo.

SEC. 134. The Health Officer
is empowered to make health
inspections of all workers in
bakeries, and to have made
such examinations of persons
and of excreta as may be neces-
sary to determine whether or
not the said workers are in
good health and if they are
disease carriers.

SEC. 135. All rooms for the
storage of flour and meal for
use in connection with any
bakery, or for the storage of
materials and tood products in
connection therewith, shall be
kept clean, dry, and well venti-
lated. Cats, dogs and other
animals shall be excluded from
such rooms.
SEC. 136. All persons em-
ployed in bakeries or who han-
die the material therein from
which food is prepared, or the
finished product thereof, shall
wash their arms and hands
thoroughly with soap and clean
running water before begin-
ning work and immediately
after visiting a toilet.

SEC. 137. All products of a
bakery must be kept in com-
partments where they will be
protected against dust, dirt,
and flies.

SEC. 138. The Heal h Officer
or his representative shall have
the right at all times, to enter

138, inclusive, ot these regula-

DAIRIES AND SALE OF MILK.

SEC. 140. No person, firm,
association, or corporation,
shall engage in the sale or dis-
tribution of milk in the cities of
Colon or Panama, without first
obtaining a permit therefore
from the respective Health Of-
ficer. Any violation of this pro-
vision shall be punished by a
fine of not less than five bal-
boas nor more than twenty-five
balboas for each and every day
on which the business of selling
or distributing milk without a
permit is carried on. The per-
mit above-mentioned, must be
renew\ ed on or before t he first day
of January of each year, and
may be suspended or revoked
by the Health Officer, at any
time for cause, and the revo-
cation of the permit for cause
shall work a cancellation of the
municipal license issued to the
delinquent. The permit num-
ber and name of the owner must
be displayed in a conspicuous
place on the vehicle or carrier

laci6n a esta disposici6n serd

nor de cinco balboas ni mayor
de veinticinco, por cada dia de
negocio de venta o distribuci6n
de leche sin el debido permiso.
El referido permiso deberA
retiovarse el primero de Enero
de cada afio, o antes; y podrA
ser suspendido o revocado por
el Empleado de Sanidad siem-
pre que haya motive para ello,
y la revocaci6n del permiso por
cualquiera causa just, sera
motivo para la cancelaci6n de
la licencia municipal expedida

Milk Room.

SEC. 141. Every dairy shall
be provided with a milk room
that is clean, light, properly
ventilated, and screened against
flies, which shall be used for no
other purpose than for the cool-
ing, bottling, and storage of
milk and operations incident
thereto. It shall have no direct
connection with any stable or
dwelling.

SEC. 142. The floor shall be
of cement or other impervious
material, properly graded and
drained. All drains shall dis-
charge at least 100 feet from
any milk room or cow stable.

Utensils.
SEC. 143. All utensils and
apparatus with which milk
comes in contact, shall be
thoroughly washed and steril-
ized by means of boiling water,
and no milking utensil or ap-
paratus shall be used for any
other purpose than that for
which it was designed. Small-
top milking pails shall be used.

SEC. 144. All milk cans and
bottles shall be cleaned as soon
as possible after being emptied.

Utensilios.
SEC. 143. Todo aparato o u-
tensilio que se ponga en contac-
to con la leche, deberA lavarse
perfectamente y esterilizarse
por medio de agua hirviente.
Los apratos o utensilios para
ordefiar no se ocuparin en otro
uso sino cn aquel para que
fueron destinados. Se usaran
para la ordefia cubetas pequc-
fias con tapa.
SEC. 144. Las botellas y la-
tas deberan limpiarse lo mis
pronto possible despues de ha-
berlas vaciado.

SEC. 145. No milk bottle or

been granted by the Health Of-
ficer.
Employees.

