Caribbean based initiative
KINGSTON, Jamaica-
Tackling liomopliobia in
the region, documenting
the histories of same sex
loving partners in the Ca-
ribbean and those who de-
fied gender norms in their
communities and creating a
Caribbean in which all of its
citizens could achieve their
full potential regardless of
their sexual orientation or
gender identity were just
some of the issues high-
lighted at a gathering held
in Jamaica.
This meeting was or-
ganised by the Caribbean
Board of the International
Resource Network (IRN)
during the Caribbean Stud-
ies Association conference.
Participants of the gather-
ing included activists, schol-
ars, and creative producers
whose political, creative
and scholarly work focuses
on genders and sexual mi-
norities in the Caribbean.
The IRN is a relatively new
project based at the Center
for Lesbian and Gay Stud-
ies (CLAGS) of the City
University of New York. It
is funded by the Ford Foun-
dation and seeks to connect
academic and community-
based researchers, artists,
and activists around the
world in areas related to
diverse sexualities and gen-
ders.
The IRN is mobiHsed
around a web-based inter-
net location (at www.irn-
web.org) for people inter-
ested in approaching sexual
rights and human rights
from the perspective of les-
bian, gay, bisexual, trans-
gender, or queer studies or
in survejdng the research
on particular lesbian, gay,
bisexual, all-sexual, and
transgender issues around
the globe.
Currently, there are sever-
al boards representing geo-
graphic regions of interest:
Caribbean, Latin America,
Africa, Middle East, Asia,
and Europe. The Caribbe-
an Region of the IRN has
only recently been formed,
and thus is in the beginning
stages of development. As
more scholarship and activ-
ism in and outside of the
region focus on issues re-
lated to sexual minorities in
the Caribbean, there is an

to access information, re-
search, and resources, and
to connect individuals from
around the region and the
world.
The Caribbean IRN plans
to be such a resource for
people and organizations
inside and outside the re-
gion. Furthermore, while
the larger IRN is focused
on academic scholarship,
the Caribbean IRN will
also promote activism and
creative work, as well as
different kinds of engaged
scholarship which seek to
question, provoke and il-
luminate various ways of
thinking around sexual mi-
norities.
The Caribbean IRN is ex-
pected to support regional
projects, organizations, and
collaborations. The first
meeting saw a gathering of
people who are involved in
social justice, social work,
health promotion, art, lit-
erature, scholarly pursuits,
creative writing, media,
religion, politics and busi-
ness.
These people have connec-
tions to Anguilla, Bahamas,
Martinique, St. Martin/St.
Maarten, Jamaica, Guyana,
Trinidad & Tobago, Puerto
Rico, St Lucia, Curacao
and Grenada. The common
issues which were raised
include the perceptions of
homophobia in the region,
the need to document the
histories in the Caribbean
of same gender loving
people and those who de-
fied gender norms in their
communities, the apprecia-
tion of the various cultural
perceptions and the strate-
gies towards creating a Ca-
ribbean in which all of its
citizens could achieve their
full potential regardless of
their sexual orientation or
gender identity.
This historic convening
happened at a time when
the Caribbean Studies As-
sociation conference also
hosted several panels re-
lated to same-sex desire in
the Caribbean, and which
panels allowed active dis-
cussion and debate on the
issues. These discussions
will continue through to the
next gathering of the Carib-
bean Studies Association
conference which will be
held in Barbados in 2010.

KINGSTON, Jamaica-Ja-
maica Festival 2009 was
kicked off yesterday as the
Jamaica Cultural Develop-
ment Commission (JCDC)
presents seven days dedicated
to the commemoration of the
nation's 47th year of Inde-
pendence, under the theme
"I Believe in Jamaica".
Mello Go Roun, a show-
case of the most entertaining
items from the Festival of the
Performing Arts marked the
official opening of the week
of activities.
Other major activities will
include Emancipation Vigils,
Augus' Fair, World Reggae
Dance, Jamaica Gospel Song
Finals, a Emancipation/In-
dependence Forum along
with the spectacular Inde-
pendence Float Parade and
Grand Gala on August 6.
Activities include: August
1 "Voices of Freedom" at
Emancipation Square, Span-
ish Town 5:00pm, an event
in celebration and commem-
oration of Emancipation
Day. Homage to the island's
rich heritage will be paid
through games, songs, dance,
folk forms and a showcase of
traditional Jamaican cuisine
and a World Reggae Dance
Championship.
