Want toa my thanks to you for the effort your' paper s .making .'
toward stirring up the sate legislature on the matter of development of.
the Everglades. And Thos.E.Will is also deserving of a lot of praise for his.
work in the same direction. .
The writer cannot understand how the state officials and 'thie many .
state legislatures that have convened since 1912 gould have so dismally t ailed .':
in properly handling a great trust like this drainage matter. What a multitude
of investors who bought a large portion of these lands might have been brought "
I into your state if thvre had been something done to redeem the promises'made .
that the lands would be made fit for cultivation in just a shotime. ow '
ninety. .frcent of these investors are knogkers. The remaining ten percent are
we poor disappointed and disgusted-guys who are still-paying our taxes hoping
Against hope that we may live long enough to get something out' of a poor in-
vestment. But we have aboutagLSeip. ...
In 1912 I paid my first taxes in Florida on eightgLores eighteen
miles ast of Delray.Have other property down there but will cite the eighty
acres S Was told then that the state planed on dr dining the lands so that
in five.-ears at the most the Everglades would-be a welt settled fertile-tract
with immense-production of f.uit and vegetables. A report from the engineering.
department outlined the plan fordrainage that sounded as if work would be Xa1hed
to reojlgim the lands so that oultivatMon could be started in a shok.itime.
At that time a rook road run waa tof Delray twelve miles. It is
still there and no.apre than thaz-twenty years ago. The same.ditches are there
and no more so I am told in letters received from different parties to whom
inquiries have been sent.
My'taxes on this tract in 1912 was 12-.76. It has been gradually
getting higher until it reached in 192(The sum of 878~i What is there in
benefits to the land or the territory in general to juii y such aan enormous
)~raise in taxes?
Then I have a ten.acre tract in Broward County on which the taxes
I paid started in 1912 at 12.53 reaching $Z.26 in 1927. Also a very noticeable
raise of nearly stxea-handred percent. Have I had anybLnefit from these taxes?
According to replies to my inquiries I have not. .
There are a lot of investors in Everglade land who have been pat-
ientlyaiLting,paying their taxeasregularly and expecting that some day they
would learn that their lad. could be w 9ed with safety from overflows. But
disappaintment hat steadily been gnawing until nort'w are told that it s'"
best to quiJt.aying taxes,that there is na.prospect in sight for conditions
to be any different t'an they have been for the last.1JXnty..ears. A f4an
Irr.ard for a stated.p make. It surely looks as if we might as well bidour
Investment a fond. prewell and look to some other state for a winter home and
truck farming proposition and solace thereby.


A feeling of encouragement came to us when we read of President
Hoover being taken out to vigS Laka.Okeechobee for it was stated in some of
/the paper that this was a preliminary.ptep looking toward FederaI.assistanoe
in a plan of reclamation of the Everglades. Did Florida's representatives in
Congress ever make a move toward any Wji from that source? I nevae.read of it
if they did. So it looks as if the whole lot from U.S.Senator and Congressmen%
down to the county officials have been sadlj.negligent of an obligation to the
thousands of non-resident land owners. And be it to the shame of the carelessness
and indifference with which this proposition is handled-a matter that might be
an invaluable resource to the state.
The latest littlagraft now being worked on us poor outside "divils"
is a gharge of 1. cents for mailing-us our tax receipts when the durned thing -
only took two gnts to carry it. Have paid taxes in different part oft4hiap a .
state as well as Canada and nevn,-h4 to._ay the paotage beforeW pB ay money
order fees,fees for drafts and now posted on -rivilege'for getting our receipts.
(ome system. There should be somtqbanges so that investments made would be
shown some kind of an eve break. But they are certainly not now unless the
investor is rightthere tloook afcer his 4.teest. Uncle Sam spends a lot of
his wealth protecting the interests of his subj pttin foreign lands but wjpks
at what is eoing on is one of his stUaes of his proud old Union. I came near
losing one of my pieces of property once by not knowing that there was a Qoty
tax against it. It was solifartaxes and I learned of it from a party who had
been thru the same experience just in-Jdme to redeeam.it at a cost to me of about
I 2p.gercent inorgase. and I had never bee.spent a ngtioe of the jale. Again I
say,soqr system.
Am stillJl.ugging for Florida. I wonder at time I am not a fool.

my taxes to lapse on Tract 32, Section 35
in Okeelanta. This is 5 acres, as you
remember, I purchased from you and I am
today writing to the Clerk of the Circuit
Court, West Palm Beach, to ascertain if
the land has been sold for taxes and the cost
of redemption if not too late to redeem.

Have noticed that you have been very
active in handling affairs in the Everglades
and now there is a,bill before the legislature
at Tallahasse appointing a Committee of five,
three of which are to be residents of the
Glades to take care of drainage, etc. This is
a very good move and I am persuaded in my mind
that you are very instrumental in bringing this
about.

I am thinking some of coming to Florida
this fall with a view of making my home in that
State.

