The President of ihe Re- public of Pan.a-iia, by various decrees, accept; in all its parts the Sanitary Ruie- and Regu- lations submitted by the Chief Health Olficer ol The Panama Canda, for approval of the Government of Panama, as follows:: DEFINITION . SECTION 1. The term "Health Officer." whenever used in these regulations, shall be held to mean the oticiil in charge of all sanitary work either in the city of Colon or city of Panama. 1 he "Health Officer" shall be appointed by the Chiet Health Officer in charge of the sanitary service of the Canal Zone and of the cities of Colon and Panama. ARTICULO I. Siempre que se use en este Reglamento el ter- mino "Empleado de Sanidad," se entenderA que es aplicable al funcionario encargado del ser- vicio de Sanidad en las ciuda- des de Panamn y Col6n. El "Empleado de Sanidad," serA nombrado por el Jefe Principal de Sanidad, encargado del Ser- vicio Sanitario de la Zona del Canal y de las ciudades de Col6n y PanamA. SEC. 2. The word light" or "lighted" shall be held to refer to natural, external light. SEC. 3. The word "street," when used in these regulations shall be held to include avenues, public highway& s, sidewalks, street gutters, and public alleys; and the words "public places" shall be held to include parks, piers, docks, and wharves, and water and open spaces thereto adjacent, and also public yards, grounds, and areas, and all open spaces between buildings and streets, and in view of such streets. The word "rubbish" shall le held to include all the loose and decayed material and dirt- like substance that attends use or decay, or which accumulates from building, storing, or cleaning. The word "garbage" shall be held to include swill and every accumulation of animal or vegetable matter, liquid or otherwise, that attends the preparation, decay, and deal- ing in, or storage of fish, meats, fowls, birds, and all vegetables or other articles of food or drink. The word "dirt" shall be held to mean natural soil, earth, and stone. SEC. 4. The term "concrete- floor" or "rement-floor" when SEC. 2. La palabra "desperdicio" se aplicara a losdesechosdecocina para alimentaci6n de marranos, y a toda acumulaci6n de sus- lancias animals o vegetales, liquidas o de otra naturaleza, que result de la preparaci6n, descomposici6n y comercio o abastecimiento de pescado, car- ne, aves de corral, pajaros, le- gumbres o cualesquiera otros articulos de comida o bebida. La palabra "cieno" se apli- cara a todo terreno natural des- compuesto o aglomeraci6n de tierra y piedra. SEC. 4. The word "physi- cian" shall include every person authorized to practice medi- cine, or to prescribe for, operate on or in any wise attempt to heal, cure or alleviate, or who shall in any way treat any disease or any physical or mental ailment of another, except that persons rendering gratuitous services in case of emergency or administering merely routine household rem- edie, need not therefore lie con- sidered physicians. SEC. 6. The word "meat" whenever herein ustd, includes every part of any land animal and eggs (whether mixed or not with an\ other substance, ; and the word "fish" include-; every part of any animal that lives in water or the flesh of which is not meac. The word vegetablec" in- cludes every article of human consumption as food, whichh , (not being meat or fish or milk) is held, or offered or intended for sale or consumption as food for human beings. SEC. 8. The word "bakery" shall be conmt4rued to mean aniy place used for producing, mix- ing, compounding, or baking, for sale or use in any restaurant, bakeshop, hotel, or other place, any bread, cakes, pies, biscuits, -crackers, rolls, macaroni, or other food products in which flour or meal is the principal ingredient SEc. 9. SEc. 9. Toda palabra o frase que se use en este Reglamento se tomarA en su sentido natural natural meaning, unless special meaning is given to such words or phrases by these regulations. NUISANCES. SEC. 10. Whatever is dan- gerous to human life or health; whatever building or part or cellar thereof is overcrowded or not means is not provided with adequate of ingress and egress or sufficiently ventilated, drained, lighted, or cleaned, and whatever renders soil, air, water, or food impure or un- wholesome, or interferes with the comfortable enjoyment of life or property by an entire community or neighborhood, or by any considerable number of persons, or whatever tends to the propagation or harbor- ing of insects, rats or sLch other forms of life as may menace the health of the community, is a "nuisance" and illegal. Any nuisance must be promptly removed upon re- ceipt of written notice from the Health Officer by the person responsible therefore. SEC. 11. Every person who creates or maintains, or n\ho aids in creating or maintaining a nuisance, shall be subject to a fine of not less than five bal- boas nor more than fifty bal- boas for each and every day o recto, a no ser que a tales pa- labras o frases se les de un sen- tido especial en el mismo Regla- mento. Todo lo considerado como perjudicial deberd eliminarse inmediatamente despu6s de ha- ber sido la persona responsible not ificada por escrito por el Em- pleado de Sanidad respective. SEC.. 11. Toda persona que cause o fomente, o ayude a causar o fomentar algo que sea perjudicial, quedard sujeta a una multa no menor de cinco ni mayor de cincuenta balboas, por todos y cada uno de los dfas such nuisance shall remain un- abated after written notice to remove the same, as herein prescribed, has been served upon the person or persons responsible therefore; and, in addition, the Health Officer may cause the nuisance to be abated at the expense of the delinquent, and the cost of the same shall be collected by ex- ccution against the property ot such delinquent. SEC. 12. 