AN ORDINANCE to amend the Towns and Villages
(Manngement.) OrdinadicP.
[ 15th December, 1917. ]

B E it enacted by the Governor, with the advice and
consent of the Legislative Coutecil of Saint
Lucia, as follows :-

and shall be read and construed as one with the Towns
and Villages (Management) Ordinance, hereinafter
called the principal Ordinance.

Rules.
2. Section fourteen of the principal Ordinance is
hereby repealed and replaced by the following:-
14. (1) The Governor in Council may from time to
time make rules for the management, order and good
government of the several Towns and Villages respect-
ing-
(a) The insuring of the cleanliness of all streets
and other public places, and the regularity and
width of all streets and other places made or to
be made, and the regulation of the erection of all
houses, buildings and structures of all kinds;
(b) The regulation of traffic and the use of
vehicles;
(c) The suppression or abatement of nuisances;
(d) The regulation of the keeping of dogs and
other animals ;
(e). The establishment of markets, slaughter-
houses, bath-houses, wash-houses and latrines,
and the regulation thereof respectively;
(f) The imposition and regulation of market and
slaughter-house dues;
(g) The granting of licences to keep dogs or other
animals and fixing the amount for each licence,
and the time for obtaining, and the duration of,
such licence;
(h) The regulation of the sale of milk; the seizure
of milk; and the forfeiture of adulterated milk
as defined by the Rules :
Provided that such seizure or forfeiture shall be
in addition to, and not in substitution for, any
punishment by way of penalty or otherwise, and
that no criminal or civil proceedings shall be
maintainable against the Town Warden, or any
person acting under the authority of the Town
Warden, in respect of the seizure or forfeiture
of any such milk;

(i) The regulation of such other matters and
things and the licensing of such persons, ani-
mals, matters or things (including the fixing of
the amount for, and the time for obtaining and
the duration of, each licence), as the Governor
in Council considers should he regulated for the
management, order, or good government of any
Town or Village.
(2) Such rules shall have force and effect not only
within the limits of the Towns and Villages for which
made but also for any distance not exceeding one mile
therefrom, whenever so expressly stated in such rules.
(3) In any such rule the Governor in Council may
fix a penalty not exceeding Five Pounds for any con-
travention thereof, and such penalty shall, when re-
covered, be paid into the Treasury to the credit of the
particular Town or Village.
