I have been giving some thought to the matter you showed me, and am wonder.,W
whether this nould be agreeable.,

A sugar company might be interested chiefly or wholly in sugar. Stillother
coMpanTe) have "affiiiates",etc. I'm thinking of a large railway thatasao,
has a large tract of land--not unusual for railways.

If a sugar company cared to organize a land-and-settlemont compaayx It might
do this:--

la-Acquire much landat the present sacrifice ptces. I know of one tract of
over 40,000 acres well located that,I judge ,has been abadoned. Oher large
tracts have goae the same nViy.

letter dated April 13 ref.rrin.r particularly to an out-
line plan for glade reclamation and development. I wish
to assure you that I am very much interested in all you
have included in this outline and will hope for an oppor-
tunity to discuss these wi th you in greater detail in the
near future. Just at the rrioment I a&, particularly im-
pressed with the need for developing a generall plan of
reclamation for tae:. whole s~rea. which will thoroughly take
care of the broader features of its physical requirements.

matter I am sure you are in full sympathy with this phase
of thr ,'york. To me it appears an &bsoluteO1necessary pre-
face to detailed reclamation work anywhere in the area*

I have been ,absent from the Station the greater part
of the past week particularly in the interest of develop-
ing plans for the Everglades e:.hib-,it at the Century ofL
Progress Fair in Chicago and in the course of my trip
took the opportunity of discussing the matter with Doctor
ITewell in Gainesville. You will be interested in learning
oth:t ou p-la.ns for this exhibit are making rather' satis-
factory proc"ress and I trust that opportunity may be found
to go over these with you for your valued advice in these

Received your letters and am glad to hear that you
arrived o.k. and are alright. We are the same here. We arah
are having quite a rush of work right now, partly due to it
being the end of the season,' and partly because of an epidemic
of car wrecks last week. Ten cars were badly smashed in accidents
from Thursday to sunday. We have most of them in the shop.
Nobody was killed and no one very seriously injured.

him to go to the powers that be and put it over if possible. So I

It seems to be pretty well agreed, however, that within five
years after the levees in there will not be2left here lQQpersons
who now live here -- people who know the country and the structure
of the lake bottom will have left." Instead of the levee creating a
sense of security it will create a sesne of insecurity.

All pretense of making the St.Luce -Okeechobee-Caloosahatchee
route a cros^-state waterway seems to have been abandoed in favor of
the Landl C.ompanies' project for a canal _uptate. In view of this,
j what a high levee on Lake Okeechobee is for we cannot see.

I don't know who Dr.Kindred is. J
Sorry if you have not received all issues of The Everglades
News regular. I will send recent issues in special bundle.

Mr.Waggoner was in the other day when I was trying to get
my bank balance figured out and he made some inquiries but they
were not intelligible to me because I was more concerned with get-
ting my pay roll made up.

As nearly as I can learn, no money is available in funds
or from which existing contracts were let for levee construction and
theTallotment of money from the Public Works bill is awaited.

B-'C There seems to be a controversy as to whether far-out soft
material shall be used by suction dredges for the Bacom Point-Saint
Lucle canal section or whether hard rock close in shall be used. If
the engineers areas) )enough to designate the far-out soft material
on the ground of economy, over the more expensive hard material close
at hand, it will not surprise me. A levee of soft material will
slip off of its base and let the water in. If decieved people have
,beenIled to settle in this section in the belief that the levee is
*adeaYate, there will be the worstdisaster in history when the
inevitablejhUrricane masses force against such a levee.

In the Palm Beach Post this morni#% is a "special" from
Washington headed"CLEWISTON-To-MIAMI Road Will Be.Buil'E."

The story relates that the Bureau of Public Roads announces
the Secretary of Agriculture has approved "the newroad",

Some of the Okeelanta-South Bay people, impatient and resent-
ful because I would not engage upon a camapign a few years ago which
at that time was impracticable, to support a South Bay-Fort Lauderdale
road route oysr an effort to free Conners Highway of tolls, have seemed
to think it g5od policy to not have my support now when the South Bay-
Fort Lauderdale-Qnoad U practicable. I have no political opponents
because I am not in politics, but I am in.Lusiness and I have compe-
tion in my business, and a group of South Bajpeople seem to have
permitted theFiff ves to deal with my.business opponents in a belief
that others could give the`more valuablesupport than I could give,

Therefore I have continued to print anything that anyone in
South Bay wanted me to print about the South Bay-Lauderdale road but
I have not attempted to keep posted in minute detail about all of the
particulars of a squabble. I am a newspaper man and my business is
to Irint news and I shall not worry if the news, as news, is disap-
pointing to any group.

A7^ But I do not want to see a Federal-aid route start for Miami
aqfrom Clewiston on a new route. If the Federal-aid road is to start
at Clewiston on-stt-- roacd o. 25 and extend on state road No. 25 to
South Bay well and good.

You may know that a group of Miami_.eople have long had in
mind a plan to have a road.built on the bank of Miami _cnal, that road
to constitute a lvm.e and thus separate two sections of co utry. They
hope that the road project will result in opening Miami canal as a
navigable canal, '-- "

Knowledge of the existence of this Miami.earnal prpject makes
me suspect there is a plan to extend the Federal-aid road from Clew-
iston to Miami canal, the road to run on the west_.aide of Miam4_anal.