1 he Health Officer or his authorized representative may enter upon or within any premises at any time for the purpose of inspecting the same. SEC. 13. In the event that the property owner, tenant, or person in charge of a police or premises refuses to allow the Health Officer or his represent- ative to visir same for the purpose of inspection, the Heachh Officer will call on the Alcalde for the ncces:;ary police aid in making inspection of such place or premise, and it will be the dut\ of the Alcalde to fur- nish such assistance upon re- quest. SEc. 14. En caso de que el duefio de la propiedad, el arren- datario o la persona encargada del lugar o propiedad, rehusare permitir la visit de inspecci6n, el Empleado deSanidad recurri- ra al Alcalde en solicitud de la avuda necesaria; y el Alcalde estarA obligado a proporcionar- la, para conseguir que se prac- tique la inspeccci6nn en el lugar o propiedad de que se trate. SEC. 14. GARBAGE. SEC. 15. The owner, agent, and occupant of every premi- ses, improved or unimproved, whereon or wherein garbage shall he created, shall provide a metal, water-tight container or containers, each with a tight fitting cover, of a pattern ap- proved by the Health Officer, such container or containers to be of such size as to be easily manhandled, and or such num- ber as to receive the garbage accumulations of 24 hours from each such premises, and shAll place or cause to be placed such container or containers, tor the purpose of having their con- tents removed, on the side- walks or open alleys in front or rear nf said premises, ;'t the times required by the Health Officer. SEC. 16. It shall be unlawfulI for any owner, agent, or occu- pant of any such premises to have, maintain, or keep anyvgr- bage on any premises, except in such garbage containers as are provided for in Section 15. SEC. 17. SEC. 17. SEc. 18. When such garbage container is placed on the out- side of any premises, it shall be unlawful for any person en- gaged in the removal of gar- bage, or for any other person, to remove the cover trom such gar- bate container, except for the purpose of emptying its con- tents into a duly authorized garbage wagon, or to throw such garbage container on the street or side\ alk, ortoinjure it in any way so as to make it leak or to bend it or its cover so as to prevent said garbage container from being tightly covered: and all persons engaged in the removal of garbage shall, alter emptying said container, re- place the cover tightly on said container. SEC. 19. The o\\ner, agent, or occupant of every premises shall keep separate from their gar- bage, tin cans, broken crock- ery, hardware, old pl a n k s, wooden matter, paper sweep- ings, and other trash, and place same in a sound substantial vessel or container kept for that purpose, which vessel or con- tainer shall be placed on the sidewalk or alley in front or rear of each premises, as pro- vided for in the first paragraph of this section, for garbage con- tainers. abiertos para recibir las basu- ras o para remover el conteni- do de los mismo, como se dispo- ne a continuaci6n. SEC. 20. The provisions of these regulations shall apply to all public and private markets, as well as all places of business, hotels, restaurants, and all other premises, %whether used for business, boarding, or residen- tial purposes. SEC, 21. For the purpose of enforcing these regulations any person living on any "premise shall be deemed an occupant, and any person receiving the rent, in whole or in part, of any premises shall be deemed an agent; that on any premises where construction of any kind is in progress, and where em- ployees or workmen eat their dinners or lunches in or about said premises, or scatter lunch or food in or about such premi- ses the contractor or foreman or other person in charge of such workmen shall be deemed an occupant; and that the person in charge of any market, or stall in any market, shall be deemed an occupant. SEC. 22. It shall be unlawful for any person to pick from or disturb the contents of any garbage containers or vessels, or other containers provided for in these regulations. SEC. 23. The contents of such cans must be emptied and removed at least once in each 24 hours, and disposed of in a MR 52630-2 SEC. 20. SEC. 22. Sera illegal para cualquiera persona sacar o re- mover nada del contenido de los recipients de basura, o de lo demAs recipients mencio- nados en estos reglamentos. SEC. 23. KEEPING OF FOWLS AND SMALL ANIMALS. SEC. 25. It shall be unlaw- ful for any persons, tirm, or corporation to hf.ve in his or their possession, for sale, at wholesale or retail, or to main- tain, keep, orfeed, forsale, with- in the limits of the cities of Panama and Colon, any live hares, rabbits, guinea pigs, apes, monkeys, squirrels, white mice, chickens, turkeys, geese, ducks, doves, pigeons, parrots, birds or other fowl, in any building which is not rat-proof in the manner now or hereafter provided by law for the rat- proofing of buildings, and unless same are kept in a movable or portable ccop constructed with de modo satisfactorio para el Empleado de Sanidad. SEC. 28. Any violations of the provisions of section 15 to 27, inclusive, of these regula- tions, shall be punished by a fine of not less than five balboas nor more than fifty balboas at the discretion of the Health Officer. VACCINATION. SEC. 29. Whenever a person is known, or is suspected, to be afflicted with a notifiable dis- ease, or whenever the eyes of an infant under two weeks of age become reddened, inflamed, or swollen, or contain an unnatur- al discharge, and no physician is in attendance, an immediate report of the existence of the case shall be made to the local health officer by the midNwife, nurse, attendant, or other per- son in charge of the patient. SEC. 39. Local Health Offi- cers -hall within seven days after the receipt by them of re- ports of cases of the notifiable diseases forward by mail to the Chief Health Officer the original written reports made by phy- sicians, after first having tran- scribed the information given in the respective reports in a book or other form of record for the permanent files of the local Health Office. SEC. 40. Any person who shall conceal, or fail to report any case of the infectious or contagious d i s e a ses above enumerated, shall be fined not less than five balboas nor more than fifty balboas, or impris- oned for a period not