With reference to extending a drainage ditch through
Palm Beaoh Drainage & Highway District. Section &,. Township
44 South. Range 36 East. I beg to advise thai the plan of
reclamation as worked out for the above district is-Th the
hands of the Board of Supe=x.sors of said District*
The provisionbxr lateral drainage ditches was made in
conformity with drainage requirements of lands to be served
by such'ditches, and no additional ditches are required*in so
far as providing outlet to the several sections is concerned.


With reference to that part of your letter referring to
drainage dishes being located on both sides of the hiatus
between Ranes 35 and 36, 1 beg to advise that you are
inoorrd4 l informed with reference to the ditches for the
Hiatus. ..where on this strip are ditches to be provided
on both sides. There is a ditch on the East side of the
Hiatus N rth of Canal "D"s and a ditch on the West side of
the Hiats South of Canal "D". This strip, therefore, has the
'* same relative amount of drainageas far as lateral ditches are
dbnoeine4,as Section 35. Section 35 borders on the main canal
Sand ftr that reason is afforded additional drainage such as
no pa.t of the Hiatus, which you refer to, has.

The Lateral Ditch system adopted for the Palm Beach
Drainage & Highway District is not supposed-to provide the
last item of drainage necessary for satisfactorily serving the
,iU . lands. A41 of these lands must be provided with farm and
-' fielejUtcohes leading to the main or to the laterals.
.1tL -.---Section 35 is unusually 1ated for the provision of farm and
field ditches, having choice of outlet either to the lateral
ditches, the main lateral canal on the South, or the North
iJw River Canal on the Ea ne a Jould appear, therefore, that
as. in so far as provision ial ditches is concerned,
there is no necessity therefore.

Some time ago you were kind enough to write me in
answer to some questions concerning property belonging to the
estate of the late Mr. J. S. Comins, located in the State of
iLorida. I will appreciate it if you will again give me a
little information.

The property I refer to is twelve acres in Palm
Beach County, purchased from the Fruit Crest Association,
known as holdings 62 and 63 and described as section 27,
township 44 S, Range 56 E.

I have been able to round up tax matters for other
portions of the Comins estate in Mlorida, but up to date have
been unable to get any information in regard to taxes due on
this property. I have written Mr. Alvin Crow, tax collector
of Palm Beath County, but up to date have not received the
data I am in search of. Will you kindly advise me? Is there
someone else to whom I should write, or what course can I
follow in order to get the information.

August 1 decided to mend a ooamunloatlon to your Board, asking
that a bridge be also built aorons the North wew flver Canal
at Okeelanta .aimilr to those two proposed by your Chalrmn,
Wr. lieotor Harrie, for the Palm Beach and Hilleboro oanlns.

We have sios learned that the road along the Billes
Canal from Gladeorest to Okhelanta has to itas oredit yet several
thousand dollars from tiat fund specially created for its con.
etruotion by a0n aot of the Legislature at its session In 1917.
We earnestly entreat your Nonorable"Board, if the
law pearlts, to apply this unused amount toward the erection of
the desired bridge at Okeelanta.

Transportation ie one of the crying needed of this
sootion, and with more complete drainage well under way, with
thousanca of aore. of land It this vicinity sold in small tracts
already ten years ago to people all over the United Statee. who
are now anxious to settle on their holdings our Community Coun.
oll is looking forward to a large influx of enterpriaing settlers.

Since dropping you the postal card,on
Flying trip the 10th inst., my wife and I
have thought over the matter of my opening
the school on 19th instant,and we have con-
oluded,for the sake of security of having the ,
Okeelanta school go on, I will conform to the i
request of the Board,and get things in shape
for the incoming teacher.
In this pioneer life of the Everglades,
we must do things to keep up the improve-
ments in every way possible.
I was in hopes that a good teacher could
be implanted here on time,but I am aware of
the difficulties that arise with the Superin-
tendant in securin, same.
My latter teaching was in college,until
I took up the work last year.
Dr.Will has been a very dutiful Super-
visor and has done very much to keep up the
school in Okeelanta.
I had but one visitation from a patron oa
the school last year outside of the Supervisor.
I never lost a day from illness,as I am a
very healthy person. Ay wife came in to teach
a Dart of one day *_r - h *1-1hj when I had an
attack of weakness caused by carelessness on m'
part.
If Mr.Cowen comes on deck,ere the time of
beginning, I will turn the reins over to him.

I have written to Mr. A. B. Crow several times for
information in regard to the taxes, as stated in my former
letter. We have never been able to get any response, and in
desperation I wrote you because I knew that there must be
back taxes. I knew also that this property belonged to 'te
Assocfation of which you were Manager, and you had previously
written me concerning the value of the property.

We certainly appr.ec2ite yourattending to the taxes,
and if you will send me the account you have against me, I //
will apmit at once.
I wish you would also give me some advice as to how
I may handle, not only this property you have paid taxes on,
but other property a list of which I am sending to you. Would l
you be willing to act as agent so that we may keep up our
taxes, and attend to^any necessary matters pertaining to the {/VjA
property.
I am writing Mr. Crow again asking for information
on the tax question.

Dear Doctor Will,-
School opened against the grain of some parties who may
hav a fit of sickness,Others are extremely happy over the pres-
ent plans.
The school-house is very clean and neat,hanks to these
gOod women.
Do not deem it prudent to write the fool gossip going a-
round as is the custom in small places.
Mr. Bailey was reading a letter publicly at the store on
Sunday, that I did not catch in full , It is about some foreclos-
ure by the State. Bakek seemed much pleased, I was not.
Mr.Walroth and family that expected to settle on their
land south ofb us, have moved into the Bolles Hotel,Rent free.
