My Dear Doctor:--

I have yours of the 24th ultimo
with further reference to the matter of taxes referred to
in your previous letter to myself, and also to Mr. Ervin.

I placed these matters before the
Board at a meeting held this morning, and they directed the
Secretary to take up with these parties holding the tax
certificates on the lands mentioned in yonr letter with a
yiew to arranging to take care of them, and,I think, that
this matter will now be settled satisfactorily.

I trust that you may be successful
in obtaining the financial assistance which you state in your
letter you thought you would get from some parties in Miami,
thus enabling you to carry out your plans which you have in
view.

Dear Mr. Will:

Your favor received. To-day we received :
a letter from J. Stuart Lewis; stating that if we will send
/in our certificate $98.37 that the Trustees will pay us the
amount with 8 per cent interest.

The certificate calls for interest at the rateof 24 per
cent the first year and 8 per cent thereafter sh-it would
seem that I am expected to stand a loss of 16 per cent on the
first years interest. I have already suffered some inconvenienQe;6?
and loss by reason of waiting nearly two years, and do not feel thati:'
I should stand any further loss, as I am entitled to the right
to apply for a deed and indeed will do so unless I receive pay-
ment in full. .,

The difference which the board do not propose to pay me amounts to :
16 per cent on $98.37. This comes to $15.74. If you will
send me third amount now then I will forward the certificate to the
Trustees and receive the rest from them.

As the result of the appearance of
yourself and Mr. Oakes at the meeting of our Board of Directors,
I was instructed to confer with you for the purpose of arriving
at a tentative Chamber of Commerce Comnittee to co-operate with
your Conservation Group. I am to report back to the Board
of Directors at the next meeting for confirmation of my suggest-
ions after which time, the Board will fall in line and go forward
in an attempt to realize development of our back lands along the
lines which your organization suggests.

It would seem, Doc, that finally a
nucleus has been formed for a real effort and it is gratifying
to say the least. Come in at your first opportunity and we will
set a date for our little meeting,

I have your letter of May 16th.


Attended Board meeting of Chamber of Cormmerce
yesterday, at which time Lir. Gordon announced a Cormmittee
of the Chariber to work with your body in order that all our
efforts ma:r be coordinated.

If you will get in touch with lMir. Gordon
or i..r. Eller I think an early meeting of your Executive Com-
mittee and this Comzuittee would be advisable. I am pleased
to find myself on the Committee, as certain of these projects
must be pushed very vigorously and in a concentrated manner.
I do think, however, there is danger in spreading our efforts
over too much territory. Personally, I believe "Fire Control"
and our "Highway to the Lake" should come first. Vie already
have two dredges in the liorth New River Canal and the Port
Authority is keeping constantly behind Llliot and the Board on
this matter. The other projects should following logical
sequence.

I am getting out the short notice which
you have enclosed.

Dear Mr. Will:

Mr. Howard C. Arnold, President of this bank,has referred
to us for attention your letter of June 18th with reference to credit
extended by us for agriculturalpurposes.

For your information we are enclosing copy of the act un-
der which we operate together with a copy of booklet prepared by the
offices of this bank setting forth our requirements in the organiza-
tion of an agricultural credit corporation. It will be noted that we
are not permitted to make advanced direct to the borrower, but all ap-
plications for loan must be submitted through a recognized agricultur-
al credit corporation, a livestock company, a nagjbnal or state~gjnk.

Usually interested parties organize an agricultural cre-
dit corporation which must have not less than a $10,000 paid in capi-
tal, ninety percent of which must be invested in acceptable securities
and pledged with us to protect the corporation's endorsement on paper
which we may accept for rediscount* Our rediscount rate at this time
is 4r$. The corporation is permitted to add 2% to this rate, thus mak-
ing the money cost the borrower 6--. The corporation must be organiz-
ed under the laws of your State, and when your plans in this connec-
tion have been perfected, we must be furnished with a certified copy
or the original charter, copy of by-laws adopted, copy of minutes pf
meetings held by stockholders and directors, and a report in detail co-
vering the officers and directors of the corporation, giving their ap-
proximate worth, experience, standing and ability to handle a business
of this nature. When this has been done, it is customary for a repre-
sentative of this bank to visit the community to be served to determine
credit needs, character of borrowers, etc., and lend any assistance
possible towards familiarizing the management of the corporation with
the requirements of this bank. We might state that we cannot allow
stock in an agricultural credit corporation to be sold borrowers and
paid for from proceeds of notes rediscounted with us. Proceeds of all
notes purchased by us must be used strictly for producing and harvesting














and marketingcerops and may also take care of fencing, repairs and ditching
on the farm.

It is customary for borrowers growing truck crops to furnish
as additional-ascurity all hazard,.pop insurance. Full information in this
connection may be obtained from Ar. S M. Thomson, Superintendent Crop De-
part, Hartford Fire Insurance Company of Atlanta, Georgia.

We are at this time dealing with the following corporations lo-
cated nearest you: Growers Loan and Guaranty Company of Tampa, Manatee Coun-
ty Agricultural Credit Corporation of Bradenton, and the Plant City Agricul-
tural Credit Corporation of Plant City. We feel sure the management of
these corporations will be glad to give you any information you may desire
in connection with the workings of this bank from the angle of the corpora-
tion.

We are equipped to serve the needs of worthy farmers and are
ready and willing to do so wherever it is possible, and if we can furnish
any additional information, command us.

Dear Mr. Will:

I feel that I know you and can speak to you
as a friend. Before being induced by my friends to
run for Judge of this Circuit I had an extensive ac-
quaintance throughout the County. Since entering the
race I have tried to meet and know all the people,
and to personally solicit their support. The assur-
ances which have come to me, from all parts of the
County, lead me to believe that my election is assured.

In asking your support I promise diligence
in the performance of the duties of the office, and
will give to every individual coming into the Court,
fair and courteous treatment, striving at all times
to do justice to all the people. In addition to my
experience as a trial lawyer, I have served nearly
five years as County Judge of Madison County, Florida
and there was but one appeal from all the cases tried
by me during that time.

I am not the candidate of any clique ring
or faction, and when I enter upon the duties of the
office I can do justice to all concerned, without fear
or favor. I am in favor of substantial justice and not
in mere refinements and super-technical construction of
the law which often defeats the very ends of justice.

I am an earnest advocate of our jury system,
which is dear to the people and the bulwark of our
American liberties. I am for the progress of our com-
munity, for an economical administration of justice
which will result in saving taxes, and for a square
deal to every one.

This is the first time the people of Broward
County have had an opportunity to vote for a judge of
this Circuit. Your vote and support on June 5th. will
be appreciated. When elected, I shall be one of and
among you, as heretofore, and not above you, consider-
ing at all times I am a servant of the people in ad-
ministration of their judicial business.
