Dear Dr. Will:

,A number of papers happened to come together which I thought
you might be interested in, so I bundled them up and mailed them. The

magazine Unemployment sets out the plan embodied in the Lundeen bill.

That bill has been recommended by the Cm1mittee on Labor, in the House.

It looks to me good in principle, if it can be financed.

I think Father Coughlin, Senator Long, and Dr. Townsend are

godsends to the country. It makes no difference,whether their proposals

are sound in detail or not; they are rousing the people to make demands.

They may wean the public from the notion that things are on the natural

basis, only not going well just now.

One paper in the bundle is the Federal Council Bulletin.

The Federal Council of Churches is doing a glorious work. If you feel

able to help this movement, the help will be well bestowed. They are

having hard work to keep going. We should love them for the enemies

they have made.

The Federal Government has allotted funds
and appointed Dr. Rexford G, Tugwell, Director of Rural
Resettlement, etc.

Is this not the time to present the claims of
Florida's Everglades?

I had a short talk with Mr, Williams yesterday,
but he is apathetic about the matter, on account of his
fellow members refusal, last year, to put up their share
of an assessment to urge the completion of the Highway
and Canal.

So whatever I do, in a preliminary way, must be
at my own expense.

I intend to contact Washington, but thought first,
you might have some information which would be mutually
beneficial.

I have received your letter of the Ist instant, enclosing newspaper
cliopings of your articles whichh appeared in the Fort Lauderdale
paper, relative to Federal reclamation of the Everglades.

I am sure you will be interested to know that I have just concluded
a conference with Dr Allison of the Soil Conservation Service of the t
Department of Agriculture and we nave outlined a method of procedure
to be followed in conserving the soil and resources of the Everglades.

I am taking the matter up with the Governor and with certain members
of the Legislature in an effort to secure cooperation by State authorities
and I believe that after the Soil Conservation Service has conducted
its preliminary survey and investigation, plans can be worKea out which
will prevent the destruction of our great resources b fire and other-
se.

I am glad to have your letter of the 2nd
inst,, but sorry to hear that you had an injury to your
left arm. I trust you have entirely recovered. You did
not say if it was broken,

I noted with interest the three points you make
with reference to Route lo. 26, the North New River Canal
and Federal Reclamation.

I am enclosing a copy of a letter I am writing
today to Senator Duncan U. Fletcher, as a preliminary
approach and to tie him into the picture. While Dr. Rexford
G. Tugwell is supposed to have direct charge of the work
we are interested in, it seems that it first must pses the
critical eye of the'Division of Application and Information'
presided over by a Mr. Frank C. Walker.

If some Minor Division Chief is familiar with
the possibilities of the Everglades, we will have much easier
sailing than if some one has to go on to Washington to sell
them the merits of our plan, It will be very gratifying to
me, if after all these years of battle that you have gone
through, that in the later part of your life you will have
-the satisfaction of seeing your dreams come true.

I will let you know what progress if any, I make
at this end, and will be glad to hear from you.

Dear Friends

It is hardly necessary for me to bring to your attention the
desirability and necessity of having state forests and state parks in Florija,
Both of these activities will stimulate the forestry and recreational program
infinitely more than the small outlay expended in the acquisition, development,
and management of these areas. The proposed state forest and park act will
accomplish a great deal along these lines. I am enclosing a small leaf.set
explaining the desirability of state forests and parks, a brief of the state
"forest and state park act, and a copy of the act. In addition, this bill pro"
" Vides for cooperative work with the forest industries and timber owners.

This bill has been reported favorably by both the Senate and tne
House forestry committees, end has been referred to the Sub-Committees on
Appropriations. A list showing both committees is attached and each sub-
B cOmittee is shown. All of these gentlemen can be reached at Tallahassee at
the present time.

SThese sub-iomittees will take up this bill within the next few days,
and in order to have them act favorably upon it, it is very necessary that they
be acquainted with the desires and wishes of people prominently identified with
the orderly, economical, and best-all-around development of our state,

Knowing of your interest and activity in promoting proper forestry and
recreational matters, it wtuld be greatly appreciated if you would wire or
write your views regarding this bill to your Senator and Representativo, and
also write the members of the Appropriation Sub-Committees and the other members
of the Appropriation Committee. I realize that this is asking you to do some-
thing in a hurry, which may interfere with your personal business, but if we
wish to further this work, quick action is necessary. If you are able to help
in this way, please send me a copy of the letters or telegrams you send It
would be highly desirable if you could be present when these subcommittees
take up this bill. However. in order to ascertain when they will act, it
would be necessary to communicate with the Chairmen,

There are now before the Senate and the House of the
Legislature nine very constructive forestry bills which
have the approval of the Committee on Forest Conservation
appointed by the Governor. Of these, the two most im-
portant are the County Enabling Act (S.B. 558), which has
already passed the Senate and is now before the House,
end the State Forest and Park Acquisition Bill (H.B. 851
and S.B. 561).