exceeding 30 days or both. SEC. 41. No principal or su- perintendent of any school and no parent, custodian or guardian of any child or minor who has power and authority to prevent, shall knowingly per- mit any child or minor having acute poliomyelitis, cerebro- spinal meningitis, chicken-pox, diphtheria, acute tonsillitis, sore throat, measles, mumps, rubel- la, scarlet fe ver, smallpox, whooping cough, scabies, im- petigo, or pediculosis, or any child living in any family where such disease exists or has re- cently existed, to attend any public or private school until the Health Officer has given his permission for such attendance; nor shall any parent, custodian, teacher or other person in au- thority needlessly expose, or permit to be needlessly exposed, any child or minor or other per- son to the taking or infection of any contagious disease. Any person violating the requirements of this section SEC. 40. Toda infracci6n a lo dispues- to en el pArrafo anterior sera shall be fined not less than ten nor more than one hundred balboas for each offense. SM ALLPOX. SEC. 42. Whenever a case of smallpox is reported to the Health Officer, he shall cause the person so afflicted to be re- moved to the hospital or other building designated for that purpose. The Health Officer shall cause to be thoroughly disinfected, all rooms, clothing, bedding, and all cther articles of whatever nature that may have been exposed to infection and which, in his opinion, re- quire disinfection. He shall make such other disposition of portable articles as may be necessary to protect the public health, and he may destroy, by burning, any such articles which can not be properly dis- infected, %without compensa- tion to the owner. SEC. 43. All persons living in a house from n\hich a case of smallpox has been removed, and those living in adjacent houses, shall be vaccinated. SEc. 43. Toda peisona que viva en una casa donde hubiese ocurrido un caso de viruela, y las que vivan en las casa veci- nas, serAn vacunadas pronta- mente. Toda persona que hu- biese estado en contacto con un paciente atacado de viruela y que, en concept del Erfipleado de Sanidad, hubiese estado de manera direct expuesta a la period of incubation of the disease. SEC. 44. In the event of an epidemic of smallpox in either of the cities of Colon or Pana- ma, all persons residing in such city shall be vaccinated, irre- spective of time of previous vaccination. YELLOW FEVER. SEc. 45. Whenever a case of yellow fever is reported to the Health Officer, it shall I; his duty to cause the person afflict- ed to be removed to the hos- pital or other building provided for such cases. If, for any reason, the patient can not be removed from the house in which he was taken sick, the following rules are to be ob- served : SEC. 46. Those who care for the sick shall see at all times, both day and night, that the bed occupied by the patient is completely enclosed by mos- quito netting, so as to make it mosquito proof. The windows and doors of the room occupied by the patient, must be at once screened against mosquitoes. Src. 47. LEPROSY. SEC. 59. All cases of leprosy, in which the diagnosis is con- firmed by the Board of Health of the Canal Zone shall be sent to the colony provided for the isolation of such cases. SEC. 60. Persons sent to said colony as lepers shall remain there unless later pronounced by the Board of Health not to be lepers, or to be cured of their leprosy. SEC. 61. No patient in such colony shall leave there on pa- role or otherwise except with the permission of the Board of Health given through the Chief Health Officer. SEC. 62. No person shall knowingly conceal or harbor or secrete from the health author- ities, or assist in concealing or secreting, any leper, and any person so offending shall be subject to a fine of not more than one hundred balboas. SEC. 63. Wives, husbands, or voluntary helpers living with segregated lepers may be deemed and declared lepers by the Board of Health, and shall thereafter be subject to all re- strictions applied to leprosy, until declared free from the dis- ease and liberated by order of the Board of Health. The body of any person whose death occurs in the cities of Colon or Panama, or which shall be found dead therein, shall not be interred, deposited in a vault or tomb, SEC. 72. In case of any death occurring without medical at- tendance it shall be the duty of the undertaker to notify the lo- cal Health Officer of such death, and refer the case to him for immediate investigation and certification: Provided, That if the Health Officer has reason to believe that the death may have been due to unlawful act or. neglect he shall then refer the case to the official author- ized to investigate crimes for his investigation and certifica- tion, and such official shall make the certificate of death required for a burial permit, and shall state in the certificate the name of the disease causing death, or if from external caus- es, (1) the means.of death and (2) whether (probably) acciden- tal, suicidal, or homicidal, and shall in any case furnish such information as may be required by the Health Officer in order properly to classify the death. SEC. 80. The undertaker or person acting as undertaker shall file the certificate of death with the local Health Officer of the city in which the death occurred and obtain a burial or removal permit prior to any disposition of the body. In each case where a physician, midwife, or person acting as midwife wasin attend- ance upon the birth, it shall be the duty of such physician, midwife, or person acting as midwife to file in accordance herewith the certificate herein contemplated. (22) The certification of at- tending physician or midi ife as to attendance at birth, in- cluding statement of year, month, day (as given in item 7) and hour of birth, and whether the child was born alive or still- born. This certification shall be signed by the attending physician, or midwife, with date of signature, and address; if there is no physician or mid- wife in attendance, then by the father or mother of the