Art. 16,- Ley de 15 de Marzo de 1920. Se interpreta el artcluo 16.
"En uso de.la facultad reconocida por el artculo 136 de la Constitucio'n Poltica del Estado, las Cmaras Legislativas interpretan el articulo 16 de la misma en sentido de que la i-gualdad de las contribuciones no queda desvirtuada con impuestos de tarifas diferencjales progresivas."

'I. BOLIVIA.
AMENDMENTS TO THE BOLIVIAN CONSTI^ TUTION FROM 1S22 TO 1921.
Art. "16.- Enactment of March 15, 92O, elucidates Article 16 as follows:
"In use of the powers granted by-Article 136 of the Constitution, the Legislative Chambers interpret Article ,16 of the said Constitution as meaning that the principal of -equality of taxation is not affected by the imposition of differential or progressive tariffs."
Art. 25.- Reforma de 29 de Octubre de I9O6.
"Art. Io. No se reconoce fuero alguno en materias comunes sean civiles o penales, excepto de los militares en campaa por causa de guerra: quedando aun en este caso salvado lo dispuesto por el artculo 25 de la Constitucio'n.
Art. 2o. Los militares' en servicio y los eclesisticos, sern juzgados por sus Jefes y autoridades, solamente en todo aquello que^ataa a sus ordenanzas, ritos o cnones"-.
Art. kj.- Interpretacin de Septiembre 6, de l>9g.
"Artculo nico. A virtud de la facultad concedida por el artculo 136 de la Constitucio'n, las Cmaras Legislativas interpretan el artculo 4-7 de la misma Carta, en el sentido de que las inmunidades de los Senadores y Diputados alcanzan todo el perodo de su mandato, sin discontinuidad desde el dia de su eleccin."
Art. 25.- Amendment of October 29, 1906.
"Art. 1. No jurisdictional privileges are granted in ordinary proceedings, either civil or penal, except those involving soldiers in the field during war: and even in these cases the dispositions in Article 25 of the Constitution remain in force.
Art. 2. The military in service and ecclesiastics shall be tried by their chiefs and authorities only in.those cases which concern their ordinances, rites and canons."
Art. 4-7.- Enactment "of September 0, 1>9, elucidating Article 4-7 is as follows: "Sole article.- In use of the powers granted by Art. 136 of the Constitution, the Legislative Chambers interpret Art. k-J of the said Constitution in the sense that jthe immunities granted Senators and Deputies extend throughout their entire term of office, from the date of election".

"El inciso 2o del artculo 4-7, relativo a demandas civiles, queda modificado en la siguiente'forma: Tampoco podrn ser demandados civilmente desde sesenta dias antes de la reunio'n del Congreso hasta el trmino de la distancia para que se restituyan a su domicilio. Art. 52.- La resolucin legisla-tiva de 1& de Octubre de 1SS62 prescribe lo si-.guiente:
"Cuando se trata de expresar la poltica internacional del Poder Legislativo sin que recaiga sobre acto consumado compromiso internacional del Poder Ejecutivo, las Cmaras tienen individualmente el derecho de la influencia diplomtica".
Art. 47. Sec. 2.- Amendment of December 2, 1902.
Paragraph 2 of Art. 4-7, concerning civil suits, is modified as follows:
"Neither can they be sued civilly during a period beginning60 days prior to the convening of Congress and terminating on the expiration of the time necessary to return to their domiciles. But at no time shall they be compelled to give bail, be arrested or taken into custody in civil proceedings without the previous permission of the Chamber of which they are members; outside of said period, however, they may figure as plaintiffs or defendants in civil proceedings." Art. 52.- The legislative resolution of October IS, 16132, prescribes the following:
"The Legislative Chambers, when dealing with an expression of their. International policy not reactive on any previously consummated action or international obligation incurred by the Executive, have individually the right to diplomatic influence."

La Convencin Nacional, Decreta: The National Convention Decrees:
Artculo Io- Los Representantes de. "Art. 1.- The Representatives of Bolivia, reunidos en virtud del De- Bolivia, assembled by virtue of the creto^de. convocatoria de 30 agosto Decree' il Convocation of August 30, del ao 1920, se constituyen en 1920', are hereby constituted a Convencin Nacional, aplazando para Na^onai Convention, Article 4 of su oportunidad, la consideracin said Decree being left for future del artculo 4o de dicho Decreto. consideration.
Articulo 2o- Proveern los Poderes Pblicos, nombrando de inmediato, al Presidenteey Vicepresidente de la Repblica. El perodo constitucional de estos dos funcionarios durar hasta el 6 de agosto de LS25 (sic.)
Art. 2.- The National Congress will proceed to appoint the public officers, naming at once the President and Vice-President of the Republic. The constitutional term of office of these two officials will end -August 6, 1S25 (sic).