The County Enabling Act will permit any county in the
State to voluntarily establish fire protective units, and
will greatly increase the protection of the forest area of
Florida.

The State Forests and Parks Acquisition Act enables the
State to qualify for the benefits secured by the Fulmer and
Copel-nd Bills, now before the United States Congress, which
authorize the Federel Government to acquire State forests
end parks that must be maintained by the several States in
which they are acquired.

When these forests are acquired by the Teder-1 Govern-
ment, 25 per cent of their area will be set aside as game
refuges. On the passage of this bill depends the establish-
ment of more CCC camps in the State and the expenditure of
another additional million dollars.

Will you be good enough to wire or write immediately
your Representatives in the Legislature to act favorably on
these bills?

You were a boy only a short time ago. Looking back you can
.ae.e .sme of the mistakes you made and realize that you could have
avoided them if you had been given the opportunities that are now 7 7,
being made possible to the boys of our community.

The Boy Scout Movement has been attempting to give an oppor-
tunity to the boys of Belle Glade to become better boyp, and ulti-
mately better citizens and leaders. The Scout Movement in Belle Glade
has been handicapped. We have had no meeting place to compete with *-
the street corner; a place that a group of boys could call their own
and meet in the evenings as a Club; a place that would be more in-
teresting than the drug store magazine rack; a place where a boy
could develop his vocational interests rather than his ability to
pull slot machine handles.

In order to give the boys of Belle Glade an opportunity for
better character development, it is planned to build a Scout Hut, but
we will need your help in making this project a success. A plan of a
proposed Hut has been drawn, a list of materials made and prices
secured, and the estimated cost will be about $500.00

If you believe in this project and the work of the Boy Scouts
in our community, if you feel that'the work has been ineffectual in
the past and that now is the time to give the boys a better environ-
ment, may we have a subscription from you in as large an amount as
possible? We have waited long epough---let's build the Scout Hut NOW.

The majority of our seven bills passed with only
one or two dissenting votes, and I am certain
this is due to the fact that the Senators and
Representatives were notified by their people at
home that they wished these bills passed for the
good of their community and the State of Florida
at large. We also received an appropriation
sufficient to adequately finance our work for the
next two years.

Let me again thank you for furthering the work
of forest conservation in Florida, and I sincerely

I have yours of May 29 and also the other communica-
tions which you sent to me.


Mark Wilcox promised faithfully that he would see
to it that the North New River Canal project would receive every
bit of attention that was necessary, and that it was not necessary
for me or anyone else to go to Washington about it, that he would
positively take care of it when the right time came to do so; not
only that waterway but Hillsboro Inlet as well*


I have known Mr. Wiloox ever since he was elected
o the office and know him to be the most energetic worker for the
art of Florida that he represents that ever went to Washington.
I have never known him .to.fail to do anything that he promised to
do and I have every faith in him that he will do everything he
can towards getting this North New River Canal for use


I knew nothing of the Act being passed in Tallahassee,
although I was in Tallahassee myself last week. In fact, I had no
idea of anything of the kind until I received your letter. I don't
know what to do nor how to do it, but I feel that our only hope is
to depend on Wilcoxe


I wish that you would write and tell him what I say
about it. It might help.

I wrote you yesterday in a hurried manner about our
Canal. Today I have written Mark Wiloox, urging him to keep
after the matter and asking him not to let the opportunity
,at this time pass by to get this Canal deepened and widened
from the Lake to tidewater. The allocation of the money for
this purpose could Ja-pade right now t'of the money that
has been set aside for such purposes by the Government. There
oan be no dou~b in the mind of any intelligent person who has
any knowledge of what it means to get freight to shipside at
;:tidewater that this is the one big way at Aast to make Port
,'Everglades function at a profit, not only to Broward County /
Sbut to this entire lower East Coast section.


Now, Dr. Will, I, myself, am wondering whether there
is'anyone else outside of yourself and myself who is really
and truly inte ted enough to try to help to get this work
done. Wherever go to talk about it, I meet people that seem
to have atrojhy of the spinalcord and the optio nerve, or
maybe I am all wrong. I am wondering, can it be that I am
trying to force something down the throats of these people
that they do notLwan Is the North New River Canal a bitter
p pill that you and I are trying to make someone swallow against
I, r their will.