August 2: Independence
Thanksgiving Service- Au-
gust 5 a National Forum
on Emancipation/Indepen-
dence. August 6: Indepen-

IMF agreement might send
projects to the cutting board
KINGSTON, Jamaica-One
of the first casualties of Ja-
maica's impending pact with
the International Monetary
Fund (IMF) could be the
$2.4 biUion MPs draw on for
critical constituency develop-
ment projects.
Prime Minister Bruce Gold-
ing on Wednesday refused to
rule out a gutting of the Con-
stituency Development Fund
(CDF) which gives each of
the 60 MPs $40 miUion a
year to spend on a variety of
projects.
"We are going to protect
health, education and se-
curity, and the social safety
net; as to what will happen to
the CDF, which falls among
the rest, I can't say at this
time," Golding told journal-
ists at the post-Cabinet press
briefing at Jamaica House. "I
know what it (the CDF) has
done but I can't give a com-
mitment," the prime minister
added.
But Golding assured that
pubhc sector jobs would not
be slashed, even though a job
freeze would remain in place
for the next three years, as
part of the administration's
plan in exchange for the
IMF's vaunted Stand-by Ar-
rangement.
Golding's commitment that
the administration would
protect health, education
and the security and social
safety net, was an indication
that the abohtion of user fees
in hospitals and chnics, the
abohtion of tuition fees in
pubhc schools and the PATH
programme for the needy
would escape the IMF condi-
tionahty knife.
"I have named the priori-
ties, everything else will have
to help us to bear some of the
burden," Golding said about
areas of Government spend-
ing that will be reduced or
ehminated as the administra-
tion seeks to achieve its fiscal
target.
The prime minister made
it clear that Government's
expenditure must be cut, but
insisted that the IMF was
not dictating where the cuts
should come from. "Our as-
sertion that the IMF is far
less strident is something
that I maintain," Golding
said. "They are no longer as
inflexible as they used to be,"
he added, saying that the
Fund has tailored assistance
depending on the specific
needs of a country.
In the meantime, Golding
told journahsts that techni-
cal discussions regarding the
IMF assistance were 90 per
cent complete and a final
decision would be made by
mid-August.
"Talks have gone well, we
have laid before the IMF
information regarding the
challenges we face," Golding
said. But he said it was not a
"done deal" and that techni-
cal details would be sorted
out by the end of the first
week of August.
The prime minister said the
Opposition and other critical
stakeholders would be ap-
prised of the developments
before the agreement was
brought to Parliament and
signed off.
"We want to take that deci-
sion based on consultation,"
he said.
Jamaica, said the prime
minister, had about 10.8
per cent of gross domestic
product (GDP) in relation
to pubhc sector wages, while
the international norm was
approximately 9.6 per cent.
The one per cent differ-
ential, Golding contended,
would be addressed over a
three-year period by freezing
public sector wages and cur-
tailing employment. "There
will be no additional employ-
ment within the pubhc sector
over the three years," Gold-
ing said, adding that holding
wages over the period should
"help us to get back in hne".

