Palm Beach Drainage and Highway District
Cuts ditches, and builds roads and bridges. In "The Square," _(above) cuts 10-foot ditches north and
south, and leaves Dirt Road banks, one-half mile apart.
LIMITS: North, Tp. line 42-43; South, Tp. line 46-47, 12 miles south of Bolles Canal and Road.
East, Range line 37-38; West, 4 miles, W. of County line. Includes triangle between Hillsboro
Canal and Range line 37-38 extended to S. E. corner of Sec. 13, T. 45, R. 37; and excludes Territory S.',

Dear Mr. Will:-

Your letter of the 28th ult. received and I appreciate

very much your calling my attention to the $2,500,000.00 bond issue in

Broward County. I am satisfied that our lands should receive some very

desirable improvements by reason of this issue if the voters are willing

to back the project at the polls I agree with you that it would be ad-

visable to know before election on which roads they expect to spend this

money.

It was impossible for me to come to Ft. Lauderdale

today to attend the commissioner's meeting and I doubt seriously if I

will be able to attend another meeting before January, since we are ex-

tremely busy here. I have given up the idea of trying to develop the 7,000

acres west of Ft. Lauderdale because of the road situation. The roads

which are being offered by the county commissioners this season, are not

sufficient to warrant any development; in fact, the people that we have

planned to develop this project, advise seriously against the development

until the road matters are more definitely determined. There is nothing

that I can do at this t ime by correspondence.

I also received a copy of the legal /v rtisement which

you clipped from the newspaper and I noted par early the markings thereon.

Your letter of the 12th instant received. I have been
reading carefully the Lauderdale papers pertaining to the new
bond issue. There is no doubt but that our County Commissioners
in all of the counties adjoining the coast are making a great mis-
take in not promoting more thoroughly the building of roads in the
Glades.

The mad desire which people have for the development of
the water-front property is diverting he minds of our best citi-
Szens from the necesjties of life to the pleasres. Florida's
Greatest sset is the development of the Everglades and this de-
lvelopment has been handicapped for-ears by lack o@-interest -
not only by our county officials but by thepb.;io, itself. You
are well aware, no doubt, that countygjfficials, elected by the
public, are going to do the things which they believe the mo.t
popularvote demands.

The only solution for the development of roads in the
Everglades is the change of publ ,g sentiment first,-then our
state, county and city officials will follow in the footsteps of
public opinion. We have invested in the Everglades west of Fort
Lauderdale, many thousands of dollars, and Broward.County would
have been benefitted very materially by these developments, even
as of this early-date, if it had not been impossible to reach
the Glades by public highways.

I am too busy at *this time even to give our own personal
affairs in Broward County the attention that they deserve, and for
that reason I am not taking any active part in th proposed bond
issues which are before the County at this time

Highways. The issue is very much clouded and I am sorry that
there is so much dissatisfaction. It seems to me that the only
way any roads are going to be built is for the people of the
Glades to get together and decide on one route,as the first step.
The spnr roads are going to come later. The preponderance of
..-. opinion is for the route suggested by Jeffries, because ofthe
immense saving to the District. I am very much interested in
this matter, but unless the people themselves get together,
there is no use trying to do anything. I am sending a copy of
this letter to Mr. Simon and will be glad to discuss the matter
with you and him,or anybody else with authority, at any time.

Dear Dr. Will:
I am sorry not to have answered your
letter of November 50 at an earlier date; but I was
absent from the city for several weeks and found your
letter awaiting me on my return.

Mrs. Whitney and I have read your letter and te=B
the several clippings with great interest; we appreciate
this full account of status and prospects for Fruitcrest.
With the water level actually under control and with
railroads and auto roads completed in the near future,
I do not see why the Okeelanta Fruitcrest country should
not be ready for farming in earnest. I should think
the sale, values of these lands would be increasiGg rap-
idly right now on the basis of these new transportation
facilities.
Now as to our exchanging our Tract No.79 for
Tract No. 55, we are perfectly willing to do this and
thereby assist you to in freeing the southern 80 or 160
acres for re-sale. I am enclosing the fornyou sent,
filled in as suggested in your letter.

I presume that not many of the original Fruit-
crest buyers held onto their tracts (I wonder whether
They actually abandonedtem or sold -jut for anything th
they could get)? I presume also that you are there-
fore revising your original plan to fit the case of a
Jfew holders of comparatively large blocks of land.

4 It is good to see things developing with
such promise for pulling thru at last, after your
15 years of hard work and patience. Unfortunately
we have been too far away and too tied up otherwise
to lend you any aid. We eould ill afford to go
into the project in the first place, but if it pans
out in the next few years and proves to be a good
investment, we shall not regret having gone in ten
years too early with youthful dreams of taking part
in the life of an ideal communal colony. And if
it does pan out as we have waited and hoped for it
to succeed, at least to the point of getting our
money_kck, I appreciate that it will be because of
your determination tonimake good for your colony
buyers, in the face of years of discouragement and
fruitless toil. I know it,---so many things that
took time and money and hardship have had to be done over
and over, because of continual unforeseen disasters,
---with only apathy instead of help from the outside.
I am aware of only a part of it, but I can imagine the
rest. ---But I foresee that you are winning in spite
of all obstacles. I think we should be very grateful
to you for sticking to this job for the sake of us all.

Perhaps some winter we may be able to
make a trip down to the Glades and spend a couple of weeks
on the ground; but it will be several years yet.

Mrs. Whitney joins me in wishing you
Ia happy and successful New Year.

can find time to send us a word or a clipping from
time to time.