Artculo 3o- Se suprime el cargo de segundo ) Vicepresidente de la Repblica.
Artculo 4o- Se declara en- vigor la Constitucio'n Poltica que ha regido hasta el 12 de julio de 1920, pudiendo la actual Conven-cio'n Nacional, sustituirla, reformarla o' modificarla, sin sujetarse ra los procedimientos establecidos por ella.
Artculo 5o- Las disposiciones anteriores que no sean de carcter permanente, se considerarn como artculos transitorios de la Constitucin Poltica.
Artculo 6~ La presente ley ser promulgada por el^seor Presidente de la H. Convencin Nacional.

Arty.r-3-e The office of second Vice-president of the Republic is hereby abolished.
Art. 4.- The Political Constitution which has been in force up to July 12, 1920, is hereby declared in force, the present National Convention being competent to substitute, amend or modify the said Constitution without being bound by the procedure established therein.
Art. 5.- Such of the preceding stipulations as are not of a permanent character shall be considered temporary articles of the Political Constitution,
Art. 6. The present law shall be promulgated by the President of the Honorable National Convention .

Acto legislativo N? 3, del 31 de Octubre, de 1910, que reforma, adiciona o deroga los artculos que van a continuacin,quedando en la forma siguiente:
Art. 3,- Son lmites de la Repblica con las Nacionss vecinas los siguientes: con la de Venezuela, los fijados por el Laudo arbitral del Rey de'Espaa; con la de Costa Rica, los sealados por el Laudo arbitral del Presidente de la Repblica francesa; con el Brasil, los determinados por el tratado celebrado con esa Repblica, en la parte delimitada con 'l, y el resto, los que tena el Virreinato de la Nueva Granada con las posesiones portugalesas en 1310; con la Repblica del Ecuador, provisionalmente, los fijados en la Ley colombiana de 2$ de junio de 1324, y con el per, los adoptados en el Protocolo Mosauera-Pedemonte, en desarrollo del Tratado de^22 de septiembre de 1329.

COLOMBIA,
AMENDMENTS TO THE CONSTITUTION OF COLOMBIA FROM 1910 TO 1913,
Legislative Act No. 3, of Oct.31, 1910. It reforms, extends or repeals the following articles; which shall read as follows:
Art, 3.- The boundaries of the Republic with the adjacent countries are the following: I'/ith the Republic of Venezuela, those fixed by the Arbitral Award of-the King of Spain; with the Republic of Costa Rica, those indicated by the Arbitral Award of the President of the French Republic; with Brazil, those determined by the Treaty concluded with that Republic for the part therein fixed and, for the rest, those of the Viceroyalty of New Granada with the Portuguese possessions in 1310; with the Republic of Ecuador, provisionally,- those fixed in the Colombian law of June 25, 1324; and with Peru, those adopted by the Mosquera-Pedemonte Protocol, in fulfilment of the Treaty of September 22,1329,
The boundaries between the Republic and the adjacent nations shall not be modified except by virtue of public Treaties duly approved by both Legislative Chambers,
Art, 5,- El territorio nacional se dividir en Departamentos, y stos en Municipios o Distritos Municipales.
La ley puede decretar la formacin de nuevos Departamentos, desmembrando los existentes, cuando haya sido solicitada por las tres cuartas partes de los Consejos Municipales de la Comarca que ha de formar el nuevo Departamento, y siempre que se llenen estas condiciones:
la) Que el nuevo Departamento tenga por lo menos 250,000 habitantes y $250,000, oro, de renta anual.
2a) Que aqul o aquellos de que fuere segregado quede, cada vino, con una poblacin de 250,000 habitantes, por lo menos, y con una renta no menor de $250,000;- y
Art* 5.- The national territory shall be divided into Departments, which shall de subdivided into Municipalities or municipal districts.
New departments may be created by law by dividing the existing Departments, but no division shall be made except at the request of three-fourths of the municipal councils of the territory which it is proposed to include in the new department, and upon the following conditions:
1) That the new Department shall have at least 250,000 inhabitants and an annual revenue of at least 250,000 pesos, gold.
2) That each department or departments out of which the new one is to be created shall have a remaining population of not less than 250,000 inhabitants and an annual revenue of at least 250,000 pesos; and

La ley podra segregar Municipios de un Departamento o suprimir Intendencias, y agregar stas y aqu los a otro u otros Departamentos limtrofes,-