Mello Go Roun, a show case of the most entertaining items from the Festival of the Performing Arts marked the ofcial opening of the week Ascot High School performing Just Folk during the national nals of the Festival of the Performing Arts 2009 of activities. (Jamai ca Observer) KINGSTON, Jamaica--One of the rst casualties of Ja maicas impending pact with the International Monetary Fund (IMF) could be the $2.4 billion MPs draw on for critical constituency develop ment projects. Prime Minister Bruce Gold ing on Wednesday refused to rule out a gutting of the Con stituency Development Fund (CDF) which gives each of the 60 MPs $40 million a year to spend on a variety of projects. We are going to protect health, education and se curity, and the social safety net; as to what will happen to the CDF, which falls among the rest, I cant say at this time, Golding told journal ists at the post-Cabinet press brieng at Jamaica House. I know what it (the CDF) has done but I cant give a com mitment, the prime minister added. But Golding assured that public sector jobs would not be slashed, even though a job freeze would remain in place for the next three years, as part of the administrations plan in exchange for the IMFs vaunted Stand-by Ar rangement. Goldings commitment that the administration would protect health, education and the security and social safety net, was an indication that the abolition of user fees in hospitals and clinics, the abolition of tuition fees in public schools and the PATH programme for the needy would escape the IMF condi tionality knife. I have named the priori ties, everything else will have to help us to bear some of the burden, Golding said about areas of Government spend ing that will be reduced or eliminated as the administra tion seeks to achieve its scal target. The prime minister made it clear that Governments expenditure must be cut, but insisted that the IMF was not dictating where the cuts should come from. Our as sertion that the IMF is far less strident is something that I maintain, Golding said. They are no longer as inexible as they used to be, he added, saying that the Fund has tailored assistance depending on the specic needs of a country. In the meantime, Golding told journalists that techni cal discussions regarding the IMF assistance were 90 per cent complete and a nal decision would be made by mid-August. Talks have gone well, we have laid before the IMF information regarding the challenges we face, Golding said. But he said it was not a done deal and that techni cal details would be sorted out by the end of the rst week of August. The prime minister said the Opposition and other critical stakeholders would be ap prised of the developments before the agreement was brought to Parliament and signed off. We want to take that deci sion based on consultation, he said. Jamaica, said the prime minister, had about 10.8 per cent of gross domestic product (GDP) in relation to public sector wages, while the international norm was approximately 9.6 per cent. The one per cent differ ential, Golding contended, would be addressed over a three-year period by freezing public sector wages and cur tailing employment. There will be no additional employ ment within the public sector over the three years, Gold ing said, adding that holding wages over the period should help us to get back in line. (Jamaica Observer) KINGSTON, Jamaica-Tackling homophobia in the region, documenting the histories of same sex loving partners in the Ca ribbean and those who de ed gender norms in their communities and creating a Caribbean in which all of its citizens could achieve their full potential regardless of their sexual orientation or gender identity were just some of the issues high lighted at a gathering held in Jamaica. This meeting was or ganised by the Caribbean Board of the International Resource Network (IRN) during the Caribbean Stud ies Association conference. Participants of the gather ing included activists, schol ars, and creative producers whose political, creative and scholarly work focuses on genders and sexual mi norities in the Caribbean. The IRN is a relatively new project based at the Center for Lesbian and Gay Stud ies (CLAGS) of the City University of New York. It is funded by the Ford Foun dation and seeks to connect academic and communitybased researchers, artists, and activists around the world in areas related to diverse sexualities and gen ders. The IRN is mobilised around a web-based inter net location (at www.irn web.org) for people inter ested in approaching sexual rights and human rights from the perspective of les bian, gay, bisexual, trans gender, or queer studies or in surveying the research on particular lesbian, gay, bisexual, all-sexual, and transgender issues around the globe. Currently, there are sever al boards representing geo graphic regions of interest: Caribbean, Latin America, Africa, Middle East, Asia, and Europe. The Caribbe an Region of the IRN has only recently been formed, and thus is in the beginning stages of development. As more scholarship and activ ism in and outside of the region focus on issues re lated to sexual minorities in the Caribbean, there is an increasing need for a clear inghouse to exist in order to access information, re search, and resources, and to connect individuals from around the region and the world. The Caribbean IRN plans to be such a resource for people and organizations inside and outside the re gion. Furthermore, while the larger IRN is focused on academic scholarship, the Caribbean IRN will also promote activism and creative work, as well as different kinds of engaged scholarship which seek to question, provoke and il luminate various ways of thinking around sexual mi norities. The Caribbean IRN is ex pected to support regional projects, organizations, and collaborations. The rst meeting saw a gathering of people who are involved in social justice, social work, health promotion, art, lit erature, scholarly pursuits, creative writing, media, religion, politics and busi ness. These people have connec tions to Anguilla, Bahamas, Martinique, St. Martin/St. Maarten, Jamaica, Guyana, Trinidad & Tobago, Puerto Rico, St Lucia, Curacao and Grenada. The common issues which were raised include the perceptions of homophobia in the region, the need to document the histories in the Caribbean of same gender loving people and those who de ed gender norms in their communities, the apprecia tion of the various cultural perceptions and the strate gies towards creating a Ca ribbean in which all of its citizens could achieve their full potential regardless of their sexual orientation or gender identity. This historic convening happened at a time when the Caribbean Studies As sociation conference also hosted several panels re lated to same-sex desire in the Caribbean, and which panels allowed active dis cussion and debate on the issues. These discussions will continue through to the next gathering of the Carib bean Studies Association conference which will be held in Barbados in 2010.