The Sugar..gompany crowd boasts ofe its political..nfluence in
Washington, and it is not unlikely 'hat the Sugar 0_ompany. controlling
Clewiston is seeking to divert the MiamiXaad to Miami canal.

persons ;oho are d.eply interested in the routo of the road between
Cl. wiston and Miami, may I ask about the route of the road between
these points:

How was th' rooue between Clevi Iston and Miami deprmined? Is
the description aeruly geaural o-1 is it par!Jcular? Does it assume
that it be on a straihjline, on the most prmucticable course, or in
connection with ixistirt.outes that would achieve Miami as the
destination on a course not a straight line?

Is the route subject to review and revision?

It is possible for tho road to extend from Cleoviston on State
Road 11o. i5 to Lake Harbor and fol~jow Miafii canal to Miami, or for
the road to continue to SoutlcjJay and follow ioor-th New hiver__canal
on a route dosi-nated by tht. FloridJLegislature an- surveyed by the
State iouad Depa:tment, branching to seive both Fort Lauderdale and
IVlaimi. These alternatives, with their consequences, make the route
of the p opposed Federal aid road a matter of intenseA irE.rust to many
persons, hence this inquiry.

My dear Friend:

"The cat has come back. I m to have a hearing on our
Glades matter (same as last year) before the UJ, S. Engineers for Rivers
and Harbors, on June 20th, .at 2 P. M., in Munitions Building, Office of
Lt. Col. Jas. J. Loving: Second floor, S, W. Corner.

Some seem to think that no one cares for the Everglades
but "Thos. E. Will," and that he must have "some ax to grind."

In numbers, I can hardly compete with 20,000 (number of
old buyers); and, as for "axes", I haven't enough tax-free Everglades
land to be buried in. Robber taxes, piled Ossa upon Pelion, and with-
out benefits, past or future, get too heavy for any or all of us, I
imagine.

But I want the engineers to know that there are other
Evergladers besides T. E. W.; many of them here; and that they have
opinions on the subject. If it's that you've been swindled, now is the
time to say it.

You've "Lost your land"? Look at me And here all the
way from Florida.' This is no time for lying down. While therels life
there's hope. Let's FIGHTJ

Ilm sure we're victims of a plot, and that the present
"Flood--Navigation" scheme is a part of it -- foisted on people here.
Anyway, it's death to our hopes though FINE FOR A RAILROAD. Im here
to show it up.

For relief, I'm asking some simple changes, not costly,
but immensely important.

You can help MUCH by signing enclosed paper, filling
blanks, and mailing it to Col. Loving, (above).

Hearing is expected to last from 2 to 5 P. M. I certainly
hope you'll give it a look-in. I may be the only speaker, and I'm not
eager for a freeze-out. Maybe you can help me there by confirming some
things I'll say. Or, if I need it, show ME up.

Dear Dr.Will -

Herewith is a small amount to help in the fight. I had not at
all forgotten the impression you made on me when we had the meeting more
than a year ago. But there are so many things calling for funds, and now
that we are in such an upheaval as the whole Government service has never
before known, and do not yet know whvre even we older employees will land,
it is impossible with the reduced salary and uncertain prospects ahead to
do what we would like in many ways. I hope this will help some.

Probably a mere handful of the people who should know of and help
your work will ever show the least interest, even if they realize something
of what you are trying to do. And of course many officials, like one or two
present at the hearing today, evidently can not understand, as they show
by their manner if not words, that you are acting entirely because you
want to see justice done for the land and for the people. Most people can not
grasp the idea, nowadays, that anyone can be so foolish as to work only for
that reason!

Even though the hearing may seem a failure, and no action in prospect,
you will know you have done your utmost. Will be glad to see you again if
remain here long.

Your letter and enclosure of the 18th recd.

By this time you will have had your hearing before Col.
Loving. I hope you got some encouragement, atd that some of the
7 friends who received the circular were also present, to back
you up. 'y copy was received too late to forward. I saw Sam
Copper the same day I received your letter, and asked him if
he had received your circular, but he had not. He and quite a Nm_
number of others, who saw the story in last week's Ev. News, which
by the way I hvee not seen, were under the impression that the
Ni. N. R. Canal Road is now assured and settled. I told them that
it would never be sure until s it is built. The politicians
may shift it back and forth several times yet before the work
of construction is done.

Everything is going along very_well here. We are. having
very fine weather. -'e have had a few hot days, but during the lat
week or so, when -the papers tell of such teriffic heat int the
/liorth, w e have had it very comfortable.

Altho the shipping season ended very early- the last
part of May, our shop_-business is still holdin iup the whole
Crew of mechanics and helpers,including a car painter are keeping
I/busy. I am doing a little_building. Have moved the water tank and
am putting in four bathrooms where it stood, two upstairs and two
down.

Bobby was very much pleaded when I told her you said
/ you would like to see her. She frequently mentions that she
wishes you would come back and play with her.