Art. 32. Ninguna ley que establezca un monopolio podr aplicars< antes de que hayan sido plenamente indemnizados los individuos que en virtud de ella deban quedar privados del ejercicio de una industria lcita,
Ningn monopolio podr establecerse sino como arbitrio rentstico y en virtud de ley.
Slo podrn concederse privilegios que se refieran a inventos 'titiles y a vas de comunicacin.
En tiempo de paz nadie podr ser privado de su propiedad en todo o en parte, sino por pena o apremio, o indemnizacin o contribucin general,'con arreglo a las leyes. Por graves motivos de utilidad pblica, definidos por el legislador, podr haber enajenacin forzosa mediante mandamiento judicial, y se indemnizar el valor de la propiedad antes de verificarse la expropiacin,-
Art', 33,- En tiempo de paz solamente el Congreso, las Asambleas Departamentales y los Consejos Municipales podrn imponer contribuciones .
Queda prohibida en absoluto toda nueva emisin de papel moneda de curso forzoso,-
Art. 44,- Acto Legislativo H? 1, de 191S (agosto 27)1 Pr el cual se sustituye el artculo 44 de la Constitucin,
3) That the law creating the new Department shall have been apr>roved by two successive annua. 1 Legislatures,
For the suppression of any Department that raayrbe created subsequent to the present Legislative Act, a law approved in the customary way shall' suffice, provided that during the debate it be proved that the Department to be suppressed lacks any one of the conditions herein stated.
The law may segregate Municipalities from one Department or suppress Intendencies and add either to one or more adjacent Departments,
Art. 29.-%
Art. 30. In no event shall Congress impose the-death penalty.
Art. 32,- No law creating a monopoly shall be enforced before full indemnification; is made to the persons who in virtue of the same .-would be deprived of the exercise of a lawful industry.
No monopoly shall be established except as a source of revenue and by virtue of law.
Privileges shall not be granted except in the case of useful inventions and means of communication.
No person shall be deprived of his property wholly or in part, in time of peace, except by way of punishment, judicial sentence, condemnation with indemnization, or general taxation according to law. For grave reasons of public utility, to be defined by Congress, condemnation of private property may be made by judicial order, but the o rner of the property shall be indemnified for its value before the condemnation is ac-accompliehed.
Art, 33- In time of peace only Congress, the Departamental Assemblies and the Municipal Councils, may impose taxes.
The emission of any paper money for obligatory circulation is hereby absolutely prohibited.
Art, 44,- Translation of Legislative Act No. 1, of August 27, 191S, substituted for article 44 of the Constitution,
Artculo 1,- Toda persona podr abrazar cualquier oficio u ocupacin honesta sin necesidad de perte necer a gremio de maestros o doctores.
Artl,- Any one may engage in any honorable trade or occupation without being required to join a guild of masters or doctors.

Las -autoridades insr>eccionaran las industrias y urofesior.es en lo relativo a la moralidad, la seguridad y la salubridad pblicas. La ley podr ordenar la revisin y fiscalizacin de las tarifas y reglamentos de las empresas pblicas de transporte o conducciones, y exigir ttulos de idoneidad para el ejercicio de las profesiones mdicas y de sus auxiliares y de -la ole -abogado.
Artculo 2.~ Queda en estos trminos sustituido el artculo HH de la Constitucin,
Art, 52,- En todo caso de incompatibilidad entre la Constitucin y la ley se aplicarn de preferencia las -disposiciones constitucionales.
Art, 63,- Las Cmaras Legislativas se reunirn por derecho propio cada ao, el da 20 de julio, en la capital de la Repblica. Si por cualquier causa no pudieren hacerlo en la fecha indicada, se reunirn tan pronto fuere posible dentro del ao,
^Las sesiones del Congreso durarn noventa das, y podrn prorrogarse hasta por treinta ras, si as lo disponen los dos tercios de los^votos de una y otra cmara.
Podr tambin reunirse el Congreso por convocacin del Gobierno, y entonces se ocupar en primar lugar en les negocios que ste someta a su consideracin. En tal caso durar reunido por el tiempo que el mismo Gobierno determinen -
Art, 72,- (Subrogado, Queda como parte del Artv 68,)
Art. 74,- El Congreso se reunir en un solo Cuerpo nicamente para dar^posesin al Presidente de la Repblica y para elegir Designados.
En tales casos, el Presidente del Senado y el de la Cmara sern, respectivamente, Presidente y Vicepresidente -del Congreso,-
Art, 76,- (La atribucin Ha del Art, 76 queda derogada.- Ley kl de lg^,)

Art, 77-- El Congreso elegir cada ao dos Designados, Primer y segundo, quienes ejercern por su orden el Poder Ejecutivo, a falta del Presidente,

Art. 2,- Article kk of the Constitution is hereby amended in accordance with the preceding.
Art. 52.- In tvery case of conflict between the Constitution and the law the previsions of the Constitution shall be applied.
Art. 63,- The Legislative Chambers shall in their own right meet in regular session every vear on the t-entietii of July, in the Capital of the Republic, If for any cause they cannot meet on the date na.med, they shall meet as soon as possible thereafter within the same year,
The regular sessions of Congress shall last ninety da3*s, and may be extended thirty additional days by vote of two-thirds of both Chambers,
Congress may also meet by convocation of t,he Government, and. in such case it shall deal first with such business as the Government submits for its consideration and shall remain in session as long as the Government may determine.
Art. 72.- (Transferred to form part of Art, 63,)
Art, 74,- Congress shall meet in joint session only for the purpose on inaugurating the President of the Republic, and for the election of Acting Presidents (Designados),
On such occasions the President of the Senate and the President of the Chamber of Representatives shall be, respectively/the President and Vice-President of Congress,
Art. 76,- (Section H, of Art. 76, repealed. Law Hi, of IS9H.)

Art. 77v- Congress shall elect every year two Designados, first and second, who in their respective order shall exercise the Executive Power in the absence of the President.