child, householder, ownerof the prem- ises, or manager or superintend- ent of the institution where the birth occurred, or other competent person, whose duty it shall be to notify the local Health Officer of such birth, as required by section 85 of this regulation. (23) Exact date of filing in office of local Health Officer, attested by his official signa- ture, and registered number of birth, as hereinafter provided. (19) Gcupaci6n de la madre. Every physician, midwife, and undertaker shall, without delay, register his or her name, address, and occupa- tion with the local Health Offi- cer of the city in which he or she resides, or may hereafter establish a residence; and shall thereupon be supplied by the local Health Officer with a copy of this regulation. SEC. 91. All physicians, mid- wives, informants, or under- takers, and all other persons having knowledge of the facts, are hereby required to supply, upon a form provided by the Health Officer or upon the orig- inal certificate, such informa- tion as they may possess re- garding any birth or death up- on. demand of the Health Of- ficer, in person, by mail, or through the local sanitary in- spector: Provided, That no certificate of birth or death, af- ter its acceptance for registra- tion by the local Health Officer, SEC. 89. Each local Health Officer shall carefully examine each certificate of birth or death when presented for record in order to ascertain whether or not it has been made out in.accordance with the provisions ol these regula- tions and the instructions of the Chief Health Officer; and if any certificate of death is in- complete or unsatisfactory, it shall be his duty to call atten- tion to the defects in the return. and to withhold the burial or removal permit until such de- fects are corrected. All certi- ficates, either of birth or of death shall be written legibly, in durable black ink, and no certificate shall be held to be complete and correct that does not supply all of the items of information called for therein, or satisfactorily account for their omission. SEC. 94. The removal of any body from its original place of interment shall ordinarily only be allowed after said body has been buried for a period ot eighteen months, and then only by written permission granted by the Health Officer of the re- spective city: Provided. NEW CEMETERIES. SEc. 95. No new cemetery shall be opened in the cities of Panama or Colon without the written consent of the Health Officer, which written consent must express his satis- faction with and approval of the site to be used for the pur- pose. SLAUGHTERHOUSES. SEC. 96. No building shall be erected or converted into or used as a slaughterhouse in the cities of Colon or Panama, until the plans thereof have been duly submitted to the Health Officer and approved in writing by said officer; and no building occupied as a slaughterhouse, or any part thereof, or any building on the same lot, shall be occupied at any time as a dwelling or lodging place. All slaughter- houses shall be kept adequately and thoroughly ventilated and shall at all times be accessible to representatives of the Health Officer and of the Board of -Health of the Canal Zone; and no meat of any cattle not slaughtered under the super- vision or subjected to the in- spection provided for meat sold in the cities of Panama and Colon shall be sold in those cities unless it bear the stamp of other inspection satisfactory to the Health Officer. All floors where any meat, refuse, offal, fertilizer, or any other material derived directly or indirectly from the slaughtering of animals is treat- ed or handled, must be paved with cement, asphalt, or other impervious material, so con- structed as to prevent leakage to soil beneath. No wood floors will be permitted. SEC. 98. The walls of the killing, meat-dressing, and cool- ing rooms shall be covered to a height of 6 feet above the floor with nonabsorbable material. All slaughterhouses and stables connected therewith must have proper water and sewer con- nections, and the yards, other than where cattle are kept, must be concreted or paved with impervious material so as not to absorb liquid filth and be so graded as to permit the flow of the same into the sewer. SEc. 99. Every slaughter- house shall be provided with covered, water r-tight receptacles for the immediate reception of all offal, the same to be re- moved, emptied, and cleaned immediatelyafter theslaughter- ing of animals. All offal to be disposed of in a manner satis- factory to the Health Officer. SEC. 97. Every person, firm, association, or corporation, fail- ing to comply with any of the provisions of sections 96 to 99, inclusive, relative to slaughter- houses shall be fined not less than twenty-five balboas nor more than one hundred balboas. INSPECTION OF CATTLE. SEC. 101. All cattle slaugh- tered ih the cities of Colon and Panama, respectively, and in- tended for human ccnsump- tion, shall be inspected by the city veterinarian or by a rep- resentative of the Health Officer; such cattle as are found diseased shall be rejected for slaughter: the carcasses and viscera of all slaughtered cattle shall be inspected before removal from the slaughter- house, and such as are found diseased shall be condemned and disposed of in a manner satisfactory to the Health Officer. SEC. 102. No cattle shall be killed for human food in the cities of Colon or Panama while such cattle are in a diseased, overheated, feverish, or ex- hausted condition. Any person, firm, association or corporation, fail- ing to comply with any of the provisions of sections 101, 102, and 103 of these regulations, shall be fined not lesa than twenty-five balboas nor more than one hundred balboas for each offence. MARKETS. SEC. 105. All buildings used as public markets must have a floor of concrete, asphalt, or other impervious material, with proper water and sewer con- nections; must be well-lighted and ventilated; and before the construction or alteration of any building intended for use as a public market is com- menced, the plans and specifi- cations for the same must be submitted to the Health Officer and approved by him. The space beneath all tables and counters must be left open, without a compart- ment of any kind. SEC. 110. The floors of all public markets shall be thor- oughly flushed with clean water earh day. SEC. 111. The custodian or jani- tor of any public market will be held responsible for the cleanliness and sanitary con- dition of the market uider his charge or control. SL(. 