SEC. 146. All employeescon-
nected in any way with the
handling of milk shall be per-
sonally clean, and shall put on
clean suits immediately before
milking, and their hands shall
be washed and dried immedi-
ately before milking each cow.
No person suffering from any
communicable disease shall be
connected with the handling of
milk, and the Health Officer
shall be notified at once of any
such person among the em-
ployees.

SEC. 147. The Health Officer
is empowered to make health
inspections of all workers in
dairies, milk stores, or other
places handling milk for public
use and to have made such ex-
aminations of persons and of
excreta as may be necessary to
determine whether or not the
said workers are in good health
and if they are disease carriers.
He is also empowered to stop
the sale of any and all milk from
a dairy, store or other place
wherein there is a case of dis-
ease that might be transmitted

SEC. 147. Dicho empleado

inspecciones sanitarias de to-

rias, tiendas de leche y otros
lugares en que se maneje leche
para uso del public, y para ha-
cer los exAmenes de personas y
materials que juzgue necesarias
a fin de determinar si dichos
trabajadores estAn o no en bue-
na salud y si llevan en si g6rme-

bien estA autorizado para im-

Cows.-Requirements.

SEc. 148. A physical exam-
niation of all cows shall be made
at least once in every six
months by the city veterinarian
or a representative of the
Health Officer.
SEC. 149. All diseased cows
shall be removed from the herd
at once and no milk from such
cows shall be offered for sale.
SEC. 150. A tuberculin test
of all cows shall be made once a
year by the city veterinarian
or by a representative of the
Health Officer. All cows that
react to the tuberculin test,
shall be removed from the herd
at once, and no milk from such
cows shall be sold as raw milk.

SEC. 151. No cows shall be
added to the herd until they
have passed a physical exami-
nation and a tuberculin test.

SEC. 152. A certificate from
the city veterinarian or the
representative of the Health
Officer showing the result of all

cada afio. Si de la prueba tu-

SEC. 151. No se agragara
ninguna vaca al rebafio existep-
te si antes no hubiese sufrido

SEC. 152. Los certificados
del \Veterinario local o del re-
presentante del Empleado de
Sanidad, en que se demuestren

Qualify of Milk.

SEC. 153. Milk stored, sold,
or offered for sale in the cities of
Colon or Panama, shall have no
water or other foreign substance
added to it and should contain
not less than 3 per cent of butter
fat, nor more than 88 per cent
water, nor not less than 12 per
cent total solids, and should
conform to .such other tests of
purity and fitness as the Health
Officer shall prescribe. All milk
of a lower grade than specified
above is below standard and
shall be regarded as adulterated
and impure, and shall be con-
demned as unfit for food and
destroyed by the Health Officer
or his representative at time of
inspection.

reza y conveniencia que pres-
criba el Empleado de Sanidad.

rA normal, se considerarA co-
mo adulterada e impura y se
condenarA como inservible para
la alimentaci6n y serA destrui-
da por el Empleadode Sanidad
o su representante, al verifiar
la inspecci6n de la leche.

SEC. 154. The provisions of
section 153 shall not apply to
modified milk, skim milk, or
pasteurized milk sold or offered
for sale as such under a permit
therefore from the Health Offi-
cer, when such modified milk,
skim milk, or pasteurized milk
is so labeled.

SEC. 155. No condensed
milk which is adulterated shall
be brought into the cities of
Panama or Colon or held, kept,
sold, or offered for sale at any
place in said cities, nor shall any
one have, keep, sell, or offer for
sale in said city any such con-
densed milk. The term "adul-
terated," when used in this sec-
tion, refers to condensed milk
dangerously contaminated with
dirt or bacteria, or in which the
amount of fat is less than twen-
ty-five per cent of the milk
solids contained therein, or to
which any foreign substance
whatever has been added, ex-
cepting sugars, as in preserved
milks, but condensed skimmed
milk shall not be considered
adulterated if it be labeled
"Condensed Skimmed Milk"
and conforms with the other
specifications than that con-
cerning the fat content men-
tioned herein.

