Dear Mr. Will:

I want to see you in person and secure from you some of your
valuable information relative to present and prospective pro-
duction of farm products which might clear through Lake Mabel
Harbor. This information is to be included in a report to be
made by the U. S. Engineer Department to the Secretary of War
and it is desired to make it as full add complete as possible.
This is, of course, a broad subject and must, of course, be
treated in a condensed form. Following are some of the ques-
tions on which we would like very much your opinion.

1. The acreage whioh you think can be put under cul-
tivation with the present drainage systems now in force.

2. The acreage which will eventually be put under oul-
tivation when the State Program is completed.

3. The approximate value of citrus products tribu-
tary to Port Mabel.

4. The approximate value of farm products during the
year 1927 tributary to Port Mabel.

5. The commercial value of cattle, hogs and poultry
produce in the area tributary to port Mabel.

6. The value of the timber still uncut in the area tri-
butary to Port Mabel.

7. The names and values of any other commercial com-
modities produced in this area in 1927.

I would like very much to call and discuss these questions with
you. I believe you have a greater fund of actual facts on these
questions than any one I know of and I wouXl value your estimates
very highly. Thanking you in advance and hoping to see you within
the next few days.

I sent you a longhand letter yesterday, stating
that I had received your letters of December 29th and 31st.

Since my election to the office of Supervisor of
the South Florida Conservancy District, I have been giving a
great deal of thought to the future plans of operation.
Much of the detalTed analysis you made of water control had
been previously studied by Ze. First of all, it-ls money
that makes the wheels go round and I have been busying my-
self more with watching the financialsituation with a view
of getting the necessary capital to put in the proper-units
that would insure control. Capital investment for the in-
stallation of pump~"cannot very wel-6iome out of operating
or maintenance money and so, of course, we must use ouY"best
efforts now T"'n"u ing to effect the sa]e of the bands and
Sin getting the oaptalDjALoessary to ing re the construction
required to carry out any ideas such as you express."

We have peculiar-roblems in the Glades which
must be met by oat.~ring to them in their peculiar way. In
Louiaiana I am interested in companies that have water. on-

Another factor against sooessful suhadrainage I
financing in the Everglades is the litigation in the matter
of the Evergladesa-.ond issue. Certain baners interested
in drainage-'i>nds have stated that they would nol touoh
any sub-drainage bonds of the districts until the p ent
r issue wis acted upon. It seems a pity that *ith the ankers
Wanting to give us some twenty million dollars last year,
when we most needed the mnagey, we should have been unaale
to saorifice-some of our thoughts and ideas and thereby
get funds to gut the Eveglades in hap and to effect
that main water control that is so vitally necessary.

My dear Doctor:-

Your very welcome letter of the 9th
received and appreciated. I wish I could write you
something encouraging regarding the subject matter
of your communication, finances for Everglad esZevelop-
ment, but I must be honest and tell you that I dolnt
know where funds for this purpose might ..b-e obtained at
this particular time. There are so many businesses in
the cities proper and such an enormous demand from the
agricultura 1 sections of our County for finances at
this time that the prospect looks disa.uraging. Our
banks here are doing their very best to take care of
their old local customersand foreign money up to the
present time has not been interested, most. unfortunately,
in agricultural financing. doith all of the money idle
in New York and'otOhe-r financial centers it does 1ook as
though some of that could be employed with absolute
safety in well selected agricultural loans but because
of the uncertain _drainage conditions and the difficulties
we had in the past, these people are extremely timid.
I am thinking constantly along the lines of your letter.
I am definite in my mind that we have a sound proposition
in the saw grass Everalades, starving to death. I am
sorry I cannot give you any encouragement just now.
Possibly I might be of some assistance in the future; I
will keep the matter prominently in mind. There isn't
anything that the local financialinterests could do of
better benefit to the cities than to assist in the farm-
ing area but local people just haven't got the money.

I have been so busy down here that I have not yet had an opportunity of
going to Fort Lauderdale, or in fact anywhere outside of Miami.

I have your letter of January 13th and note what your friend has to say.

Let me in return tell you something about the Association's work in Fort
Lauderdale. Last week we received a shipment of one hundred hampers of
Tomatoes most of which had been picked too green. We notified the shipper
and requested permission to regaade the shipment for him which was granted. .
Result we graded seventy two hampers-of tomatoes which brought a far higher
price than the one hundred hampers of greens would have brought. That's
but another sample of what the association can do for growers. And I wish that
story and that of your friend's could be put together as one and given to
the editor of the Fort Lauderdale paper. Ir Clifford was the shipper of the
tomatoes. I believe he is a Fort Lauderdale man with a farm out at Davie.
I will see you very shortly.

Marketing is going over strong here. Last week I addressed the Ad Club;
and I have speaking dates before the Chamber of Commerce, the Dade County
Realty Board, the Miami Realty Board and several others. The subject is the
interest of the urban resident in the success of agriculture and its relation
to co-operative marketing.

I have read very carefully all your views and sug-

gestionsz

I am in thorough sympathy with all you are trying

to do and have been all along doing whatever could be done here to

promote the interests of that region.

I note that the demand has been made on you to "Show

me one thing Pletcher has ever done for Florida."

A man who is so ignorant as to propound such a question

cannot be reasoned with.

It is one of the disheartening things in public service

that there are people who do not keep up with what is being done by

public officials perhaps some of them just recently in the State, and

others who take no interest in those matters until someone raises the

question who are always ready to complain and find fault and deny any

sort of credit for work done. That sort of thing, however, I endeavor

to pass over and set about doing my duty and performing the service

entrusted to me to the best of my ability, without any concern

whether credit is allowed for it or not.

You speak about controlling the water in the Ever-
glades. It was my amendment on the River and Harbor Bill which M

provided for a survey of Lake Okeechobee and its tributaries and

watershed, with a view to flood control, promoting navigation de-

velopment of power, and the like. In pursuance of that action by

Congress, the survey is under way by the District Engineer. I nope

when we get that report it will be of such a character that we can

proceed with legislation and obtain the necessary appropriation for -

the control of floods there.

With reference to the Farm Loan Act you know my

connection with that, and I need not repeat it that as Ohaljpan

of the American Commission and of the United States Comnission, one

of the Conferees on the bill, and the introducer of the first bill

on the subject, I had considerable to do with establishing that

system, under which the farmers of the country have already obtained

loans amounting to over two billion dollars at 5J% interest, with

other privileges. I realize that they have been very conservative

in reference to Florida, but on that subject I want to send you copy of ex-

tract franletter which I received from Mr. Arnold, President of the

Bank, last year, which will show you that Fl.gzda has been better

cared for than most States. Over Zen Million Dollars have been

loaned to Florida farmers and I thin-< something like Three Million

Dollars have been advanced by the Intermediate_Qredit Banks to potato

growers and other cooperative organizations handling Florida crops;

Tou speak about the East Coast Canal, and you might tell

your friend that it was the provision inserted byme in the last River

and Harbor Act which adopted thaproj ct by the Government and under

which that canal will be 8 feet deep and 75 feet wide from the St.

( ohns River to Miami.

Maybe then he will ask you, "What else has Fletcher

donetAi-an inasmach as he does not live on the Canal he will probably

say the expenditure of $4,200,000 of Government money on it is a

waste.

I obtained the appropriation which established the office

of the Bureau of Foreign and Domestic Commerce in Jacksonville, and

am now at work on appropriations establishing those.offices in foreign

countries-to promote the marketing of our surplus products, particu-

effort to have them less conservative in their valuation of lands