112. All private markets or other places and all street venders, whose business is the buying, selling, or keeping for sale of meats, fish, confections, or other foodstuffs, or drinks attractive to flies, shall obtain a permit from the Health Officer to carry on such business and shall have such articles properly protected against con- tamination from flies, dust, or dirt, by metallic screening or by other means, and in a man- ner satisfactory to the Health Officer, and shall take such other precautions to prevent contagion and protect the pub- lic health, and obey such other rules of cleanliness and handling desperdicios, conformes con el modelo aprobado por el Em- pleado de Sanidad. FOODSTUFFS AND DRINKS. SEC. 114. No person shall have, sell, or offer for sale, in the cities of Colon or Panama, any food which is adulterated or misbranded. The term "food" as used herein shall in- clude every article of food and every beverage used by man and all confectionery. SEC. 115. Food as herein defined shall be considered adulterated if substances be added to it without the fact being made known or manifest to the buyer, if any inferior or cheaper substance be substi- tuted for all or part of it, if it be made of decomposed or harmfully deteriorated sub- stances, if it be colored or other- wise treated to make it appear better than it is, or if it contain proteger la salud public y obedecer a los reglamentos de limpieza y manejo de material y equipo que prescribe el Em- pleado de Sanidad. SEC. 117. The Health Officer or his representative shall have the right at all times to take ,samples of any foodstuffs, drinks or drugs held or offered for sale, and to have such samples examined as to their wholesomeness and purity. In case such examination shows the foodstuff, drink, or drug to be of a satisfactory character the sample shall be paid for at current market price, but if the sample shows the food, drink, or drug to be unwhole- some, adulterated, or other- wise not suited for sale, no payment shall be made and the lot from which the sample was taken shall be condemned, or such action taken as may be deemed necessary to protect the public welfare. SEC. 120. SEC. 124. It shall be the duty of every importer, or other person importing into the city of Colon or Panama any artificial or natural water, and all other nonalcoholic beverages for drinking pur- poses, to file with the Health Officer of the respective city the name of such water and the location from which it was obtained or manufactured. SEC. 125. All kneading tables shall be made of one piece of lumber or all pieces joined so closely that no cracks or other inequalities of surface will permit of an accumulation of flour, dough, or dirt. All troughs, tables, and utensils used in making bread and pas- try shall be kept clean and, for the purpose of cleaning the floor, they must be capable of being moved about. SEC. 130. Every bakery shall be fitted with self-closing, wire- screened doors and wire- screened windows, so as to be kept free from flies, if so ordered by the Health Officer. All bread for sale shall be promptly and thoroughly wrapped in paper, under such regulations as may be prescribed by the Chief Health Officer, and all cakes, pies, pastry and sweet breads, shall be kept in glass covered cases in such a manner as to be protected from flies, dust and unnecessary handling. algfin otro. maLerial imper- meable. SEC. 131. No person shall sleep or live in any bakery or in the room where flour or meal used in connection therewith, or the food products made therein, are handled or stored. SEc. 132. All workmen and employees, while engaged in the manufacture or handling of bakery products in a bakery, shall provide themselves with shoes and a suit of washable material which shall be used for that purpose only. These garments shall at all times be kept clean. Clothes that are worn on the street must not be worn in the bakery. A sepa- rate room for changing the clothing shall be provided which shall be equipped with a lava- tory. Every bakery must have a separate water closet, urinal and wash room convenient of access to the workers, and there shall at all times be pro- vided in the -washroom, nail brushes, soap. and clean towels. SEC. 133. No person who has consumption, typhoid fever, dysentery, or any disease which may be transmitted by means of foodstuffs shall work in any bakery, and no owner or person in charge of any bakery shall knowingly permit or allow such a person to be employed in or to enter the mixing room of such a bakery. SEc. 131. Ninguna persona clue sufra de consunci6n, fiebre tifoidea, disenteria, o cualquiera otra enfermedad que pueda trasmitirse por medio de articulos de comida, trabaja- ra en una panaderia, y ningin dueiio o encargado de pana- deria permitira o tolerara a sabiendas que la persona en- ferma se empl6e o entire al cuarto del amasijo. SEC. 134. The Health Officer is empowered to make health inspections of all workers in bakeries, and to have made such examinations of persons and of excreta as may be neces- sary to determine whether or not the said workers are in good health and if they are disease carriers. SEC. 135. All rooms for the storage of flour and meal for use in connection with any bakery, or for the storage of materials and tood products in connection therewith, shall be kept clean, dry, and well venti- lated. Cats, dogs and other animals shall be excluded from such rooms. SEC. 136. All persons em- ployed in bakeries or who han- die the material therein from which food is prepared, or the finished product thereof, shall wash their arms and hands thoroughly with soap and clean running water before begin- ning work and