SI have received your letter of June 24th with further reference to
the matter of securing Federal assistance for the canals leading
from Lake Okeechobee into the Intra-Coastal Waterway.

The Rivers and Harbors bill contained authorization for a survey
of these waterways and it has been passed by both Houses of Con-
gress and will become effective within the next few days.

I shall see to it that the survey is made without undue delay and
I sincerely trust that the report of the Engineers will be favorable
to the plans which we have in mind.

I am usually in Belle Glade on Thursday of each week,
but as this week Thursday falls on the 4th of July, I
shall postpone my trip until Friday the 5th.

One of my East Coast growers is
driving out with me to the Everglades this week and I
have an appointment at ten o'clock a.m.with Mr.
Eggleston of Belle Glade. When I have finished my con-
ference with Mr. Eggleston, I will be glad to contact

New Ckeelanta is my old settlemmet,planted Oct.24,1913.
Srladmiaistration has ruined it--all that could be ruined--
but the Road(26) ;.ith improvemeots on tthe canal,will restore it.
Mr.F.W.Kirtland told me once he had all --ilongeOkeelanta had
themost strategic location of any place in th4 Everglades."

but very anxious to start.
Now,as IT-dve dowa to Okeelantapl am deeply impressed with
the way inwhich the finest area in the whole :aerglades has
beenabandoned. 'iThe road connecting South Bay with Ckeelanta
was BONDEDT FORboaus soldand road should long sinoes hate been
made goOd. .otbing doing.

15 feet high,b.ave almost taken the lower 1-ailes of the road.
It's just one couttinuoussuaratchpbangbatter on your oar for
thet I mniler.

The upper section of 2- miles is bad enoughlbut it i.b ot in
the utterly disgraceful condition in which the lower 14 miles
are. The whole 4 miles should be cleared of weeds, I:

I have your letter of June 27th regarding the overseas tjans-
portation of green.yegetables. As far as I have been able to deter-
mine thiscountry does notg.port green vegetables to England on a
commercial scale. As you know, many 6eans and other green vegetables
are shipped by water from aiMiarai to New York and most of this material
arrives in exoellent_.ondition at destination. I believe the secret of
the suooess in handling these beans is the thorough precooling which
they reoei.a by most of tbe boat 1ines beforbei n loae aboard
their vessels.

I have talked with a few of my associates here and we
believe it would be posAible to shir-green beas to Engfland and have them
a rr.ime in good conditionn provided they are thoroughly precooled as
soon as possible after.oaicking and befor-being loaded aboard the ship.

gree g getables. California Experiment Station Bulletin aSW, "A Study of
the Shipment of FreshFruits and Vegetables to the Far East," by E. L.
Overholser gives a discussion of the shipment of experimental lots of
fruits.jad vegetables to the Far East. The only rggetables Mtat are
included are ITeluce and celery. However, these were experimental lots
and were shipped over a muchjonger distance than you, possibly, would
be interested in. I do not have an extra copy of this bulletin but
Syou can no doubt obtain one by writing to the Californ4.jExperiment
\Station at Berkeley, Cali.

knclosed is my brief-"brief" on the Sverglades,
I have made it as short as possible,hitting only the highest
high spots, with the hope and expectation that it will be read
by Mr. Texada, the anergency Relief Adm. for Florida.

With all this in mind, will you get out your pruning
knife and fountain pen suggesting lopping off here and adding
or amplifying there.

There is so much one you especially can say about
the development of The -verglades that it requires fortitude to
resist writing pages. This I feel would be fatal to attracting
the attention of Mr. Texada,

Yours of the 19th inst, at hand and it does look as
though you are slowly coming into your own for which I am
very glad.

Dear Dr. Will:


I am in receipt of your letter of July 19, which
I did not receive until several days after it arrived as I
was out of the City.


I am glad to note that things are beginning to
shape up so that you can get back on your farmland again,
which has been your ambition, I believe, for many years*


The tunnell, which you speak of, I assume to be
discharge pipe that some of the dredges used in improving
the Intracoastal Waterway. There was a time here when
there was considerable of this pipe scattered about that
the worcontractors had abandoned, in most cases because
it was worn out as the sand and rock cutSL-hrough that
pipe very quickly. However, where water and some small
amount orf and is pumped through it lasts-a good long time.


For your information, we have never had any
jurisdiction or control over any of this pipe, but we have
assisted local farmers in getting pipe that the contractors
have abandoned and in every case, with few exceptions, it
was just a matter of the person wanting the pipe,after it
had been left behind the dredges,to go and getjt; there-
fore, I would suggest that if you have seen any pipe lay-

Will, written from Belle Glade, Fla. in which he confirms
my location of the property you referred to, also that
the new road from the lake to Ft. Lauderdale and Miami
will add to its value- in fact create a real value.

He states, "The owner of the lots in S. 14-
45-36 is fortunate. His location is superb. He is right
on the road and canal, and in excellent position to install
and operate his own water control. We trust that, at no
distant day, we may greet him as a neighbor, ready to help
us conquer the Everglades xxxx."

If the property were mine I would be inclined
to keep up payment of taxes and after the road is put through
make further inquiry to make either sale or develop the
property.

Dt.e t: the lateness in the season, I would
suggest that you fill out your application in the best
manner that you know how and forward to the County Agent:'s
office in West Palm Beach as the time is getting very
short.

I will help you in every way that I possibly
can as this money is to be used for seed and fertilizer.
If you have your own seed, you cannot ask for aid for seed,
and where you use no fertilizer, you cannot ask for ferti-
lizer. I may be able to allow you fuel for your tractors,
delivering that check to you in person to purchase gaso-
line and oil.

Dear Mr. 'ill:

In reply to your letter concerning
the Seed Loan, I agree with you that the seed loan
should be a little more thorough in attempting to
re-habilitate farmers assisted by its organization.

In reading the Act, and in reading
carefully the applicLtion you will note that it
states that the money is to be loaned for seed and
fertilizer, gas and oil, and insecticides needed in
completing a crop. The reasons some restrictions
have been placed on this is because too many of the
borrowers have enlarged upon the scope of the loan
and have used the money for the payment of grocery
bills and other past-dueibills- and even for the pur-
chase of entertainrment'facilities, such as drinks,
automobiles, etc. However, I believe that the
Seed Loan Office can not refuse to use money for the
purchase of items stated in the Act, and therefore,
agree with you upon your interpretation.

red-tape, perhaps, that I have heard --ou discuss so frequently,
but, nevertheless, we both know that in order to secure these
loans from the government every detail of the blank must be filled