SEC. 154. Las disposiciones

bacteria, o en la cual la canti-
dad de grasa sea menor del
veinticinco por ciento de los s6-
lidos de leche contenidos en la
misma, o a la cual se haya afa-
dido alguna sustancia extrafia,
con excepci6n de los az6cares,
como en la leche conservada;
pero la "leche desnatada con-
densada" no se considerara co-
mo adulterada si Ileva etique-
tas con dichas palabras y esta

SEC. 156. Any milk found to
be adulterated, which has been
brought into the cities of Colon
or Panama, or is held or offered
for Eale therein, may be seized
and destroyed by the Health
Officer or his representative.
No compensation shall be al-
lowed for any milk destroyed
under the provisions of these
regulations..

SEC. 157. Milk shall not be
stored in or sold from a living
room, or from any other place
which might render it liable to
contamination.
SEC. 158. All places in which
milk is sold or offered for sale
shall be provided with a suitable
room or compartment in which
the milk shall be kept; said
compartment shall be kept
clean and so arranged that the
milk will not be liable to con-
tamination of any kind.
SEC. 159. The Health Officer
or his representative shall in-
spect dairies and places where
milk is sold and offered for sale
as often as he deems necessary.

SEC. 160. Any person, firm,
association, or corporation fail-
ing to comply with the provi-
sions of sections .140 to 159, in-
clusive, of these regulations,
shall be punished by a fine of
not less than five balboas nor
more than twenty-five balboas
for each offence.

SEC. 156. Toda clase de le-

se venda o se tenga leche para
la venta, debera estarprovisto
de un cuarto o compartimiento
adecuado para guardar la leche
el cual deberA conservarse asea-
do y en condiciones tales que la
leche no quede expuesta a con-
taminaci6n de ninguna especie.
SEC. 159. El Empleado de
Sanidad o su representante ins-
peccionara, tan a menudo como
lo crea necesario, las lecherias
o lugares donde se venda o se
tenga leche para la venta.
SEC. 160. Toda persona, ra-
z6rt social, sociedad o corpora-
ci6n que infrinja las disposicio-
nes de este reglamento, com-
prendidas de la Secci6n 65 a la
75, inclusive, serA castigada
con una multa no menor de cin-
co balboas ni mayor de veinti-
cinco, por cada falta.

Milk Inspection.

SEC. 161. The Health Offi-
cer or his representative shall
have the authority to inspect
and take samples of the milk
sold or offered for sale in the
cities of Colon or Panama, to
determine the quality thereof
and to ascertain whether or
not the milk sold or offered for
sale is adulterated or impure.

Diseased Cattle.

SEC. 162. No person shall
keep or cause to be kept at any
place within the cities of Colon
or Panama, any cattle having
glanders, hog cholera, murrina,
or other forms of trypanosomi-
asis, piroplasmosis, or other
contagious disease of domestic
animals, and the owner or per-
son in charge of any such cat-
tle shall report forthwith the
fact to the Heall h Officer. The
owner or person in charge of
any such cattle shall either
remove or destroy the same
when required to do so by the
Health Officer. Every person
who destroys any such cattle
shall immediately notify the
Health Officer of such destruc-
tion, the place of destruction,
and disposition of the body of
such animals.

No compensation shall be al-
lowed to the owner of cattle de-
stroyed under this section.

Inspection de la lecle.

sis u otra enfermedad contagio-
sa de animals domesticos; y
el dueflo o persona encargada
de tal ganado, darA parte dAl
hecho al empleado de Sanidrd,
sin dilaci6n alguna. El duefio
o encargado de ganado enfermo,
lo removerA o destruirAen cuan-
to el Empleado de Sanidad lo
disponga. La persona que hu-
biese destruido ese ganado ten-
drA la obligaci6n de avisarlo in-
mediatamente al Empleado de
Sanidad, indicando el lugar
donde se verific6 la destrucci6n
y el destino que se hubiese dado
a los despojos del animal.
El duefio del gjnado destrul-
do de acuerdo con la disposi-
ci6n interior, no tendrA dere-

Any owner or person in
charge of cattle diseased as
specified in this section, who

DEAD ANIMALS.