Dear Sir:- I just finished reading your article on the "Old Glade
Owners" in the Ft.Lauderdale Daily News of May 2d. I am one of the
unfortunates who purchased twenty acres of glade land in 1910
under the assurance that it was to be drained and made suitable for
cultivation within five years and not over eight years. I like many
others acted in good faith as we understood the state of Florida was
back of the proposition and I also under stand and I think my infor-
mation is reliable, that the federal government ceded the Everglades
to the state of Florida with the understanding it was to be drained
and made suitable for cultivation. I have kept in rather close touch
with the proceedings through Lauderdale and Miama papers for the last
fifteen years and have come to the conclusion my hopes will never be
realized. I, like thousands of others have been"taken in", however
up to date I have paid all taxes but they are now amounting to so
much that I have about decided to quit paying.

I think your plan of exchanging these worthless Everglade tracts for
smaller lots which are or can be made tillable is a very good suggestion
and am sure it will meet with favor from the few remaining faithful.

I presume at least seventy five percent of the purchasers have long
since quit paying taxes and have lost out entirely. You can count on
me as a supporter of you plan and I would like to receive all the
information on this matter that you can conveniently furnish me.

My land lies near the South New River canal about thirty miles west
of Fort Lauderdale. If your plan goes through you can count on me as
being willing to make any reasonable exchange.

With best wishes to you for success in your efforts in behalf of all
of my kind, I beg to remain,

Dear Doctor:


Thank you for your letters of May 5th and May 8th.

I am glad to say that it seems very probable that we will
get action on Road 26, as we hadLMr. Grg-am before the Chamber
of Commerce last-evening and went over the matter very thoroly
and practically settled on a route for this road.

It was the consensus of opinion at the Chamber of Commerce
meeting that the practicalroute for the road was aoth- e the

9pwJ 071e"iIver Canal, then fork at the bend of the canal and run due
So .,1 to the Miami Canal, connecting up at the Dade County
line with the road that is now along the Miami Canal bank.


Mr. Graham assured us that this would be satisfactory to
the Road Department, providing both the Broward'County group
and the Dade County group would agree that this was the logical
route. We are confident that the Broward County group will fall
in with this plan, which will permit the construction of this
roid a~t the earliest practical time.

Your letter of May 9, addressed to Assistant Engineer
Berkeley Blackman, together with the aeempanying data on the
North New River Canal, have been received. The information
concerning the canal has been considered in connection with
the preparation of the report of this office on the improve-
ment of the canal for navigation. On the assumption that this
material forms a part of your permanent files, it is being re-
turned to you, herewith.

With reference to your suggestion that a statement from
this office as to favorable consideration of the oaal improve-
ment would help you in securing the road along the canal spoil
bank, departmental regulations specifically prohibit the giving
South of such advance information without authority from the Chief
of Engineers. This office is, therefore, unable to comply with
this request.

Your assistance in furnishing information on the subject
Iof the North New River Canal and its tributary territory has been
very much appreciated*

corresponding slump in florida affairs, generally, and with the wide-spread fall-down in ;;
Everglades tax-payments,if more Glades taes are to be paidthe MONEY MUST BE GOTTEN
OUT OF THE GROUND.
Tax pressure will do little now. Ownersil1 merely abandon their lands andothers will
be very slow to take up rne lands amdpay the taxes.
Getting money by selling Glades lands Is a worked-out vein till a new deal is ea, and :
proof has been made that 'he Glades is no a fakeprraud aid mere sink eo money. .,. r
So the ONLY WAY UNDER HEAvEN I see to fundsout or Glades properties is through
tnetplan of wisely-direoted Settlement a development; so helped, officially, that
it MUST SUCCEED, rather than being compel d to fail.

Accepted up to 2:00 A.M. at reduced rates to be pent during the night and deliv-

Night 1lessages may' at the option of the Telegraph Company be mailed at des-

its obligation m such cases with respect to delivery by mailing such night messages
at destination, postage prepaid.
DAY LETTERS
A deferred day service at rates lower than the standard telegram rates as fol-
lows: One and one-half times the standard night letter rate for the trantimseion
of 50 words or less and one-fifth of the imtial rates for each additional 10 words
or less.
SPECIAL TERMS APPLYING TO DAY LETTERS:
In further consideration of the reduced rate for this special Day Letter service,
the following special termsi-in addition to- those enumerated above are hereby
agreed to:
A. Day Letters may be forwarded by the Telegraph Compaffy as a deferred
service and the transmission and delivery of such Day Letters is, in all respects,
subordinate to the priority of transmission and delivery o[ regular telegrams.

ment that the Company does not undertake that a Day Letter shall be delivered
on the day of its date abolutly, and at all eventL; but that the Company's obhga-

during regular office hours, subject to the priority of the transmission of regular

CABLE NIGHT LETTERS
An. overnight, low-rate service for plain language communications. The
language of the country of de-iiriation may be employed, it the Night Letter
service is in operation to that country. Subject to delivery at the convenl-
ence of the Company wihin 2-4 hour if telegraphic delivery is selected. De-
.livery by mail beyond London will be made if a full mailing address is g;ven
and the words "Post London" are written after the destination. Raes vary