Los Senadores sern elegidos por Consejos Electorales.

La ley dividir el territorio nacional en Circunscripciones

Art, 95'- Los Sonadores durarn cuatro aos en el ejercicio de sus funciones y son reelegibles indefinidamente.

Es atribucin del Senado, adems de las que le seala el artculo 93 de la Constitucin, elegir cuatro Magistrados de la Corte Suprema de Justicia y sus suplentes, de ternas presentadas por el Presidente de la Repblica,-
Art, 101,- Los Representantes durarn en el ejercicio de sus funciones dos aos, y sern reelegibles indefinidamente,
rt, 102.- Son atribuciones de la Cmara de Representantes:
la) Examinar y fenecer definitivamente la cuenta general del' Tesoro;
2a) Iniciar la formacin de las leyes que establezcan contti-bucibnes u organicen el Ministerio pblico;
3a) Elegir cinco Magistrados de la corte Suprema de Justicia y sus suplentes, de ternas que presente el Presidente de la Repblica;
4a) Acusar ante el Senado, cuando hubiere justas causas, al Presidente de la Repblica, a los Ministros del Despacho, al procurador General de la Nacin y a los

Art. 95.- Senators shall be elected for a period of four years, and are reeligible indefinitely.

Insert after section 9, at the end of Art. 98, this paragraph:
In addition to the powers conferred by Art, 98 of the Constitution, the Senate shall have the authority to elect four Judges of the Supreme Court a.nd their substitutes from sets of three names for each office submitted by the president of the Republic,
Art, 101.- Representatives shall be elected for a period of two years, and shall be reeligible indefinitely.
Art, 102,- The Chamber of Representatives shall have the following powers:
1, ) To examine the general accounts of the Treasury and pass finally upon them.
2, ) To originate all laws for the levying of taxes and for the organization of the Attorney General's office,
3, ) To elect five Judges of the Supreme Court of Justice and their Substitutes from slates of three names each submitted by the President of the Republic,
4, ) To impeach before the Senate, whenever there may be just cause therefor, the President of the Republic, the Cabinet Ministers, the Attorney General of the Nation, and


Magistrados do ia Corte Suprema de Justicia; y
5a) Conocer de los denuncios y quejas que ante ella se presenten por el Procurador General de la ilacin o por particulares, contra los expresados funcionarios, y si prestan mrito, fundar en ellos acusacin ante el Senado.
Art. 107.- Ningn miembro del Congreso podr ser aprehendido ni llamado a juicio civil o criminal sin permiso de la Cmara a que pertenezca, durante el perodo de las sesiones, cuarenta das antes y veinte das despus de stas. En caso de f lagrantecdel'ito podr ser detenido el delincuente,y ser puesto inmediatamente a disposicin de la Cmara respectiva,-
Art, IOS,- El Presidente de la Repblica, los Ministros del Despacho, los Magistrados de la Corte Suprema de Justicia,, el Procurador General de la Nacin y los Gobernadores no podrn ser elegidos miembros del Congreso sino tres meses despus de haber cesado en el ejercicio d.e sus funciones.
Tampoco podr ser Senador o Representante ningn individuo por Departamento o Circunscripcin electoral donde tres meses antes de las elecciones he.ya ejercido jurisdiccin o autoridad civil, poltica o militar.
Art. 109,- El Presidente de la Repblica no podr conferir empleo a losSenadores o Representantes que hubieren ejercido el cargo durante el perodo de sus funciones, con excepcin de los de Ministro del Despacho, Gobernador, Agente Diplomtico y Jefe militar en tiempo de guerra.
La infraccin de este precepto vicia de nulidad el nombramiento.
La aceptacin de cualquiera, de aquellos empleos por un miembro del Congreso produce vacante absoluta en la. respectiva cmara, excepto tHa del cargo de Ministro del Despacho que no la produce sino transitoria, durante el tiempo en que desempee el empleo.
Art, 113.- En caso de falta de un miembro del Congreso, sea temporal o absoluta, le subrogar el respectivo suplente.

Art. 107- No member of Congress shall be apprehended, nor shall proceedings, either civil or criminal, be instituted against him without the -permission of the Chamber to which he belongs, during the sitting of Congress, nor for forty days before arid twenty after the same. In case of in flagrante delicto the culprit may be arrested, and placed immediately in the custody of the respective Chanber of which he is a member.
Art, 103,- The President of the Republic, the Cabinet Ministers, the Justices of the Supreme Court, the Attorney General of the Nation and the Governors shall not be elected members of Congress until three months after they shall have ceased to perform the duties of their respective offices.
Nor shall anyone be eligible as Senator or Representative for any Department or Electoral District if, three months prior to the election, he has exercised, civil, political or military jurisdiction or authority within the liuiits of said Department or Electoral District.
Art. 109,- The President of the Republic shall not appoint Senators or Representatives who have held office during his incumbency to any executive office, with the exception of the office of Cabinet Minister, Governor, Diplomatic Agent, and Military Chief in time of war.
The infraction of this provision shall render such appointment null and void.
The acceptance of any of these offices by a member of Congress shall automatically vacate his seat in the respective Chamber to which he belongs, with the exception of the office of Cabinet Minister, in which case the vacancy shall last only during the time the said member fills the latter office.
Art. 113.- In case of temporary or permanent absence of a member of Congress, the vacancy thus created shall be filled by his substitute.