SEC. 163. It shall be the duty
of the owner of any horse, cow,
or other cattle that dies in the
city of Panama or Colon to re-
move the carcass of the same
promptly and destroy it or have
it destroyed in a manner satis-
'factory to the Health Officer,
and in case such removal and
destruction is not done prompt-
ly by such owner, the Health
Officer shall have the same done
and bill the owner for the
amount of the cost.

DISEASED AND INJURED CATTLE.

SEC. 164. All cattle, horses,
or other animals that are so dis-
eased or injured as to render
them permanently useless shall
be removed from. the cities of
Panama and Colon in a humane
manner and one satisfactory to
the Health Officer and disposed
of by killing and otherwise as
the Health Officer may direct,
and during the time interven-
ing between the receipt of the

pleado de Sanidad la hara lie-
var a cabo y hara pagar al due-
fio el gasto ocasionado.

ANIMALS EFERMOS Y MALTRA-
TADO.

SEC. 164. Todo ganado, ca-
ballo u otro animal que padez-
ca de enfermedad o est6 herido
en forma que lo haga inuitil para
siempre, deberA ser sacrificado
de modo humanitario y satis-
factorio para el empleado de
Sanidad, ya sea matandolo, ya
sea en la forma que disponga
dicho empleado, y en el perfodo
de tiempo que medie entire la
enfermedad o herida y la de-

BOTTLING WORKS.
SEC. 165. No person shall
manufacture or bottle mineral,
carbonated, or table water, or
other beverages in the city of
Colon or Panama without a
permit from the Health Officer,
and failure to comply with such
sanitary regulations as may be
issued by the Health Officer
shall constitute cause for the
revocation of such permit.
SEC. 166. All establishments
for the manufacture and bot-
tling of aerated waters and other
beverages shall be well-lighted
and ventilated, and shall have
floors of concrete or other im-
pervious material, the same to
be properly graded and trapped
to sewer when practicable.

SEC. 167. No water closet or
urinal shall be installed in the
room or rooms in which any
part of the manufacturing or
bottling of such waters or
beverages is carried on; only
flush water closets will be per-

workers and excreta and to take
such action as is provided in
regard to workers in bakeries.

SEC. 169. Bottles shall be

ner: Soaked in a solution of
caustic soda, 8 pounds to 100
gallons of water; then passed
through two washings of clean
water; set in clean boxes, neck
dLu\..~ ard, until ready) to be

SEC. 170. All water used in
the manufacture of aerated or
carbonated waters or nonal-
cholic beverages shall be drawn
from the municipal. water sup-
ply of the city in which such
establishment is located, or
from a supply of equal purity.

sa caustica, de ocho libras por
cada cien galones de agua; se
lavarAn dos veces con agua lim-
pia y se pondran en cajones lim-
pios, con el cuello hacia abajo,
hasta el moment de utilizarse.
SEC. 170. Las aguas que se
usen en la fabricaci6n de aguas
gaseosas o carbonatadas, se to-
maran de los dep6sitos o fuen-
tes de suministro del Municipio
de la ciudad en que estuviese
situado el establecimiento, o de
otro origen igualmente puro, a-
probado previamente por el
Empleado de Sanidad.

SEC. 171. In every bottling
establishment there shall be
provided a screened, fly-proof
compartment, in which shall be
stored the sirups or flavoring
extracts and other ingredients
used in the manufacture of
sirups. All preparations of such
sirups shall be carried out in
this fly-proof compartment.
The reservoir from which sirups
are fed into the charging ma-
chine must also be kept fly
proof.