At a recent Board of Directors' meeting of our local
Chamber oq Commerce, one of the most imnEorant directors said
tin a saroast.g..manner, 'Are we going o hear about the North
SNewiver Canal. again?* When this man made this remarE, he
cooked his head on one side like a magpie, squinted his eye
and looked at me, and naturally I feel that this fellow thinks

I am crazy to talk about the North New River Canal. In the
common parlance of the day, it gives some people a pain in the
neck to mention North New River Canal; so I am wondering whether
it is not time to call it a day. I never laidpwn on a Ap. in
my life* The Motto of my family for eight or nine hundred years
has been "When your legs are gutted off, keep fighting on your
stumps*, but honestly, Dr. Will, it is depressing, to say the
least, to have to try to explain to such people what this Water-
fway, if it were properly_ completed, might-co for the Jbnefit of
this entire communityO


Now, I, for one, do not want to lay down, but I am
getting weary and the more tired I get the more I feel like lay-
ing down and forgetting it all. I don't know hQN_.t is with

Dear Dr. Wills:


A few days ago I wrote to Mark Wilcox, telling
him that I had received a communication.from you and that
we were somewhat perturbed about the NKrth New River Canal
being wrecked by some Act of Legislature in Tallahassee. I
did not know what this Act referred to in the way of blocking
the way of progress of the Canal, but I did not want it
(whatever it might be) to interfere with what Mr. Wilcox was
trying to do.


Now, all that he can do and all it seems that
can be done by anyone is to get 0a-Act passed so that the
-EnginqArs can makj.a survey and2 (and this is a great big
IF) the report is favorable, an allotment of public works
funds may be secured for the work. This will take some time
and if the Act becomes a law authorizing ,this survey, someone
will have to get very busy with additional data? to.prove that
it is necessary andCWstifiable from their (the Engpieers)
,point of view, in order that they may make the favorable re-
port necessary to get the funds to do the work*


Dr. Will, there is no use abusing anyone; there
is no use bringing the backwash, dirty linen or dirty water
into the picture* The Engineers must have justifiable data
to warrant them giving a favorable report, and local interests
must gather this necessary data together* I myself have a
volume of it; they have seen it; it was not sufficient. More
I and more each year the necessity arises forc his project to
be completed. The reason for such must be secured and pre-
sented in a clear, concise form when the time arrives. This

should be carefully compiled right now by anyone who is able
to do it and who has the desire to see this Waterway completed.
Even if Mr. Wilcox gets the survey made, it will be necessary
for RA (not him) to makethe raans so strong that the
Engineers anot gixA an adverse.rAport* Then and only then
can Mro Wilcox go before the powers that be and ask for the
money to be allocated for the work*


Mr. Wilcox has assured me time and time again,
both orally and in writing, that he will keep this matter con-
stantly before him and do the bet that he can to secure the
completiox.jq,. it, but hard worker that he is and willing as
he is to help his constituents, it's you and I and others
like us that must get it ready so that he can clinch the rivet.
He has many thingsa'To do'"he is a busy man, he is pestered to
death by everyone who has a pet project in this part of Florida.
Let us not worry him or hamper him, but let us get everything
that he can use and comprehend quickly so that the end may be
sooner

Dear Dr Will:


I have received your recent letter relative to the development of the
North New River Canal and the other canals leading from Lake Okeechobee
to the intre-coastal waterway.

As I explained some time ago these projects have never been taken over by
the Federal Government and it is necessary that they be first reported upon
by the Board of Army Engineers of the War Department before any action can
be- taken looking toward their development and maintenance as Federal pro-
jects. The Army Engineers in turn are not authorized to survey and report
upon waterway projects unless and until so authorized by Congress. Having
this in mind, I had included in the 1955 Rivers and Harbors bill an
authorization for surveys and reports upon these canals as the first step
towards having them taken over as Federal projects. The bill has passed
the House of Representatives and has been favorably reported by the Com-
mittee in the Senate and is now on the Senate Calendar for passage. It
will probably pass the Senate within the next very few days and thereby be-
come a law. As soon as the bill has passed and been signed by the President,
I will see to it that the Army Engineers make the necessary surveys and re-
ports on these projects in order that they may be considered for adoption
as Federal projects. You may be assured that I shall continue to give these
matters my constant attention in the hope that I may secure favorable action
on them.

I am sure you will also be interested to know that I have recently undertaken
action towards having the Soil Conservation Service of the Department of
Agriculture install appropriate soil conservation measures in the Everglades
with the view also of preventing much fires. This I regard as a matter of
the most vital importance to the future well being of the Everglades area
and it is a matter to which I am devoting considerable time and effort.