Art. 121,- En caso de guerra exterior o de conmocin interior, podra el Presidente, con la firma de todos los Ministros, declarar turbado el orden pblico y en estado de sitio toda la Repblica, o parte de ella. Mediante tal declaracin, el Gobierno tendr, adems de las facultades lega,les, las que, conforme a las "reglas aceptadas por el Derecho'de Gentes, rigen para la guerra entre naciones.
Los^decretos que dentro de estos lmites dicte el Presidente tendrn carcter obligatorio,siempre que lleven la firma de todos los Ministros,
El Gobierno no puede derogar las leyes por medio de los expresados decretos. Sus facultades se limitan a la suspension de las que sean incompatibles con el estado de sitio.
El Gobierno declarar restablecido el orden pblico tan pronto como haya cesado la guerra exte-rios o se haya reprimido el alzamiento; y dejarn de regir los decretos de carcter extraordinario que haya dictado.
Sern responsables el presidente y los Ministros cuando declaren turbado el orden pblico sin haber ocurrido el caso de guerra exterior o de conmocin interior y lo sern tambin, lo mismo que los dems funcionarios, por cualquier abuso que hubieran cometido en el ejercicio de las facultades concedidas en el presente artculo.

Art. 121,- In case .of foreign war or c_omestic disturbance the president may, with the consent of all the Ministers under their signatures, declare the public order to be disturbed, and the whole or a part of the Republic in a state of siege. By virtue of such declaration, the Government shall have, in addition to its regular legal powers, those which, in conformity with the accepted rules of International Law, govern war between nations.
The decrees which, within these limits, the president may issue,shall be binding if bearing the signatures of all the Ministers.
The Government shall not repeal the existing laws by means of the said decrees. Its powers are limited to the suspension of such laws as a.re incompatible with the state of siege.
The Government shall declare public order re-established as soon as the foreign war has ceased or the uprising is quelled; and the decrees,.of extraordinary character issued in connection therewith shall ccoording-ly.cease to be in force,
In the absence of either foreign war or domestic disturbance, the president and his Ministers shall b held responsible for declaring public order disturbed; and they shall else be held responsible, as well as all other officials, for any abuse of the powers granted by the present article.


Restablecido el orden pblico, el Gobierno convocar el Congreso y le pasar una exposicin motivada de sus providencias.
En el caso de guerra exterior el Gobierno convocar el Congreso en el decreto en que declare turbado el orcen pblico ,y en estado de sitio la Repblica, para que se rena dentro de los sesenta das siguientes, y si no lo convocare, podr el Congreso reunirse por derecho propio, -
Art, 122,- si presidente de la Repblica, o quien haga sus veces, ser responsable por sxis actos u omisiones que violen la Constitucin o las leyes.
Ningn acto del Presidente, excepto el de nombramiento y remocin de Ministros, tendr valor ni fuerza alguna mientras no sea refrendado y comunicado por el Ministro del ramo respective, quien por el mismo hecho se constituye responsable.
El Presidente de la Repblica, durante el perodo para que sea elegido, y el que se halla encargado del poder Ejecutivo, mientras lo ejerza, no podrn ser perseguidos ni juzgados por delitos, sino en virtud de acusacin de la Cmara de Representantes y cuando el Senado haya declarado que hay lugar a formacin de causa.
El Presidente de la Repblica, o quien haga sus veces, no podr salir del territorio de la Ilacin durante el ejercicio de su cargo y un aodespus, sin permiso del Senado. La infraccin de esta disposicin, estando alguno de aqullos en ejercicio del cargo, implica abandono del puesto,-
Art, 12^, En caso de falta temporal del Presidente de la Repblica, y en caso de falta absoluta mientras se verifica nueva eleccin, ejercer el poder Ejecutivo, por su orden, "el primero o el secundo Designado que el Congreso elegir cada ao.
Cuando por cualquier causa no hubiere hecho el Congreso eleccin de Designados, conservarn el carcter de tales los anteriormente elegidos. A falta de Designados entrarn a ejercer el Poder Ejecutivo los Ministros, en el orden que establezca la

En toda eleccin en que se vote por ms de dos individuos, aquella se har por el sis tena del voto incompleto, o del cuociente electoral, o del voto acumulativo, u otro cualquiera que asegure la representacin proporcional de los partidos. La ley determinar la manera de hacer efectivo este derecho.
Compete a la ley hacer la demarcacin de Distritos Electorales para la eleccin de Representantes, y a las Asambleas Departamentales hacer la demarcacin de Distritos Electorales para la eleccin de Diputados, si el sistema electoral que ce adopte exige la formacin de Distritos Electorales En tal caso, ninguno de stos podr elegir menos de tres Representantes o Diputados.