SEC. 172. Every bottle of
aerated or carbonated water or
beverage sold, held, or offered
for sale, shall have a label show-
ing the name of the contents of
the bottle and by whom and
where manufactured. Any bot-
tle of such water or beverage
found without the label speci-
fied shall be confiscated and
destroyed, without compensa-
tion to the on ner.
SEC. 173. Every manufactu-
er of aerated or carbonated
waters or beverages, shall file
with the Health Officer samples
of all labels used by said manu-
facturer. No change shall be
made in labels without first no-
tifying the Health Officer and
furnishing sample of same.

varA una etiqueta en que se in-
dique el nombre de lo contenido
en la botella y por quin y d6n-
de tu6 fabricado. La botalla
que se encuentre sin la etiqueta
mencionada, serA confiscada y
destruida sin compensaci6n pa-
ra el dueiio.
SEC 173. Todo fabricante de
aguas gaseosas o carbonatadas
o brebajes, deberA hacer regis-
trar en la oficina del Empleado
de Sanidad las muestras de to-
das las etiquetas usadas por 6l.
No se harA ning6n cambio en
las etiquetas, sin avisarlo pre-
viamente al Empleado de Sani-
dad y sin suministrarle una
muestra de la innovaci6n.

SEC. 174. Any person, firm,
association, or corporation fail-
ing to comply with any of the
provisions of sections 165 to
173, inclusive, of these regula-
tions, shall be fined not less
than twenty-five balboas nor
morethan one hundred balboas.

BARBER SHOPS.

SEC. 175. All places used as
barber shops, and all furnish-
ings therein shall be kept clean
at all times.
SEC. 176. The floors must be
kept free from hair and swept
or mopped every day, and all
furnishings and fixtures kept
free from dust.

SEC. 177. All combs, razors,
mugs, scissors, clippers, hair-
brushes, shaving brushes, and
other tools and appliances shall
besterilized after use on each
person, by immersion in boiling
water, or in alcohol of at least
60 per cent strength.

SEC. 178. No barber shop
shall be used as sleeping quar-
ters.
SEC. 179. Clean towels shall
be used for each person.
SEC. 180. The use of powder
puffs and sponges is prohibited.

SEC. 181. Alum or other ma-
terial used to stop the flow of

los aperos y utensilios, deberAn
esterilizarse, despu6s de haber-
se usado con cada persona, por
medio de una inmersi6n en a-
gua hirviente o en alcohol al 60
por ciento.
SEC. 178. Ninguna barberia
se usarA como dormitorio.

SEC. 179. Para cada persona
deberAn usarse toallas limpias.
SEC. 180. EstA prohibido el
uso de esponjas y de motas pa-
ra empolvar.
SEC. 181. El alumbre oalgu-
nos de los otros materials que

OFFENSIVE TRADES.

SEC. 183. No person shall
permit or have any offensive
water, liquid, or substance on
his premises or grounds, to the
prejudice of life or health
whether for use in any trade or
otherwise; and no establish-
ment or place of business for
storing, tanning, cleaning, or
scouring, or for dressing hides
or leather, or for carrying on
any offensive or noisome trade
or business, shall hereafter be
opened, started, established, or
maintained in the cities of Co-
lon or Panama, without a per-
mit from the Health Officer.
Sites for such factory or estab-
lishment to be erected shall
be within the area designated
for such factories or establish-
ments.
Every such establishment
now existing shall be kept clean
and be so conducted in every
particular as not to be offen-
sive, or prejudicial to life or
health.

mantendra establecimiento, lu-
gar o negocio alguno para alma-
cenar, curtir, limpiar, desengra-
sar o curar cueros y pieles o pa-
ra fomentar cualquiera ind6s-
tria o negocio apestoso. Las fA-
bricas o establecimientos de tal
naturaleza, que se construyan,
deberAn estar situados dentro
del espacio designado para los
mismos. Todo establecimiento
de esta clase, ya existente, de-
bera conservarse aseado y ma-
nejado de tal modo que no sea
ofensivo o perjudicial para la
vida y la salud.

