Dear Mr. Will:-

My sister,then Mius-Sarah E. Kuhn,of Washington,D.C.,
was acquainted with you about ten yeqrs ago,and through her influence I
purchased ten wores of the Everglade land in Floridi about 1910. I have
paid the taxes eaoh year up to the present. Just this evening I have a
letter from the Clerk of the Circuit Court of Palm Beach County,whioh I
enclose to you,asking,if you have the time to write me,some explanation cf
the alleged delinquency in payment of Dxainage Taxes for 1918,, All I know
is that it. appears to me a moat unacoountable proseeding,as I have the tax
reseipts,whish are supposed to over drainage taxes for every year up to
the present includingg the year 1918. The tax collector and the Corrt offi-
eials have acted sc queerly in connection with the matter of taxes,and
have been so grudging in their sending information as to the taxes,etc.,
that I have been wondeiing whether they are not conducting some petty graft
in this connection. If there was any drainage tax that should have been
paid in 1918 at the time I paid my regular taxes,why was I not notified of
it? The enclosed document is the very first intimation I hive err had as
to the existence of any sush tax,and certainly presume.d that my payment
duly mate to T.J.Campbell and receipted by him each year,eovered all pos-
sible taxes. What sort of proceeding do they have in Florida tax collecting
anyhow? It has been a most exasperating matter all along. May I not trust
you to enlighten me briefly on some of these abstruse points of their pro-
seaure?

My taxes for 1920 more than doubled,and h.ve been climbing every
year before that. How can one aesertain whether the amount named on the
notice sent in November,i correct for his property? Is it a fact that
Everglaces taxes doubled for all land-owners this last year?

I am not certain as tr what I shall do with my ten acres. Do you
know of any purchaser for it? Tculd you be i-Abiested in it for yourself
or friends? I am ready to dispose of it for a small profit on the original
cost,or for something less. I have not as yet pail the 1920 taxes,aucunting
to $10.30,but probably shall to so before the 1st of April. However,if you
are interested in securing this land(exceedingly well situated with refer-
ence to two canals) or can interest Alton B.Parker or any other in it be-
fore the let of April,I shall appreciate your effort and shall be willing
to share *- th you a liberal commission. As you are acquainted with the situ
action so such-more thoroughly than I aa,ray I not venture to ask your ad-
vioe in the situation?

I consulted last Chriatsas with Miss Mary A-ams of the Forest Ser-
vice in Vashingtcn,who suggested my exiting to you. I should have done so
earlier. I am sure,Mr.Will, that I shall appreciate whatever you may be
able to do in the matter,and shall be ready to show my appreciation by a
substantial regard. I should appreciate an early reply.

My Dear Mr.Will:-

I have just received your very kind favor of March
11th and hasten to rely. I had last evening a letter from Clerk Fenno,
in which he states that there are no records of may having paid 1917 taxes
or drainage,the drainage tax teceipt was sold (tq Alien) and that it will
ocst $9.65 to redeem the drainage tax receipt. I have until April 12th
to redeem same.
I felt sure that I had paid taxes in full every year since 1912,
but where. I looscd cver the receipts I singularly found the one for 1917
missing. However,I searched through my old check stubs,and was rewarded by
finding stub of a che kqj 17,dated Uaich 21st,19.1,drawn on my checking
account in the Bloomfiecld(N.J.) National Bank(where I had been teaching
some months in 1917 and 1918),to T.J.Campbell,Tax Collector,fcr the amount
of $4.5l,for the 1917 taxes. So that it is certain that I i a _y the 191'7
taxes and Nithin ten days of the April let time limit. Unfor unately I
have evidently destroyed the returned checks;though it is possible I never
got tne cancelled check,aa I had left Bloomfield before writing the check
and before drawing the last of the account out of bank.
I have done Rhat seemed the best thing,aniJ vwitten to the Bloomfiel
Bank and asked if they can give mai :-tification from their records as to
the cashing of the check. It looks to me as if some e1hr has been made
likely by Tax Collector Campbell,inasmuch as I do not seem to have ever
got a receipt for the check sent him,or failure was made in the proper
entry on the county books. I presume my check stub is not legal evidence,
but if the Bank attests to the cashing of the check,jt should put me on
clear ground legally,should it not?
The difficulty is that the time is ;rowing bhort, I shall wait
until I hear from the Bloomfield Bank,xihich should be within a ia"s or two,
and shall try to consult an attorney here as tc the best method of proced-
ure. If,in view of the fIct that I certainly did send Mr.Carrpbell the check
for the anmunt,and ten days before the date at which taxes become lelin-
.uent,if you chance to know what would be the most direct method of estab-
f lishing the fact legally,I should regard it as a service worth.omnpensa-
tion if you wdull advise me Of the requisite course to pursue.
I certainly appreciatee your helpful letter and your taking the
trouble to ,'rite Mr.Fenno,I have written him telling of the record on my
check stub,and perhaps he will unearth the error somewhere.