immediately after visiting a toilet. SEC. 137. All products of a bakery must be kept in com- partments where they will be protected against dust, dirt, and flies. SEC. 138. The Heal h Officer or his representative shall have the right at all times, to enter SEC. 134.. DAIRIES AND SALE OF MILK. SEC. 140. No person, firm, association, or corporation, shall engage in the sale or dis- tribution of milk in the cities of Colon or Panama, without first obtaining a permit therefore from the respective Health Of- ficer. Any violation of this pro- vision shall be punished by a fine of not less than five bal- boas nor more than twenty-five balboas for each and every day on which the business of selling or distributing milk without a permit is carried on. The per- mit above-mentioned, must be renew\ ed on or before t he first day of January of each year, and may be suspended or revoked by the Health Officer, at any time for cause, and the revo- cation of the permit for cause shall work a cancellation of the municipal license issued to the delinquent. Every dairy shall be provided with a milk room that is clean, light, properly ventilated, and screened against flies, which shall be used for no other purpose than for the cool- ing, bottling, and storage of milk and operations incident thereto. It shall have no direct connection with any stable or dwelling. SEC. 142. The floor shall be of cement or other impervious material, properly graded and drained. All drains shall dis- charge at least 100 feet from any milk room or cow stable. Utensils. SEC. 143. All utensils and apparatus with which milk comes in contact, shall be thoroughly washed and steril- ized by means of boiling water, and no milking utensil or ap- paratus shall be used for any other purpose than that for which it was designed. Small- top milking pails shall be used. SEC. 144. All milk cans and bottles shall be cleaned as soon as possible after being emptied. tor o en las vasijas en que se distribuya la leche. No milk bottle or can shall be removed from a house in which there is or in which there has been recently a case of a communicable disease until permission in writing has been granted by the Health Of- ficer. Employees. SEC. 146. All employeescon- nected in any way with the handling of milk shall be per- sonally clean, and shall put on clean suits immediately before milking, and their hands shall be washed and dried immedi- ately before milking each cow. No person suffering from any communicable disease shall be connected with the handling of milk, and the Health Officer shall be notified at once of any such person among the em- ployees. SEC. 147. The Health Officer is empowered to make health inspections of all workers in dairies, milk stores, or other places handling milk for public use and to have made such ex- aminations of persons and of excreta as may be necessary to determine whether or not the said workers are in good health and if they are disease carriers. He is also empowered to stop the sale of any and all milk from a dairy, store or other place wherein there is a case of dis- ease that might be transmitted SEC. 145. SEC. 147. He shall immediately exclude from work with or about milk any person who has, or is a carrier of, such disease. Cows.-Requirements. SEc. 148. A physical exam- niation of all cows shall be made at least once in every six months by the city veterinarian or a representative of the Health Officer. SEC. 149. All diseased cows shall be removed from the herd at once and no milk from such cows shall be offered for sale. SEC. 150. A tuberculin test of all cows shall be made once a year by the city veterinarian or by a representative of the Health Officer. All cows that react to the tuberculin test, shall be removed from the herd at once, and no milk from such cows shall be sold as raw milk. SEC. 151. No cows shall be added to the herd until they have passed a physical exami- nation and a tuberculin test. SEC. 152. Milk stored, sold, or offered for sale in the cities of Colon or Panama, shall have no water or other foreign substance added to it and should contain not less than 3 per cent of butter fat, nor more than 88 per cent water, nor not less than 12 per cent total solids, and should conform to .such other tests of purity and fitness as the Health Officer shall prescribe. The provisions of section 153 shall not apply to modified milk, skim milk, or pasteurized milk sold or offered for sale as such under a permit therefore from the Health Offi- cer, when such modified milk, skim milk, or pasteurized milk is so labeled. SEC. 155. No condensed milk which is adulterated shall be brought into the cities of Panama or Colon or held, kept, sold, or offered for sale at any place in said cities, nor shall any one have, keep, sell, or offer for sale in said city any such con- densed milk. The term "adul- terated," when used in this sec- tion, refers to condensed milk dangerously contaminated with dirt or bacteria, or in which the amount of fat is less than twen- ty-five per cent of the milk solids contained therein, or to which any foreign substance whatever has been added, ex- cepting sugars, as in preserved milks, but condensed skimmed milk shall not be considered adulterated if it be labeled "Condensed Skimmed Milk" and conforms with the other specifications than that con- cerning the fat content men- tioned herein. SEC. 154. Any milk found to be adulterated, which has been brought into the cities of Colon or Panama, or is held or offered for Eale therein, may be seized and destroyed by the Health Officer or his representative. No compensation shall be al- lowed for any milk destroyed under the provisions of these regulations.. SEC. 157. Milk shall not be stored in or sold from a living room, or from any other place which might render it liable to contamination. SEC. 158. All places in which milk is sold or offered for sale shall be provided with a suitable room or compartment in which the milk shall be kept; said compartment shall be kept clean and so arranged that the milk will not be liable to con- tamination of any kind. SEC. 159. The