Art, ty-7- The territory of the Republic for administrative purposes is divided, into departments. At the head of each Department shall be a Go'/ernor^i who' shall represent the Executive power and act as Chief of Sectional Administration,
Art, The Departments shall be
independent in matters of internal administration within the limitations of the Constitution.
Art, 4-9,- The Departments are divided into Municipal Districts, To improve the administrative service the law may establish provincial or other divisions.
Art, 50.- Los bienes y rentas de los Departamentos, as como los de los Municipios, son propiedad exclusiva, respectivamente, de cada uno de ellos, y gozan de las mismas garantas que las propiedades y rentas de los particulares, No podrn ser ocupadas estas propiedades sino en los mismos trminos en que lo sea la propiedad privada, El Gobierno Nacional no podr conceder exenciones de derechos departamentales ni municipales.

Art. 50- The property and revenues of the Departments, as well as those of the Municipalities are, respectively, the exclusive property of each of them, and shall enjoy the same guaranties as the property and income of private individuals. 2o) Dirigir y fomentar por medio de ordenanzas y con*los recursos propios del Departamento, las industrias establecidas y la introduccin de otras nuevas, la importacin de capitales extranjeros, la colonizacin de tierras pertenecientes al Departamento, la apertura de caminos y de canales navegables, la construccin de vas frreas, la explotacin de bosques de propiedad del Departamento, la canalizacin de ros, lo relativo a la polica local, la fiscalizacin de las rentas y gastos de los Distritos y cuanto se refiere a los intereses seccionales y al adelantamiento interno.
3) Organizar las Contaduras o Tribunales de cuentas de los Departamentos, nombrar los Contadores o Magistrados correspondientes y presentar sendas ternas para el nombramiento de los Fiscales de los Tribunales y Juzgados Superiores y de sus respectivos suplentes;
4o) Crear y suprimir Municipios con arreglo a la" base de la poblacin que determine la ley, y segregar o agregar trminos municipales, consultand.o los intereses locales. Si de un acto de agregacin o segregacin se quejare algn vecindario interesado en el asunto, la resolucin definitiva corresponder al Congreso;
Art. 52,- There shall be in each Department an administrative body called the Departmental Assembly, which shall meet every year in the capital of that Department,-
Art. 55. The Departmental Assemblies shall be elected by popular vote and shall b^ composed of the number of Deputies corresponding to the population of the Department, in the proportion of one for every 12,GOO inhabitants, and one for each fraction over 6,000,- The law may modify this electoral basis and shall fix the time and period of the respective sessions,-
Art. 54.- It is the duty of the Assemblies:
1, ) To regulate by means of ordinances and in accordance with the provisions of the Constitution primary and secondary educational institutions and such charitable institutions as are supported by the Department .
2, ) To direct and encourage by means of ordinances and Departmental funds the industries already established and the introduction of new ones, the importation of foreign capital, the colonization of lands belonging to the Department, the opening of roads and navigable canals, the construction of railways, the exploitation of forests owned by the Department, the improvement of rivers, everything relative to the local police, the supervision of the revenues and expenditures of the Districts and, in general, everything that relates to local interests arid internal progress.
3) To organize the Auditors' Offices or Fisca.1 Courts of the Departments, to appoint the corresponding Auditors or Magistrates e.nd to present the respective slates, of three names for each post, for the appointment of District Attorneys of the Superior Tribunals and Courts e.nd for their respective substitutes,
4,) To create and abolish Municipalities in accordance with the basis of population determined by law, and to reduce or enlarge Municipal districts as local interests may require, If the reduction or enlargement is objected to by a number of 'che residents, the final decision' in the matter shall belong to Congress;

Art, 57'- Las ordenanzas de las Asambleas son obligatorias mientras no sean anuladas nor la autoridad judicial en la forma que prescriba la ley.
Art, 5S4- Los particulares a-graviados por actos de las Asambleas pueden recurrir al Tribunal competente, y ste por pronta providencia, cuando se trate de un grave perjuicio, podr suspender el acto denunciado.
Art, 59,- Son atribuciones del Gobernador:
la) Cumplir y hacer que se cumplan en el Departamento las rdenes del Gobierno;
2a) Dirigir la accin administrativa en el Departamento, nombrando y separando sus agentes, reformando o revocando los actos de stos y dictando las provi-d.encias necesarias en todos los ramos de la administracin;
3a) Llevar la voz del Departamento y representarlo en asuntos polticos y administrativos;
4a) Auxiliar a la justicia como lo determine la ley;
5a) Ejercer el derecho de Vigilancia y proteccin sobre las corporaciones oficiales y establecimientos pblicos;
6a) Sancionar en la forma legal las ordenanzas qv.e expidan las Asambleas Departamentales;
5) To create and abolish Notarial and Registry Circuits, and to fix the number of departmental employes, their duties and salaries, and
6) To perform all other functions assigned to them by the Constitution and the lavs,-
Art. 55- The Assemblies shall vote annually the budget of revenues and expenditures in their respective Departments,
Art, 56,- The Assemblies of the Departments may, in order to meet their expenses, levy taxes under the conditions and '"ithin the limits prescribed by law.
Art. 57- The ordinances of the Assemblies shall be binding,
so long as they re not annulled, by judicial authority in th? fofft prescribed by law,
Art. 58- Private persons injured by acts of the Assemblies may apply for redress to the competent tribunal which, by prompt action may, in grave cases, suspend the execution of the act complained of.
Art, 59,- The duties of the Governors shall be:
1, ) To carry out the orders of the Government and cause them to be carried out in their Departments;
2, ) To direct the administrative action throughout the Department, appointing and removing its agents, amending and. revoking the acts of the latter, and talcing every action that may be necessary in the different branches of the administration;
3, ) To be the spokesman of the Department and represent it in political and administrative maf.ers;
4, ) To further the administration of justice within the limits prescribed by law;
5, ) To exercise the right of supervision and protection over official corporations and public establishments ;
6, ) To approve in legal form the ordinances enacted by the Departmental Assemblies;