receipt of the petition at hand.

I am glad you were so prompt in regard to
this as it has served to held up the taking of signa-
tures on a petLion that will not stlnd scrutiny. Do
not take any more signatures until you get another
petition.

Mr. Simon has taken the matter up with Mr.
Chillingworth.Although the originalpetition that Mr.
Chillingwouth drew was correot, one page has been
left out apparently by the typist and new corrected
petitions will be gotten out and I will send you one
in due course.

I forwarded your letter to Mr. Chillingworth;
also and will try to find out about your other in-
quiries and answer you the next time I write.

The chances are strong that there will be
a meeting of the directors within the nextiwo weeks
so be on the lookout Tor a call. The sun dance and the
county fair has kept so much attention that it is

Dear Friend:-

In answer to yours of 23rd. ult. Sure was
glad to hear of the wire from Washington, and hope that you
have had good results. No doubt at this time a portion of
the daeheens have been disposed of, and things are looking
a little better for the balance.
This is the first real news we.h~ve had, and
it sure put a little fresh blood into our proposed land
deal (tracts 26-18-19-1 20) Would like very much to get
these tract, and think poenitly I can get this lined up after
our dasheen deal is closed. Don't suppose you would have
dug dasheere on 32-33 & 34 as mentioned in your letter unlessJ
you had a market for same. No doubt tract 41 is dug. The
dasheen would be better in the ground than out, if no market)
Had in mind a planting.~ ogram on a larger scale
this spring (more land) tut the dasheen problem has caused a
delay. You know my friends that wish to buy will expect to
plant the entire acreage. Your new methods of mac2hneyy, etc,
sounds very promising, and hope you have ycur well deserved results

It is a hard_tiing to get people really, to the
point of seeing into the Everglade proposition, especially
those with money account of the early history, and as
mentioned in my last letter, with results on dasheens to boast .---
of, my road would be clearer.

Hope the claims will be handled properly, which
would help considerably To" overcome some of our losses. What
date does the legislaturemeet in April? On account of the
railroads laying off help, conditions in Mr. Getman's department
were such, that he could not possiblyget awa-as we expected.
Have hopes of things getting better situa.d, so that he can
make the trip hbout the first aprtof .April. Expect to go
down again myself in the course of the next tw.ganths or so,
at which time, hope our deal will be closed, so that I can
arrange our land deal.
Copy of my letter to Mr. Gec. 0. Butler, and
A. B. Crow of West Palm Beach dated March 7th, (another copy
attached) is no doubt in your hands in reference to txes
on tract #41, and no doubt explains its-self. Hope you can
arrange to set them straight. Hope to hear from you as soon
as possible of resultta..4ate, etc.

NIGHT MESSAaES u
Accepted up to 2.00 A. at reduced rates to be sent during the night
and delivered not earlier than the morning of the ensuing business day.
DAY LETTERS
A deferred day service at rates lower than the standard tele-
ram rates as follows: One and one-half times the standard Night
better rate for the transmission of 50 words or lees and one-fifth of
the initial rates for each additional 10 words or less.
SPECIAL TERMS APPLYING TO DAY LETTERS:
In further consideration of the reduced rate for this special "Day

DAY LETTERS
A deferred day service at rates lower than the standard tele-
gram rates as follows: One and one-half times the standard Night
Letter rate for the transmission of 50 words or less and one-fifth of

In further consideration of the reduced rate for this special "Day