SEC. 184 No swill, brine,
urine of animals, or other of-
fensive animal matter nor any
stinking or noxious liquid or
other filthSy matter of any kind,
shall be allowed to run or fall
into or upon any street or pub-
lic place or to be taken or put
therein, and th6 person, firm,
association, or corporation re-
sponsible for the same shall be
punished as hereinafter pre-
scribed.

SEC. 185. A violation of any
of the provisions of sections
183 and 184 of these regulations
shall be punished by a fine of
not less than twenty-five bal-
boas nor more than one hun-
dred balboas for each offence.

MOSQUITO BREEDING AND MOS-
QUITO PROOFING.

SEC. 186. No tanks, wells
barrels, or cisterns of any kind,
for the collection or storage of
water, shall be permitted, ex-
cept in those districts in the
cities of Colon and Panama
which are without a public
water supply and upon which
buildings have already been
erected. When such tanks,
wells, barrels, cisterns, or other
receptacles for the collection
or storage of water are permit-
ted, they shall be made mos-
quito proof to the satisfaction

SEC. 184. No se permitira

CRIADEROS DE MOSQUITOS Y ME-
DIDAS CONTRA LOS MOS-
OUITOS.

SEC. 186. No se permitirAn
tanques, pozos, barriles o alji-
bes de ninguna clase para reco-
ger o acopiar agua, excepto en
aquellos Distritos de las ciuda-
des de Col6n y Panama que ca-
recieren de abastecimiento de
aguas para el p6blico, y en los
cuales ya se hubiese construido
edificios. Cuando se permitael
uso de tanques, pozos, barriles,
aljibes u otros receptAculos pa-

SEC. 187. Any person who
shall unlawfully destroy any
mosquito proofing provided for
in section 186 shall be punished
as hereinafter provided.

SEC. 188. The throwing of
tin cans, bottles, coconut
shells, husks, broken crockery,
or anything that may hold
water and thereby become a
breeding place for mosquitoes,
into any street, yard, alleyway,
or patio and on any premises or
property whether occupied or
unoccupied, is prohibited. All
ponds, pools, marshes, or seep-
age areas within the corporate
limits of the cities of Colon and
Panama, respectively, in which
mosquitoes might breed, must
be drained, filled, or oiled, as
may be deemed best by the
Health Officer.

SEC. 189. The breeding of
mosquitoes in or on any place
or premises is declared to be a
nuisance.
SEC. 190. All premises must
be kept in such a condition as

ner agua y que, por lo tanto,
pueda convertirse en criadero
de mosquitos. Toda laguna,
charca, corriente de agua o sec-
ci6n pantanosa en parties habi-
tadas dentro de los limits de la
ciudad, en Col6n o PanamA,
respectivamente, donde puedan
criarse mosquitos, deberA dese-
carse, rellenarse o aceitarse, se-
g6n lo crea mAs convenient el
Empleado de Sanidad.
SEC. 189. Los criaderos de
mosquitos en cualquier lugar o
propiedad, se considerarAn per-
judiciales.
SEC. 190. Toda persona de-
berA mantenerse en condicio-

STABLES.

SEC. 192. Stables shall be
built in accordance with plans
and specifications approved by
the Health Officer and a per-
mit must be secured before
work can be commenced.
Stables shall have water and
sewer connections, and good
ventilation. The stalls shall
be approximately 10 feet long,
5 feet 6 inches wide, and 10
feet high at entrance. All
buildings now or hereafter to
be constructed and used for
stabling horses, mules, cows,

ESTABLOS.