Constitucin, la ley y las ordenanzas expedidas por las Asambleas, las contribuciones y gastos locales; llevar el movimiento anual de la poblacin; formar el censo civil cuando lo determine Ja ley; nombrar Jueces, Personeros y Tesoreros Municipales y ejercer las dems funciones que les sean sealadas.
Art, 63.- Los acuerdos de los Concejos Municipales son obligatorios mientras no sean anulados por la autoridad judicial.
Art, 64. Los particulares agraviados por actos de los Concejos Municipales podrn ocurrir al juez, y ste, por pronta, providencia, suspender el acto denunciado por causa de inconsti-tucionalidad o ilegalidad.
Art, 65.- En todo Municipio habr un Alcalde que ejercer las funciones de agente del Gobernador y que ser Jefe de la administracin municipal.
Art, 204,- Ninguna contribucin indirecta ni aumento de impuesto de esta clase empezar a cobrarse sino seis meses despus de promulgada la ley que establezca la contribucin o el aumento.

Art, 60,- The Governor may request the aid of the armed force, and the military chief shall obey his instructions, unless special orders on the subject are issued by the Government,
Art. Si,- In each Municipal District there shall be a corporation elected by popular vote, which shall be designated the Municipal Council,
Art, 62,- The Municipal Councils shall administer the government of the District by means of resolutions and local regulations; levy, in accordance with the Constitution, the law and the ordinances of the Assemblies, all local taxes and determine the expenditures; record the vital statistics of the population; take a -civil census whenever required by law; appoint Judges, Solicitors and Municipal Treasurers and perform a.ll other functions which may be assigned to them.
Art, 63.- The resolutions of the Municipal Councils shall be binding except when'annulled by judicial authority.
Art, 64,- All persons injured by acts of the Municipal Councils may appeal for redress to the Judge, who, in grave cases, shall thrrcupn suspend the execution of the act complained of as unconstitutional or illegal.
Art. 65.- In every ^unicioality there shall be a Mayor who shall act as agent of the Governor and who shall be at the head.of the \unicipal administration,
Art, 2o4,- Ec indirect tax, or increase of any e:dLtin.-" indirect tax, shall be collected until six months after the promulgation of the law establishing the said tax or the increase thereof.

Art, 205.- (Enmienda de la lev 24 de 191S.)
Toda variacin en la Tarifa de Aduanas que tenga por objeto disminuir los derechos de importacin, comenzar a ser ejecutada noventa das despus de sancionada la ley que la establezca, y la rebaja se har por dcimas partes en los diez meses subsiguientes. Si la variacin tiene por objeto el alza de los derechos, sta se verificar por terceras partes en los tres meses siguientes a la sancin de la ley.
Esta disposicin y la del artculo 24 de la Constitucin, no limitan las facultades extraordinarias del Gobierno cuando de ellas est revestido.
Art, 2C6,- (Agregese al artculo 206 lo siguiente:)
El poder Ejecutivo formar a-nualmente el Presupuesto de Rentas.y Gastos y lo presentar al Congreso en los primeros diez das de sus sesiones anuales.
En tiempo de paz no se podr establecer contribucin o impuesto que no- figure en el Presupuesto de Rentas, ni he.cer erogacin del Tesoro que no se halle incluida en el de Gastos.
Art, 20S.- (Agregese al artculo 20o lo siguiente:)
El Poder Ejecutivo no podr abrir los crditos suplementales y extraordinarios de que trata el artculo 20S de la Constitucin ni hacer traslaciones dentro del Presupuesto, sino en las condiciones y por los trmites que la ley establezca.-
Art. 209.- La Constitucin slo podr ser reformada por un Acto legislativo discutido primeramente y aprobado por el Congreso en la forma ordinaria; y de igual modo considerado en la reunin anual siguiente, y aprobado en sta, por ambas Cmaras, en segundo y tercer debates, por la mayora absolute, de los individuos que componen cada, una de ellas.