Health Officer or his representative shall in- spect dairies and places where milk is sold and offered for sale as often as he deems necessary. SEC. 160. Any person, firm, association, or corporation fail- ing to comply with the provi- sions of sections .140 to 159, in- clusive, of these regulations, shall be punished by a fine of not less than five balboas nor more than twenty-five balboas for each offence. SEC. 156. Milk Inspection. SEC. 161. The Health Offi- cer or his representative shall have the authority to inspect and take samples of the milk sold or offered for sale in the cities of Colon or Panama, to determine the quality thereof and to ascertain whether or not the milk sold or offered for sale is adulterated or impure. Diseased Cattle. SEC. 162. No person shall keep or cause to be kept at any place within the cities of Colon or Panama, any cattle having glanders, hog cholera, murrina, or other forms of trypanosomi- asis, piroplasmosis, or other contagious disease of domestic animals, and the owner or per- son in charge of any such cat- tle shall report forthwith the fact to the Heall h Officer. The owner or person in charge of any such cattle shall either remove or destroy the same when required to do so by the Health Officer. Every person who destroys any such cattle shall immediately notify the Health Officer of such destruc- tion, the place of destruction, and disposition of the body of such animals. No compensation shall be al- lowed to the owner of cattle de- stroyed under this section. Inspection de la lecle. SEC. 161. It shall be the duty of the owner of any horse, cow, or other cattle that dies in the city of Panama or Colon to re- move the carcass of the same promptly and destroy it or have it destroyed in a manner satis- 'factory to the Health Officer, and in case such removal and destruction is not done prompt- ly by such owner, the Health Officer shall have the same done and bill the owner for the amount of the cost. DISEASED AND INJURED CATTLE. SEC. 164. No person shall manufacture or bottle mineral, carbonated, or table water, or other beverages in the city of Colon or Panama without a permit from the Health Officer, and failure to comply with such sanitary regulations as may be issued by the Health Officer shall constitute cause for the revocation of such permit. SEC. 166. All establishments for the manufacture and bot- tling of aerated waters and other beverages shall be well-lighted and ventilated, and shall have floors of concrete or other im- pervious material, the same to be properly graded and trapped to sewer when practicable. SEC. 167. Bottles shall be %washed in the following man- ner: Soaked in a solution of caustic soda, 8 pounds to 100 gallons of water; then passed through two washings of clean water; set in clean boxes, neck dLu\..~ ard, until ready) to be filled. SEC. 170. All water used in the manufacture of aerated or carbonated waters or nonal- cholic beverages shall be drawn from the municipal. water sup- ply of the city in which such establishment is located, or from a supply of equal purity. approved by the Health Officer. Every bottle of aerated or carbonated water or beverage sold, held, or offered for sale, shall have a label show- ing the name of the contents of the bottle and by whom and where manufactured. Any bot- tle of such water or beverage found without the label speci- fied shall be confiscated and destroyed, without compensa- tion to the on ner. SEC. 173. Every manufactu- er of aerated or carbonated waters or beverages, shall file with the Health Officer samples of all labels used by said manu- facturer. Any person, firm, association, or corporation fail- ing to comply with any of the provisions of sections 165 to 173, inclusive, of these regula- tions, shall be fined not less than twenty-five balboas nor morethan one hundred balboas. BARBER SHOPS. SEC. 175. All places used as barber shops, and all furnish- ings therein shall be kept clean at all times. SEC. 176. The floors must be kept free from hair and swept or mopped every day, and all furnishings and fixtures kept free from dust. SEC. 177. All combs, razors, mugs, scissors, clippers, hair- brushes, shaving brushes, and other tools and appliances shall besterilized after use on each person, by immersion in boiling water, or in alcohol of at least 60 per cent strength. SEC. 178. No barber shop shall be used as sleeping quar- ters. SEC. 179. Clean towels shall be used for each person. SEC. 180. The use of powder puffs and sponges is prohibited. SEC. 181. Alum or other ma- terial used to stop the flow of SEC. 174. No person shall permit or have any offensive water, liquid, or substance on his premises or grounds, to the prejudice of life or health whether for use in any trade or otherwise; and no establish- ment or place of business for storing, tanning, cleaning, or scouring, or for dressing hides or leather, or for carrying on any offensive or noisome trade or business, shall hereafter be opened, started, established, or maintained in the cities of Co- lon or Panama, without a per- mit from the Health Officer. Sites for such factory or estab- lishment to be erected shall be within the area designated for such factories or establish- ments. Todo establecimiento de esta clase, ya existente, de- bera conservarse aseado y ma- nejado de tal modo que no sea ofensivo o perjudicial para la vida y la salud. SEC. 184 No swill, brine, urine of animals, or other of- fensive animal matter nor any stinking or noxious liquid or other filthSy matter of any kind, shall be allowed to run or fall into or upon any street or pub- lic place or to be taken or put therein, and th6 person, firm, association, or corporation re- sponsible for the same shall be punished as hereinafter pre- scribed. SEC. 185. A violation of any of the provisions of sections 183 and 184 of these regulations shall be punished by a fine of not less than twenty-five bal- boas nor more than one hun- dred balboas for each offence. MOSQUITO BREEDING AND MOS- QUITO PROOFING. SEC. 186. No tanks, wells barrels, or cisterns of any kind, for the collection