SEC. 192. Los establos debe-
ran ser construidos de acuerdo
con los pianos y proyectos a-
probados por el Empleado de
Sanidad y debe obtenerse el
permiso correspondiente antes
de empezar el trabajo. Los es-
tablos deberAn star provistos
de instalaciones de agua y alba-
fiales, y de buena ventilaci6n.
Los pesebres deben ser aproxi-
madamente de 10 pies de longi-
tud, 5 pies 6 pulgadas de ancho,
y 10 pies de altura en la entra-

inch per foot to the gutter
drains hereinafter provided for.

Stalls.-The floors of stalls
may be of planking, fitting
either tightly to the concrete
floor or elevated not more than
one-half inch from the stall
floor, and so constructed as to

shaped gutter drains shall be
constructed in such stables in
such manner that a gutter shall
be placed so as to receive all
liquid matter from each stall,
and each of these gutters to
connect with the public sewer
or with a main gutter of the
same construction, which in
turn shall be connected with
the public sewer. All openings
from drains into sewers shall
be protected by a metal grating
having openings not more than
one-half inch between the grat-
ings.

Manure.-All manure from
each stable shAll be removed
therefrom at least once in
twenty-four hours and disposed
of as the Health Officer may di-
rect. All manure so removed
shall be placed in wagons so
protected as to render said
manure inaccessible to flies.

Mangers.-Each manger
shall be constructed so as to
have a slope of 2 inches toward
the bottom, shall be covered
with tin or zinc, and shall be at

Esliercol.-El esti6rcol de to-
do establo deberA ser removido
por lo menos una vez cada vein-
ticuatro horas y se dispondrA
de el de la manera que indique
el Empleado de Sanidad. Todo
el esti6rcol sera removido en
cafretones protegidos de tal mo-
do que el esti6rcol sea inaccesi-
ble a las moscas.
Comederos.-Cada pesebrera
debe ser construida de tal modo
que tenga un declive de 2 pul-
gadas hacia el fondo; serA cu-
bierta con hoja de lata o zinc, y

Said feed bins must be kept
closed at all times except when
momentarily opened to take
food therefrom, or when same
are being filled. No feed shall
be scattered about such bin or
stable and all such feed found
on the floor or in the stalls of
said stables shall be removed
daily. No foodstuffs intended
for or susceptible of human
consumption shall be kept or
stored in any stable or any
other place where animals are
kept.

Washing plalform.-E a c h
stable must be provided with a
cemented area of sufficient size
upon which carriages and ani-
mals are washed. This area
shall be properly graded and
trapped to sew er.

SEC. 193. Cow stables shall
be used for no other purpose
than for keeping of cows. All
manure shall be removed twice
daily, and no manure shall be
moved during the milking or
within one hour prior thereto.
No stagnant water, hog pen,
privy, or cess pool, shall be
maintained within 100 feet of
cow stables.

SEC. 194. Hereafter no build-
ings shall be constructed or
used for stabling purposes, ex-
cept in certain restricted areas,
to be designated by the local
Health Officer, in the permit for
the same.

SEC. 195. Any person, firm,
association, or corporation fail-
ing to comply with any of the
provisions of sections 192, 193,
and 194 of these regulations,
shall be punished by a fine of
not less than twenty-five bal-
boas nor more than one hun-
dred balboas.

BUILDING REGULATIONS.

DEFINITIONS.

SEC. 196. AdjoiningOwner.-
The owner of a premise adjoin-
ing those under construction,
or adjoining the property of
the building owner.

SEC. 194. En lo sucesivo no
se permitirA construir o emplear
edificios para establos mas que
en ciertas Areas reservadas para
ello, que serAn designadas por
el Empleado local de Sanidad,
en el permiso que para el efecto
conceda.
SEC. 195. Toda persona, ra-
z6n social, sociedad o corpora-
ci6n que no cumpla con alguna
de las disposiciones contenidas
enlas secciones 192,193 y 194 de
este Reglamento, serA castiga-
da con una multa no menor de
veinticinco balboas ni mayor de
ciento.