Art, A,- Las feches iniciales de los prximos perodos de las corporaciones y funcionarios de que tratan la Constitucin y el presente. Actp reformatorio de ella sern las siguientes:
Art, 205,- (Amended by Law 24 of 191'i. )
Every change made in the customs tariff with the object of diminishing import duties shall take effect ninety days after the approval of the respective law, the reduction to be made by tenths in the ten succeeding months thereafter, When the change has for its object an increase of duties it shall take effect by thirds in the three months immediately subsequent to the sanction of the law.
Neither this provision nor that of Article 2o4 of the Constitution shall be construed as restrictive of any special -powers with which the Government may be invested.
Art, 206.- (Add at the end of Art, 20b the following):
The Executive shall prepare annually, his budget of revenues end expenditures and submit the same to Congress within the first ten days of its annual session,
In time of peace no levy or tax hot already included, in the budget of revenues shall be imposed, nor shall any appropriation from the Treasury be made not already included in the budget of expenditures.
Art. 20S,- (Add at the end. of Art, 20a the following):
The Executive shall not make use of the supplementary or extraordinary appropriations mentioned in Article 2S of the Constitution, and shall not transfer appropriations within the budget, except in accordance with the stipulations and proceedings established by law.
Art. 209,- The Constitution shall be amended only by a legislative act which shall be discussed and approved in advance by Congress in due procedure; and similarly considered and approved by both Chambers, in second, and third debates, by an absolute, majority of the members of each in the next subsequent annual session.

Temporary Provisions.
Art. A.- The initial dates of the immediately subsequent terms of the corporations and functionaries named in the Constitution and the present Legislative Act shall be the following:

Art, B,- Los delitos castigados con pena de muerte en el Cdigo Penal, lo sern en adelante con veinte aos de presidio, mientras la ley disponga otra cosa, -.
Art, C- Mientras el Congreso y las Asambleas no hayan" dictado las leyes y ordenanzas correspondientes, el Gobierno proveer lo necesario en materia de divisin territorial electoral,-
. Art, D.- Dergase el artculo ISO de la Constitucin, que esta.-blece Jueces de Escrutinio,
Art, E,- Quedan deroga-das las disposiciones de la Constitucin Nacional de 5 de agosto de lo36, que sean contrarias al presente Acto legislativo, y todos los Actos legislativos expedidos por la Asamblea Nacional anteriores al presente.
Art. F,- Mientras se rene el prximo Congreso, de acuerdo con el presente Acto reformatorio de la Constitucin, la actual Asamblea .Nacional continuar en ejercicio de sus funciones, para el caso de que el Gobierno juzgue necesario convocarla,-

That of the Supreme Court, March 1, 1915.- The present Assembly shall elect two Justices to complete the number of nine as prescribed by this Act, and the term of all nine shall expire on the 30th of April, 1915;
That of the Superior Tribunals, May 1, 1911.
Art. B.- The crimes punishable by death under the Penal Code shall henceforth be punishable by twenty years' imprisonment, until such time as the law otherwise provides.
Art. C- Pending the enactment by Congress and the Assemblies of the respective law;s and ordinances, the Government shall take all necessary action in regard to territorial division for electoral purposes,
Art. D.- Article ISO of the Constitution, which creates Judges of election, is hereby repealed.
Art, E%- All provisions of the National Constitution of August p, 12S6, contrary to the present Legislative Act, and all Legislative Acts issued by the National Assembly prior to the same are hereby repealed.
Art, F.- Pending the assembling of the next Congress, in accordance with the present Act amendatory to the Constitution, the actual National Assembly shall continue in the exercise of its functions, in order that the Government may convene it when,in its judgement, it may be necessary to do so.

Article XVI.
"The Congress ahall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any censtis or enumeration," (Feb. 25, 1913.)
Artculo XVII,
"El Senado de los Estados Unidos deber componerse de dos Senadores por cada Estado, elegidos por el pueblo del Estado correspondiente, por un trmino de seis aos, y cada Senador tendr un voto. Los electores de cada Estado debern tener los requisitos para ser electores de la rama ms numerosa de la Legislatura del Estado,
Siempre que en el Senado ocurran vacantes en la representacin de cualquier Estado, la autoridad ejecutiva de dicho Estado convocar a elecciones pa.ra llenar tales vacantes. Se entiende, que la Legislatura de cualquier Estado puede autorizar a su jefe ejecutivo para hacer nombramientos temporales hasta que el pueblo llene las vacantes mediante una eleccin, segn lo ordene la Legislatura.
Al interpretar esta reforma se entender que ella no afecta le eleccin o el trmino de cualquier Senador elegido antes que llegue a tener validez como una parte de la Constitucin," (31 de mayo de 1913.)
Article XVII,
"The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each State shall have the qualifications requisite for electors of the most numerous branch of the State Legislatures.
When vacancies happen in the representation of any State in the Senate, the executive authority of such State shall issue writs of election to fill such vacancies; Provided, That the Legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the Legislature may direct.
This amendment shall not be so construed, as to affect the election or term of any Senator chosen before it becomes valid as part of the Constitution."
