I understand from Mr. C. H. Brown who is now at the Hotel Commodor e

New York, that you are in direct touch with the owner of a large tract

of several hundred thousand acres in Panama. I have a friend in New

York City who has buyers for this tract. His name is George W. Townsend,

15 Woodruff Ave., Brooklyn, N. Y. Write him direct sending me copy

of your letter, also sending copy to C. H. Brown, Hote;-ommoodore,

New York City. I wrote 'Mr Townsend that you had this tract direct.

Please send your letter to Mr. Townsend Special delivery as I do not

wnnt him to try to get delivery through any other source.

Mr. Brown has with him letters from owners of over seven hundred

thousand acres of land in Florida that is below Ten Dollars per acre.

Should you get any good prospects, remember we have practically every

lor-e tract in Florida direct from the owners, including about fifty

b thousand acres in Glades near the places where they are drilling for oil.

We also have the 42,000 acres west of Lauderdale direct, but the price

will be around .50 per acre, which I consider high.

I am forwarding the copy of your letter
enclosed for Prof. Beard to him at his New York
home, 27 West 67th St., New York City, which may\
reach him at his summer home, New Milford, Conn.
In addition, you should write to Mr. H. W. Dodds,
Secretary, The National Municipal League, 261
Broadway, New York City, and I suggest sending
him a copy of your city charter and its popular
government provisions for criticism on other
features as well as the I. and H. and recall.

Speaking for myself, I would say that
as a general proposition you were quite right
in your early contention that one-third was en-
tirely too large a petition to make the recall
effective both as a practical workingproposition
and from the viewpoint of its potential effect.
This latter is veryjimportant because-f public
officials know that the petition can be gotten /1
with a reasonable amount of efforT it will be
stronger in its potential power and accomplish
its aim without being used.

Therefore, good sized cities should not
require a recall petition of more than 5 or i0f
and 25% would be amply large for a town of your
size. In a city where there exists a group of
men at the head of special interests determined
to use government for their own benefit, and who
are persistent in their efforts, a recall every
few years exercises a wholesome effec'tupon the
political atmosphere.

In the case of this particular petition,
I am of course unable to say whether the City
Attorney or Clerk were justified in determining
their "only 71 -qullified voters" because I do not
know exactly what constitutes a qualified voter

in Fort Lauderdale, but from the looks of the thing since
the petition was reduced from 138 to 71 and appears to
have been promoted by responsible men, I should guess that
you simply had a case of stron arm counting out, and that /jP
your only recourse is to the cB5 s.

subject, but I think you can also get some help from Mr.
Dodds.

Dear Sir:

SWe have been advised by Mr. J. B. Jeffries, Chairman
of the Board of Supervisors of the Palm Beach Drainage and Highway
* District, and Mr. Charles F. Werner, Secretary, that they have
an understanding with you that we will sell a ten-acre tract of
land which was assessed to you by the sait District and sold for
delinquent drainage tax in the year 1923, and that a test case will
be brought in your name for the purpose of testing the title which
the District acquires under a tax sale, where the land is unredeemed
for more than two years.

We are today sending to the Palm Beach Post a notice of the
intention of the District to sell this particular tract of land, and
all arrangements have been made here for counsel to represent you in
bringing the suit and carrying it through the courts for final test of
the law. We understand that the officials of the District have agreed
with you to pay all attorney's fees, costs, etc., and regardless of the
outcome of the law suit that they will quit-claim this tract of land
back to you so that you will be in position to recover your land at the
end of the litigation.

If you require it, we can enter into a stipulation with the at-
torneys who represent you, agreeing that if during the progress of the
litigation you have an opportunity to sell the land, the necessary re-
leases will be executed so as not to tie up your deal.

Arrangements have been made with Judge R. E. Maiden, of the
firm of Clark, Clark & Maiden, Seybold Building, Miami, Florida, to bring
the suit in your name and they are at this time conversant with all the
facts so that it will not be necessary for you to go to any trouble in
the case further than to sign such papers as they may forward to you to
getthe matter properly in court.

Trusting that you will co-operate with us in this matter and that
you will call on us for any information that you may desire, we remain
