Dear Dr. Clubok:

I should like to endorse the present plan for the endowed lectureship which has
been established with gifts solicited for this project, and which was established
in my name. The present plan calls for a lectureship competition among scholarly
members in political science, who are asked to submit original research monographs
to be published.

After there is a winner and one is deemed to be of superior merit for publication
and for appointment as a visiting lecturer, he or she will also appear in seminars
and classes. No suitable manuscript was submitted in the first year, there being
a short announcement period. The stipend now has been raised to $2,000 for the
current year. Funds from the endowment and the University of Florida Press have
been guaranteed with the University of Florida Press to be the publisher. I
believe the competition will be of value not only to the department, but also to
the quality of social sciences publications of the University of Florida Press.

In the solicitation of funds I would call attention to the letter from Governor D.
Robert Graham which states as follows in his solicitation of September 21. 1981.
". .As a former student of Manning's. I agreed to chair a fund raising effort
to endow a visiting lecture series at the University in his honor. The purpose of
this letter is to ask you to consider contributing to this effort. .. In
accordance with the soliciting letter I would like to have expenditures of the
interest confined to support of the lectureship, which is in accord with purpose
of the donors. The terms of the lectureship itself may be changed, but I hope
there will be a trial of the present plan.
