My dear Doctor:

four letter of June llth is in hand and I am enclosing
herewith some extra invitations to the Good Roads meeting
to be held a Belleglade on the 23rd. Please hand them
out where you think they will do the most good.

I have the names of all of the members but have failed
unfortunately to locate them on my books so that I find
it difficult to send all of them a notice. I am sending the
invitations out to those whose addresses I have but am
afriad I will miss some of the members and for that reason
am asking you to give out some on general principit, because
we want as many people at that meeting as possible.

Capt. Jack Delysle of Ft. Myers advised me this morning
that he was getting up a party to go to Belleglade from
Ft. Myers and if this reaches you in time you might ask
him to bring his party via Okeelanta and do some boosting
for your neighborhood. I think they will have two or three
car loads and every little bit helps.

They claim it will take three hours to go from the
County Seat to Belleglade because they will have to wait to
get ferried across the canal. This waiting process in such
a large number will take a long time. Vnder these circumstances
it might be difficult to induce the crowd early enough to
take in the triangle,and every one plans to come back the same
day. 'u ought to have some one stationed at Belleglade to
invite the first comers to take in the triangle.

questions. I am not. It looks as if it is checked to
you to follow up your first article with others.

If The Developer is not the kind of publica-
tion you want it to be, it is partly your fault, because
you can have more space in it than anyone else.

My dear Doctor:

I have yours of the llth instant' enclosing a
copy of a letter written to Governor Hardee, relative to
the location of the Experiment Station provided for by
the recent Legislature to be located in the Everglades.

I agree with you in that portion of your letter
in which you stress the fact that the great need', or the
greatest need, is for experimenting upon the saw-grass
lands of the Evergladesa which character of land consti-
tutes probably nine-tenths of the land in the Glades.

I am pleased that you wrote the Governor" and
wrote him as you did., As you state that you have never
met the Governor, I am sure that if you could meet him
and relate to him the experiences and hardships which
you have encountered while living in the Glades? and
the efforts you have put forth in advancing the inter-
ests of the Gladese it would appeal to him as your great
work down there has appealed to me.

I am very much gratified, however'; to say that
it begins to look as if the proper cultivation of the
lands in the Glades will soon be demonstrated, which
should result in a great acreage of the lands, now that
the drainage is so well advanced, in being peopled by
non-resident owners, to the advantage of the pioneer
settlers of the Gladest as well as to the enhancement
of the value of their lands.

My Reclamation Bill is intended to provide a means

for reclaiming lands,whether public or private, by. irrigation or

drainage, as may be required. It is patterned after the Reclamat-

ion Act, but is made national in scope, and applies to overflowed

lands, as well as to arid lands.

It would require an Act of Congress to take over the

canals as a portion of the navigable 'wat.erways of the United States.

That would have to be pr eded by a survey, also authorized by Con-

greas, and based -,pnn a report of the Engineers.

reputation of one of the greatest drainage engineers is behind this
great reclamation project. Please investigate it. Above ALL things

Dear Sir:

Correspondence with hundreds of non-resident land
owners who have sent in subscriptions to The Developer indicate
that they want to have developmentidone on their lands. To
many of them it is impracticable to make a trip to Florida
now; they would rather put the cost of the trip into a fund to
have their tract cleared, plowed or ditched. Others can---Be .
induced to have their tracts developed, if they are shown how
to go about it,

The subject is discussed on page one of the current /
issue of The Developer, copy of which is sent you in this mail
under separate wrapper, and we trust you will be interested .:
enough in the subject to read the articles.

We believe that there are banks that will accept :.
money for escrowgaposit from non-residents, to be paid out
when work is done. Knowledge that the money has been sent will i
be assurance to the man who will do the work that he will get :
paid. This plan should aid in financing the development, for
with money, in escrow, the bank should make a loan if necessary
to provide part of the working capital.

There is a big opportunity for some one to build /
up a large and profitable business clearing, ditching and
seeding land for non-residents.

Will you be good enough to give us your views of
the subject, not necessarily for publication, but as a guide
to us in aiding in working out a plan for advancing the prog-
ress of the country?

Your letter of the alst received and in reply must state as follows.

I do not find your name in the list of stockholders of the Okeelanta
Corporation. If you hold a stock certificate would thank you to 'ive me
the date and certificate number. This will enable me to locate it on the
stock register andL correct my list accordingly.

a great man, of the contract holders of the F. E. L. Cormpain did not
seem interested in the Gift Lands. Although every contract holder vt.as rit-
ten to a number of times a great many refused or neLlected to responc.. There
was no way we could compel then to accept their respective interests in the
donation, and there is a limit within which any man may accept a gift.

There hizve been no developments simply because no.money was furnished
Jlon- with the gift of the land with v.Lich to take care of it and develop it,
and.apparently the contract holders who were willing to accept their part of
the gift were not willing to I'~r.ish any considerable amount of money. No
man is going to put up very much money on a gift proposition upon vhich he
has expended only .*.O0 as his portion of initial expense.

It has been a hard struggle to procure money sufficient to pay the ex-
penses of looking after this land and pay the taxes. The taxes jiounrt to
seven or eight hundred dollars per year and increasing every year. ':e have
been able to rent a little of the land and might be able to rent more except
that the state does not give us adequate protection against squatters. It
costs more to get a squatter off from a piece of land than the rent v.Luld
amount to in several years. I fail to see what benefit any stockholder
liiiht cerive f'roi a sale of any part of this land. The money *;,uld have to
be retained to cover taxes on the balance of the land. If any portion of
it should be declared as a dividex d; the amount to each man would be isiz-
nifigant. Its distribution would be impossible and would cost more than it

would amount to. Altogether this would appear to you as a much
more difficult i rdblem if you were handling it yourself than it
probably does now. The fact is that the writer must even per-
sonally furnish the postage that is required to answer your letters.

In my last letter to you I stated that I had enclosed
a check for $2. which you asked for the sample lot of Dasheens
sent me, how it ever slipped my mind to enclose the check I cannot
see, while going over my check book today I find no check has bean
sent you, however it may be that I have sent you a two dollar bill
as I had in my mind to do so knowing that you are too far, if it
happens that I have already sent you a two dollar bAll, I believe
that you will return the enclosed check.

It looks now as if I shall have no time to call on you
in August as baated before, wether I shall call or not I wish you
will have a good supply for this fall, and tell me did cut some
of them as I instructed and are the Dasheens looking good at the
present. I wish to impress on you that any information sent me
as regards to any Dasheens you may grow is greatly appreciated.