or storage of water, shall be permitted, ex- cept in those districts in the cities of Colon and Panama which are without a public water supply and upon which buildings have already been erected. When such tanks, wells, barrels, cisterns, or other receptacles for the collection or storage of water are permit- ted, they shall be made mos- quito proof to the satisfaction SEC. 184. When cisterns or wells are used as a source of supply, the water must be taken therefrom by means of a pump. All unau- thorized cisterns or wells shall be filled to the. level of the ground surface or otherwise destroyed. SEC. 187. Any person who shall unlawfully destroy any mosquito proofing provided for in section 186 shall be punished as hereinafter provided. SEC. 188. The throwing of tin cans, bottles, coconut shells, husks, broken crockery, or anything that may hold water and thereby become a breeding place for mosquitoes, into any street, yard, alleyway, or patio and on any premises or property whether occupied or unoccupied, is prohibited. All ponds, pools, marshes, or seep- age areas within the corporate limits of the cities of Colon and Panama, respectively, in which mosquitoes might breed, must be drained, filled, or oiled, as may be deemed best by the Health Officer. SEC. 189. The breeding of mosquitoes in or on any place or premises is declared to be a nuisance. SEC. 190. All premises must be kept in such a condition as el Empleado de Sanidad. Se prohibe arrojar a las called, cercados o callejue- las, patio, habitaci6n o propie- dad alguna, est6 o no ocupada: latas, botellas, cAscaras de co- co, bagazos, loza rota o cual- quier objeto que pueda conte- ner agua y que, por lo tanto, pueda convertirse en criadero de mosquitos. Toda laguna, charca, corriente de agua o sec- ci6n pantanosa en parties habi- tadas dentro de los limits de la ciudad, en Col6n o PanamA, respectivamente, donde puedan criarse mosquitos, deberA dese- carse, rellenarse o aceitarse, se- g6n lo crea mAs convenient el Empleado de Sanidad. SEC. 189. Los criaderos de mosquitos en cualquier lugar o propiedad, se considerarAn per- judiciales. SEC. 190. SEC. 191. A violation of any of the provisions of sections 186 to 190, inclusive, of these regu- lations, shall be punished by a fine of not less than five balboas nor more than twenty-five bal- boas for each offence. STABLES. SEC. 192. Stables shall be built in accordance with plans and specifications approved by the Health Officer and a per- mit must be secured before work can be commenced. Stables shall have water and sewer connections, and good ventilation. The stalls shall be approximately 10 feet long, 5 feet 6 inches wide, and 10 feet high at entrance. All openings from drains into sewers shall be protected by a metal grating having openings not more than one-half inch between the grat- ings. Manure.-All manure from each stable shAll be removed therefrom at least once in twenty-four hours and disposed of as the Health Officer may di- rect. All manure so removed shall be placed in wagons so protected as to render said manure inaccessible to flies. Mangers.-Each manger shall be constructed so as to have a slope of 2 inches toward the bottom, shall be covered with tin or zinc, and shall be at modo que sean fAcilmente des- montables. Todo el esti6rcol sera removido en cafretones protegidos de tal mo- do que el esti6rcol sea inaccesi- ble a las moscas. Comederos.-Cada pesebrera debe ser construida de tal modo que tenga un declive de 2 pul- gadas hacia el fondo; serA cu- bierta con hoja de lata o zinc, y least 18 inches deep, to avoid spilling of food. Feed bins.-All feed bins shall be constructed of concrete, stone, metal, or wood, and if constructed of w Qod shall be lined or covered with metal, and the whole so constructed as to prevent the ingress or egress of rats. All grain, malt, and other animal food, except hay, stored or kept in any stable must be kept in such feed bins. Said feed bins must be kept closed at all times except when momentarily opened to take food therefrom, or when same are being filled. No feed shall be scattered about such bin or stable and all such feed found on the floor or in the stalls of said stables shall be removed daily. No foodstuffs intended for or susceptible of human consumption shall be kept or stored in any stable or any other place where animals are kept. Washing plalform.-E a c h stable must be provided with a cemented area of sufficient size upon which carriages and ani- mals are washed. Ningin comesti- ble destinado para el consume human serA guardado o alma- cenado en los establos o en cualquier otro lugar en que sean guardados animals. Plalaforma de lavabo.-Toda caballeriza debe ser provista de una superficie cimentada de tamafio suficiente para lavar los carruajes y los animals. Esta superficie debe tener un decline convenient en direc- ci6n al sumidero. SEC. 193. Cow stables shall be used for no other purpose than for keeping of cows. All manure shall be removed twice daily, and no manure shall be moved during the milking or within one hour prior thereto. No stagnant water, hog pen, privy, or cess pool, shall be maintained within 100 feet of cow stables. SEC. 194. Hereafter no build- ings shall be constructed or used for stabling purposes, ex- cept in certain restricted areas, to be designated by the local Health Officer, in the permit for the same. SEC. 195. Any person, firm, association, or corporation fail- ing to comply with any of the provisions of sections 192, 193, and 194 of these regulations, shall be punished by a fine of not less than twenty-five bal- boas nor more than one hun- dred balboas. BUILDING REGULATIONS. DEFINITIONS. SEC. 196. AdjoiningOwner.- The owner of a premise adjoin- ing those under construction, or adjoining the property of the building owner. * SEC. 193. Repairs.-The removal of any part of a building, or of its fixtures, or its appurtenances, where the work or substituted material will not affect the safety or structural integrity of the building; where such parts are affected the work shall come under the definition of an alteration.