REGLAMENTACION DE CONS-
TRUCCIONES.

DEFINICIONES.

SEC. 196. Edificio.-Es cual-
quiera estructura que se erija
sobre el suelo, compuesta de
distintas piezas unidas entire si,
y destinada para el uso en la po-
sici6n en que se ha fijado.

Alterations.-Any change,
addition, or modification in the
construction.

Additions.-Any c h a n g e
which increases the area cov-
ered by the building or any
part thereof.

Building.-Anything erected
and fixed upon or in the soil,
composed of different pieces
connected together and de-
signed for use in the position
in which so fixed.
Building Line.-A line be-
yond which property owners or
others have no legal or vested
right to extend a building or
any part thereof without spe-
cial permission and approval
of the proper authorities.
Building Owner.-The own-
er, agent, or person in charge of
the building under construc-
tion.

Frame Building.-A house or
building built on wooden frame
work.
External Wall.-An outer
wall or enclosure of a building
other than a party wall.

Alieraciones.-Se aplicard e-
se termino a cuAlecquier cam-
lios o modificaciones en la cons-
truccion de un edificio.

A dicioncs.-Se llamara asi a
cualquier cnl mbio que aumente
el espacio cubierto por todo un
edificio o por cualquiera parte
de este.

Linea de construccioin.-Es u-
na line mu.a alia de la cual los
duefos de propiedades o cuales-
quiera otras personas, no tienen
derecho legal o autoridad para
extender un edificio o" parte de
el, sin permiso especial o apro-
baci6n de autoridades id6neas.
Edificio de armazon.-Es una
casa o edificio construido sobre
armaz6n de madera.
Pared fundamental.-Es la
parte o secci6n mis baja que
sostiene una pared, incluyendo
una base corrida y los pede.ta-
les corridor. En las casa de ma-
dera, es toda la parte inferior
de mamposteria.

First Slory.-The story or
floor which is first above the
level of the sidewalk or adjoin-
ing ground.
Foundation Iall.-The low-
est and supporting part or
member of a wall, including a
base course and footing cour-
ses; in a frame house, the
whole substructure of masonry.
Partition.-An interior wall
constructed of wood, laths, and
plaster, or other material than
masonry.
Parlilion WIalls.-Any inte-
rior wall of masonry in a build-
ing.

Party l'all.-A wall upon
the dividing line between ad-
joining premises for their com-
mon use.
Repairs.-The removal of
any part of a building, or of its
fixtures, or its appurtenances,
where the work or substituted
material will not affect the
safety or structural integrity
of the building; where such
parts are affected the work shall
come under the definition of an
alteration.

Shed.-A rough or unfinished
structure for storage or an open
structure for temporary shel-
ter.

Pared exterior.-Es una pa-
red exterior o muro de un edifi-
cio, que no sea pared mediane-
ra.
Pared medianera.-Es una
pared levantada sobre la linea
divisoria entire propiedades con-
tiguas, para uso com6in.

Primer piso.-Se llama asi al
piso del suelo, desarrollado so-
bre el nivel de la acera o pavi-
mento inmediato.
Tabique.-Es una pared in-
terior construida de madera,
listones y argamaza, o cual-
quier otro material de que no
sea mamposteria.
Tabique divisorio.-Es, en un
edificio, la pared interior de
mamposteria.

Reparaciones.-Se aplica es-
te concept a la remoci6n de
cualquiera parte de un edificio
o de su instalaci6n o depcnden-
cias, siempre que la obra c ma-
terial sustituido no afecte la se-
guridad o construcci6n general
del edificio. Cuando tales
parties (la obra y el material
sustituido) resulten afectados,
la reparaci6n dejarA de ser y
quedarA comprendida bajo la
definici6n de "alteraci6n."
Tinglado.-Es toda estruc-
tura tosca para utilizarse en al-
macenaje, o cualquiera estruc-
tura abierta para albergue tem-
poral.
